When were USDA employees expected to move?
On January 21, 2026, Successful Farming reported that Vaden expected moves after the school year ended so employees with school-age children could settle before fall classes. He said: “We anticipate the moves will take place after the school year ends … so that they can move during the summer and be settled by the time the school year begins and their children can go to school in their new schools in the fall of this year,” he said. Where were the proposed hubs?
USDA’s July 2025 reorganization plan named five hubs for the proposed relocation of much of its agency headquarters and National Capital Region workforce:
- Raleigh, North Carolina
- Kansas City, Missouri
- Indianapolis, Indiana
- Fort Collins, Colorado
- Salt Lake City, Utah

How many positions were affected?
USDA’s August 1, 2025 announcement said the proposal would relocate approximately 2,600 Washington-based positions. That figure describes positions covered by the announced plan, not a confirmed count of employees who changed duty stations. The memorandum set a goal of retaining no more than 2,000 employees in the National Capital Region when implementation concluded; this was a target, not a reported final staffing outcome. What prompted the plan, and what happened during the comment period?
The memorandum framed the reorganization as a way to align the workforce with resources and priorities, move resources outside the National Capital Region and closer to customers, reduce management layers, and consolidate support functions. Vaden also cited budgets, the Washington-area cost of living, and USDA’s rural-facing mission as administration arguments for the changes. These are stated rationales, not independent evidence that the plan achieved savings or improved service.

USDA opened a public comment period from August 1 through September 30, 2025. Successful Farming reported that the department published a summary and analysis of comments on December 8, 2025, and that about 14,000 comments were received; the outlet characterized an overwhelming majority as negative. No department-wide final completion date is established by the available records. A later USDA Food and Nutrition Administration (FNA) page, updated September 10, 2026, said its hubs and retailer operations and compliance offices were expected to open by summer 2027. It also said some transition logistics were being determined through collective bargaining. That is an FNA-specific timetable, not a schedule for every USDA agency. The distinction matters: the summer 2026 statement was an expectation about relocation timing, while later implementation details varied by mission area. The cited sources do not establish the realized number of employees who relocated, resigned, or changed duty stations.
