Neither Romanian government bonds nor bank deposits are a universal winner. Deposits are claims on a bank and may qualify for statutory protection up to a limit; government securities are claims on the Romanian state and are not FGDB-insured. A fixed-term deposit’s outcome is usually more predictable if held to term, while selling a listed Fidelis bond early can produce a gain or loss. Compare products in the same currency and for a similar horizon, including taxes, fees and early-exit terms.
What are you comparing?
“Government bonds” covers different products and exit routes. Tezaur and Fidelis are both Romanian government securities, but Fidelis is listed on the Bucharest Stock Exchange (BVB) and can be traded through authorised intermediaries. A bank deposit is a liability of the legal bank named in its contract. Its access conditions and interest depend on that contract.
The useful comparison is not simply the biggest advertised percentage. First match currency and the time you can leave the money invested; then compare the return you could actually receive, the applicable protection, and what happens if you need the funds early.
How do their returns compare?
A deposit’s stated rate applies under its particular contract and term. A bond’s coupon is the interest rate set for that issue; it does not necessarily equal the return a later buyer earns. For a bond bought after issuance, purchase price, accrued interest, fees, maturity and any sale price affect the realized result. Yield to maturity is a more useful comparison for a buyer who plans to hold a bond to maturity, but it still depends on the price paid and the assumptions behind that calculation.

Dated examples—not current quotes
For the Tezaur offer running 6 July–7 August 2026, the Ministry of Finance announced annual rates of 6.25% for one year, 6.75% for three years and 7.15% for five years. That subscription window has closed; the figures describe those issue terms, not rates available in October 2026. Agerpres’ announcement carrying the Ministry statement.
In the Fidelis offer period of 6–13 March 2026, BVB listed RON series with annual coupons of 6.90%, 5.90%, 6.60% and 7.10%, and EUR series with annual coupons of 3.50%, 4.50% and 6.00%. Series had different maturities and issue terms; these are issue-specific coupon rates, not October 2026 offers or the yield a buyer will necessarily obtain on the secondary market. The offer page states nominal values of 100 lei or 100 euro and issue-specific minimum subscriptions. BVB’s March 2026 offer details.

Use the same comparison basis
- Currency: compare RON with RON or EUR with EUR. If your future spending is in a different currency, exchange-rate movements can affect purchasing power.
- Horizon: compare a deposit term with a bond’s maturity or with the period you expect to hold it. A longer maturity can expose an early seller to more price movement.
- Return measure: compare a deposit’s contractual rate with a bond’s yield to maturity at the price you would pay—not merely its coupon.
- Net outcome: check current Romanian tax rules and all applicable account, brokerage and transaction costs before calculating what you keep. Current tax treatment for each product is not established here.
- Inflation: nominal interest is not the same as a gain in purchasing power. Consider how inflation over your holding period could affect the money’s value.
Current October 2026 bank deposit rates and comparable contract terms have not been established, so the dated bond examples cannot show which option currently pays more.
Are Romanian government bonds safer than bank deposits?
They carry different risks rather than fitting a single “safer” ranking. Eligible deposits at participating institutions are generally covered by a statutory scheme up to its limit. Government securities are direct claims on the sovereign issuer, not bank deposits, so they are not covered by the FGDB deposit guarantee. A bondholder who holds to maturity receives the issue’s contractual payments subject to issuer performance; there is no basis here to assign a probability of sovereign default.

How much of a bank deposit is guaranteed in Romania?
The FGDB states a general ceiling of EUR 100,000 equivalent per depositor per bank for eligible deposits at participating institutions. Its June 2026 information includes term deposits, current accounts, savings accounts and card accounts among covered balances. The ceiling applies to the depositor’s eligible balances aggregated at the same bank, not separately to each account. Eligibility and the identity of the legal institution matter. Romanian branches of banks headquartered in another EU country participate in their home-country guarantee scheme, according to FGDB; check which scheme applies to your bank. What risks remain?
- Deposit: protection is limited to eligible balances under the applicable scheme and ceiling. A balance above the limit is not made eligible merely by splitting it among accounts at the same bank.
- Bond: the holder takes sovereign credit exposure. A fixed coupon does not remove this risk.
- Early bond sale: a listed bond can trade below or above its nominal value. Market interest rates, the bond’s remaining term and buyer demand can affect its price.
- Currency mismatch: holding a RON or EUR product when your expenses are in another currency exposes you to exchange-rate changes.
Can you get the money early?
Liquidity means more than having a possible exit route: the price, timing, costs and contractual consequences all matter.

Fidelis
BVB says Fidelis issues are listed and may be bought or sold through authorised intermediaries. A sale before maturity is therefore possible through the market, but it does not guarantee an immediate buyer, a sale at nominal value, a particular spread or zero fees. Before trading, check the exact ISIN, current bid and ask prices, accrued-interest treatment, brokerage commission, settlement and account requirements. BVB’s Fidelis listing information.
Tezaur
Do not assume Tezaur can be redeemed early on the same terms as a market-traded Fidelis bond. Early-redemption conditions need to be checked in the specific offer’s current prospectus; the available information here does not establish those terms.

Bank deposits
Early access depends on the selected deposit contract. It may reduce or forfeit interest, or restrict withdrawal before maturity. Check what happens on early closure, whether the deposit renews automatically, and what rate applies at renewal.

A BVB release about a July 2025 Fidelis issue stated that interest and capital gains were non-taxable. That is a dated exchange communication, not confirmation of current tax law for every investor or issue. Current authoritative tax treatment for bank interest and Tezaur is not established here either. Verify the rules applicable to your circumstances before comparing net returns.
For Fidelis, include intermediary and trading costs in any early-sale calculation. For deposits, check any account charges or loss of interest under the contract. Do not treat either product’s gross headline rate as your net return without checking the applicable rules and costs.

A practical checklist before choosing
- Set the currency and date you may need the money. Use the currency of your likely spending where possible, and distinguish money you can leave untouched from emergency savings.
- Verify deposit protection. Identify the legal bank, confirm its guarantee scheme, and total your eligible balances at that institution.
- Compare actual returns. Obtain the current deposit contract rate and, for a Fidelis purchase, the price and yield to maturity for the exact issue. Include taxes and fees only after checking current applicable terms.
- Read the exit rules. Confirm deposit early-withdrawal consequences and the specific Tezaur prospectus terms. For Fidelis, check live market prices and intermediary charges before relying on a sale as an emergency exit.
- Match maturity to your plan. Avoid choosing a longer commitment solely for a higher quoted rate if you may need access sooner.
