The rules include Greek-citizenship, prior-residence, local-work or training, and continued-residence requirements.
What the Greece relocation grant actually offers
The Gov.gr program provides financial aid to eligible households that move their principal home and centre of living activities to covered areas in Evros. Its stated maximum is €10,000. The official page does not promise a $20,000 payment or establish a dollar equivalent; the grant is specified in euros. The program page was last updated on 7 August 2025.
The covered municipalities are Soufli, Didymoteicho and Orestiada. The detailed [Gov.gr program page](https://www.gov.gr/en/ipiresies/periousia-kai-phorologia/epidoteseis-politon/oikonomike-eniskhuse-gia-metegkatastase-ston-ebro) identifies the eligible municipal units within them. A move to Greece generally—or even to another part of Evros—does not by itself qualify.
How much can an eligible household receive?
The base amount depends on the population of the settlement where the household relocates. The program adds €1,000 for each minor child, subject to a maximum total payment of €10,000.

These are the program amounts stated by Gov.gr. Because the total is capped at €10,000, the child supplement can raise a €6,000 base amount by up to €4,000; it cannot raise a €10,000 base amount above the cap.
Who may qualify—and who should not assume they do
The published criteria describe eligible households, including single-person and multi-person households, and specify an adult Greek citizen among the beneficiary conditions. Greece’s Family Policy Portal likewise describes the relocation program as intended for Greek citizens who file tax returns. The available official descriptions do not support treating this as a grant generally open to foreign nationals simply because they move to Greece.

The Gov.gr page sets out these further conditions:
- The applicant must have filed a tax return in the preceding three years.
- For those three preceding years, the applicant must have lived outside Eastern Macedonia and Thrace, Epirus, Western Macedonia, and the North and South Aegean regions.
- The household must transfer its principal residence and centre of living activities to a covered area from 1 January 2025 onward.
- The applicant must work in the area or participate in a local Public Employment Service (DYPA) program.
- Where the household has minor children, additional local-school or registration conditions apply.
- The municipality verifies that the move has actually taken place.
These conditions mean the offer is for a documented relocation and local connection, not a payment for buying a home, visiting, or maintaining a second residence. Payment timing is not the same as the stay requirement
Gov.gr says the grant is paid in two equal instalments. The second instalment is due after one year of permanent residence. Separately, the Family Policy Portal states that participants must remain for at least three years. Receiving the second payment after one year therefore does not end the stated residence commitment.

The three-year minimum is described on the [Family Policy Portal’s relocation program page](https://oikogeneia.gov.gr/programs/programma-metegkatastasi/). Applicants should review the current program terms before moving or relying on a particular payment date.
Check that applications are still available
The program page gives 31 December 2028 as its planned end date, but also says the program can end earlier if available places are exhausted. A future end date is not a guarantee that places remain open. Check the live application service and confirm availability with the relevant municipality before making relocation plans.

Do not confuse the grant with Greece’s tax or customs provisions
Greece has separate tax-residency incentives under Articles 5A, 5B and 5C. The Greek tax authority (AADE) describes these as regimes for certain high-net-worth individuals, pension recipients, and people earning employment or business income in Greece. They are tax provisions, not the Evros relocation grant. AADE also describes customs and tax exemptions that may apply to personal belongings when someone transfers habitual abode to Greece after having lived abroad for at least two years. Those provisions have their own documentation, eligibility rules and restrictions, including a 185-day habitual-abode test over a 12-month period and limits on disposing of some imported belongings for a year. They do not establish eligibility for the Evros grant. What to verify before planning a move
- That the specific settlement is within a covered municipal unit in Soufli, Didymoteicho or Orestiada.
- That the household meets the citizenship, tax-return and prior-residence criteria.
- How the local work or DYPA-program condition applies to the applicant, and what documentation is required.
- Any school or registration requirements that apply to minor children.
- That applications and places are still available, and how the municipality verifies the permanent move.
- The three-year minimum stay and the two-instalment payment schedule.
