USDA’s Stage Two Disaster Relief for Farmers: What It Covered and the Deadline

USDA’s SDRP Stage Two covered certain 2023 and 2024 farm losses not paid under Stage One. Its final announced application deadline, September 30, 2026, has passed.

USDA opened Stage Two of its Supplemental Disaster Relief Program (SDRP) on November 24, 2025, for qualifying 2023 and 2024 crop, tree, bush and vine losses that Stage One did not pay. The final announced application deadline was September 30, 2026, and has passed. The program was authorized under the American Relief Act, 2025, with more than $16 billion in disaster relief for qualifying losses. USDA’s August 10, 2026 notice extended the deadline beyond the April 30 date still shown in some Stage Two FAQ material.

What Stage Two covered

SDRP addresses qualifying revenue, quality or production losses in calendar years 2023 and 2024. Stage One uses existing Federal Crop Insurance or Noninsured Crop Disaster Assistance Program (NAP) data to pay for indemnified losses. Stage Two was designed for qualifying losses outside that payment path, including shallow losses that did not trigger an indemnity or NAP payment, uninsured or uncovered losses, and quality losses. A producer could receive payments under both stages if the losses qualified separately. USDA’s SDRP program page describes the program and its payment mechanics.

Having crop insurance or NAP did not automatically rule out Stage Two. USDA’s Stage Two FAQs say producers who did not apply for an indemnity or NAP payment may still qualify; however, the calculation subtracts the potential indemnity or NAP payment. The FAQ also specifies a 60% linkage requirement for crop insurance or NAP, as applicable.

Which disasters and losses qualified?

FSA lists qualifying events including wildfires, hurricanes, floods, derechos, excessive heat, tornadoes, winter storms, freeze (including a polar vortex), smoke exposure, excessive moisture and related conditions. Drought qualifies only when the county reached D2 (severe) intensity for at least eight consecutive weeks in the applicable year, or D3 (extreme) intensity or higher for any period that year. The agency’s FAQ provides the program’s disaster and eligibility details.

How quality losses had to be documented

Forage

Forage quality claims concern a reduction in nutritional value. USDA’s FAQ calls for Total Digestible Nutrients or another feed-quality measure to support that reduction.

Other crops

For other crops, USDA determines quality reduction through the decrease in value reflected in discounts at the point of sale for the crop’s physical condition. Supporting material includes applicable grading factors and corresponding price discounts.

Updated documentation guidance

In its August 10, 2026 update, USDA said quality-loss applicants had to provide third-party-verifiable grading factors or nutrient tests and acceptable production records. The agency described flexibility for documentation showing expected price, actual discounted price and the quantity of affected production. For produce intended for fresh sale but sold for processing or not sold in a recognized market, acceptable records had to show actual production and the price received. Some Stage One quality applications still lacked underlying production data; USDA said affected producers still needed to submit applications by September 30, 2026. Read the USDA update.

Application form, records and submission route

The application was FSA-504, Supplemental Disaster Relief Program Stage 2 Application. Applications were not mailed. FSA directed producers to contact their local county office; the program page lists in-person, email, fax and electronic submission through Box and One-span. It also provides a Stage Two checklist. Depending on coverage and loss category, applicants might need a production summary or acceptable production or inventory records. Tree, bush and vine producers had to provide records supporting the number of dead or damaged plants. Forms that may be required on file include:

  • AD-2047
  • CCC-902
  • CCC-901, when applicable
  • FSA-510, when applicable
  • SF-3881
  • FSA-578, when applicable
  • AD-1026

Ask the county office which forms are already on file and which records apply to the specific loss category.

How Stage Two payments were calculated

The calculation varied by insurance status and policy. FSA describes a basic calculation using expected value multiplied by the relevant adjusted NAP or federal crop-insurance coverage level, minus actual value. Total Stage Two payment could not exceed 90% of the loss. USDA increased the payment factor from 35% to 70% for approved applications; future payments also use 70%. These are program-wide mechanics, not an estimate of a particular producer’s payment. An individual amount depends on the applicable records and calculation.

As context for the program’s two stages, FSA reported more than $5.7 billion in Stage One payments as of its November 17, 2025 announcement. That is a dated figure, not a current cumulative total. FSA’s announcement gives the figure and Stage Two launch information.

Coverage required after receiving assistance

Recipients had to obtain federal crop insurance or NAP at 60% coverage or higher for the next two available crop years. FSA says a recipient who fails to obtain the required coverage may have to repay the SDRP payment plus interest. Producers with questions about an individual obligation should contact their FSA county office; USDA RMA’s SDRP FAQ, updated August 28, 2026, also addresses program rules.

What farmers can do now

The September 30, 2026 application deadline has passed. The USDA materials cited here do not announce a later application window. For a question about a submitted application, a potential correction, or any subsequent notice, contact the local FSA county office and consult the 2023/2024 supplemental disaster assistance timeline. The USDA FSA program page is the central source for current SDRP information.
