Mosaic Insurance has launched a European political violence facility through its Cologne hub, with up to €100 million in syndicated capacity reported for business written directly to European Economic Area (EEA) brokers. That figure is facility capacity, not a promised limit for every policy. The launch is a commercial insurance development; it is not a consumer insurance product.
What the reported cover is designed to address
Launch coverage describes protection for commercial, industrial and residential property risks associated with several kinds of political violence. It also refers to related liability. The peril categories reported include:
- Terrorism and sabotage
- Malicious damage
- Strikes, riots and civil commotion (SRCC)
- Active assailant incidents

These are categories cited in reporting about the facility, not a complete statement of policy coverage. The page provides general product context, not the new European facility’s full wording.

Who can access the facility, and how?
The reported route is through Mosaic’s German hub, which is described as writing EEA business directly to EEA brokers. That identifies the practical distribution channel; it does not establish that every EEA broker, buyer, territory or risk will qualify. Brokers and prospective insureds need to confirm eligibility and underwriting appetite for a particular submission.
For brokers comparing political violence placements, the launch announcement alone is not enough to assess how the cover would respond. Review the actual wording and ask about:

Reinsurance News and CIR Magazine report up to €100 million of capacity for the European facility on a syndicated basis. This is an announced facility figure, not an independent market statistic, a guaranteed per-insured limit or a commitment to accept every submission. The launch reporting does not specify the capacity available to an individual buyer, the participating markets or how limits and attachment are structured. Those details must be confirmed for the placement and checked against its policy documents.
Why Mosaic says it is expanding in Europe
Mosaic representatives framed the expansion as a response to Europe’s varied exposures, including terrorism, state-backed sabotage and social unrest. That is the company’s stated rationale, not independently measured evidence of market demand or a quantified forecast. The cited launch coverage does not provide a named, independent statistic for European political violence insurance demand, insured losses or market size.

How this differs from Mosaic’s earlier launch
Mosaic’s official release dated 9 March 2021 said the company had begun underwriting war, terrorism and political violence risks globally. It described cover for commercial, industrial and residential property exposures and associated liability. That was the start of the broader business; the Cologne-based European facility reported in October 2026 is a later regional expansion. Capacity figures associated with the 2021 announcement should not be treated as current European facility terms.
The October 2026 launch report identifies Adam McGrath as Mosaic’s Global Head of Political Violence and Dennis Bertram as Managing Director for Europe. Mosaic’s product page also names McGrath and lists a distributed political violence underwriting team.
