How to Qualify for a Section 8 Housing Choice Voucher

Section 8 eligibility depends on household income, location, family composition and federal status rules. Learn how to find a PHA, apply and navigate the waiting list.

To qualify for a Section 8 Housing Choice Voucher (HCV), your household generally must meet the income limit for its size and location, meet federal citizenship or eligible immigration-status rules, and satisfy other program requirements set by HUD and your local Public Housing Agency (PHA). You apply through a PHA, not through a single nationwide application. Meeting the basic criteria does not guarantee a voucher: applications are often placed on a waiting list, and local preferences and available assistance affect selection.

Who can qualify for a Section 8 voucher?

HUD identifies four general eligibility factors: the PHA’s definition of a family, household income, citizenship or eligible immigration status, and certain drug-related eviction restrictions. The PHA makes the determination under current program rules.

Income and household size

Income limits depend on both where you apply and the size of your household. HUD says households generally must be extremely low-income or very low-income, but there is no single nationwide dollar cutoff. Check HUD’s rental assistance applicant guidance and ask the PHA serving the area for the limit and calculation that apply to your household.

Citizenship or eligible immigration status

Applicants must be U.S. citizens or have an eligible non-citizen status under HUD rules. HUD’s applicant guidance also says the head of household must have a valid Social Security number. The PHA will tell you what evidence it needs for your situation.

Family definition and certain history

Each PHA applies program rules about who counts as a family or household. Some criminal history may affect eligibility, but a criminal record does not automatically disqualify every applicant; circumstances and applicable rules matter. HUD’s eligibility guidebook describes a specific restriction for a person evicted from public housing or a Section 8 program for drug-related criminal activity: ineligibility for at least three years from the eviction date. If a PHA denies your application, request the written reason and ask how to challenge or clarify it. The HUD Housing Choice Voucher forms and guidance include program materials; for an individual case, follow current PHA instructions.

How to find the income limit and apply

  1. Find PHAs in places you could live. Use HUD’s Public Housing Agency directory to identify agencies serving relevant locations. You generally do not have to live in a PHA’s jurisdiction to apply, though a PHA may require an initial 12-month period in its jurisdiction in the situation HUD describes. Check its current rules and any residency preferences.
  2. Check whether each waiting list is open. Lists may be closed or accept applications only during limited periods. Confirm the current status, eligibility limits, application method and deadline on the PHA’s official website or with the agency. HUD notes that applicants may apply to multiple PHA lists; compare whether you could realistically live in each area and each PHA’s preferences and process.
  3. Gather the records the PHA requests. Common examples include pay stubs or other income records, bank information, public-assistance records when applicable, citizenship or eligible-status documentation, and Social Security cards. Requirements vary, so use the local checklist rather than assuming this list is complete.
  4. Submit the application accurately. Report household members, income and other requested details as directed. Follow the PHA’s confirmation steps and keep a copy or receipt if available.
  5. Keep your application current. Tell the PHA about changes to your mailing address, telephone number or household size, and respond to requests by their deadlines. HUD warns that failing to keep contact details current can result in removal from the waiting list.

What happens after you apply?

Waiting-list selection

An eligible application is typically placed on a waiting list; it is not an immediate voucher. HUD says reaching the top depends on the number of vouchers available, when you applied and any selection preferences on your application. PHAs may use preferences, such as for veterans or people with disabilities, within program rules. A preference can affect selection order; it does not replace the underlying eligibility requirements. There is no reliable national wait-time estimate: timing depends on the local list and available assistance.

Verification and voucher briefing

If selected, you will need to provide verification materials and attend the PHA’s briefing or orientation. If the PHA issues a voucher, it sets a housing-search period. HUD describes the period PHAs determine as 60 to 120 days; use the deadline on your own voucher and ask the PHA promptly about its procedures if you need help or additional time.

Unit approval and lease-up

Once you find a prospective rental, you and the landlord submit a Request for Tenancy Approval. The PHA inspects the unit for health and safety standards and reviews whether the rent is reasonable before the tenancy paperwork is completed. A unit is not approved merely because you have found a landlord willing to rent to you.
