As of October 3, 2026, the latest reviewed account says President Donald Trump stated the administration would not impose a diesel-export ban. The proposal had been discussed as a 90-day restriction to increase U.S. supply and ease rising fuel prices, while officials also explored voluntary export restraints. The debate matters to Texas because Gulf Coast refineries sell large volumes of distillate fuel abroad—and losing that outlet could affect refinery operations and supplies of other fuels.
What happened to the proposed diesel export ban?
The proposal was intended to keep more diesel in the United States and help ease high domestic prices. The Texas Tribune described a 90-day restriction, while Reuters reported that Energy Secretary Chris Wright contacted refiners about voluntary export restraints as the administration considered alternatives.
That discussion did not become an announced ban in the latest reviewed reporting. On October 2, 2026, The Associated Press reported Trump saying, “we were never going to do it,” and, “We’re not going to be doing the export ban.” This status is current through October 3, 2026; it is not a statement about what a later administration decision might be.
Why Texas refineries are exposed
Texas is a major part of the Gulf Coast refining system, which serves both U.S. buyers and overseas markets. The Texas Tribune reported that Texas contributes about one-third of U.S. diesel, citing the Energy Information Administration (EIA), and that about 1.5 million barrels per day were sold overseas. The story does not state the period for that export figure, so it should not be read as a current monthly EIA measure.

The clearest recent regional comparison comes from EIA monthly data for July 2026. The United States exported 1.745 million barrels per day of distillate fuel oil, of which Gulf Coast/PADD 3 accounted for 1.494 million barrels per day. Distillate fuel oil is the EIA series category; it is not interchangeable with road diesel in every context. The regional total also is not a Texas-only figure.
The Texas Tribune also quoted CITGO estimating that an immediate ban would eliminate outlets for about 1.3 million barrels per day of U.S. diesel exports, with the Gulf Coast supplying 90% of those exports. Those are CITGO’s estimates as reported by the newspaper, not independently verified EIA statistics.

How an export restriction could affect refinery operations
Exports give refiners a market for product that domestic customers cannot immediately absorb. If a restriction left refineries with surplus diesel and they could not redirect it to U.S. buyers or storage, inventories could fill. At that point, refiners might find it necessary or commercially sensible to reduce crude processing, also called crude runs.
This is a conditional risk, not a certain chain of events. The Texas Tribune quoted CITGO warning that lower crude runs could follow a ban; Reuters separately reported industry concerns that full storage could prompt less crude processing. Whether refiners could find other buyers, storage, or transportation would affect the outcome.

Why less diesel production can affect other fuels
Refineries produce multiple fuels from crude oil. Cutting throughput to manage a diesel surplus can therefore reduce gasoline and jet-fuel output as well as diesel. University of Houston energy vice president Ramanan Krishnamoorti told The Texas Tribune: “If they start to go offline … you start to see a roll-on impact on gasoline prices because it will be in short supply.” Jack Balaggia, executive director of the KBH energy center at the University of Texas at Austin, said: “When you quit making as much diesel, you also quit making as much jet fuel and gasoline so those prices are going to go up when the storage facilities fill up.” These comments describe potential effects, not measured outcomes from a ban.
Could a diesel export ban lower fuel prices?
It could put downward pressure on diesel prices in exporting areas in the short term if more product were left available there. A 2022 U.S. Department of Energy analysis of refined-product export restrictions describes that possibility for surplus regions such as the Gulf Coast. But the report also says that lower refinery utilization and production could reduce overall supply and put broader upward pressure on prices.

The DOE analysis is a historical framework for understanding possible market effects, not a forecast of the 2026 proposal. It notes a geographic mismatch: the Gulf Coast can have surplus product while import-dependent regions such as the Northeast need supplies. Moving fuel between regions depends on transport infrastructure and policy considerations such as Jones Act waivers; the report does not establish how those issues would play out under this proposal.
The sources reviewed do not quantify the proposal’s net effect on U.S. prices, how long any regional price change might last, or a Texas-specific effect on refinery output, jobs, or tax receipts. Wood Mackenzie oil-markets executive Alan Gelder told Reuters: “The irony of a US diesel export ban is that it would likely increase costs for American consumers.” That is an industry analyst’s assessment of risk, not a measured result.

Why the outcome would depend on more than Texas
A policy aimed at lowering prices for U.S. buyers would affect a market that is divided by geography. The Gulf Coast’s export capacity does not automatically mean that every region can use surplus diesel quickly. If Gulf Coast storage filled while other regions still needed product, transport capacity and the ability to move fuel would matter. Meanwhile, reducing refinery runs to manage unsold diesel could tighten supplies of several fuels, not just diesel.
Industry groups also raised international and employment concerns. Todd Staples, president of the Texas Oil and Gas Association, argued: “Banning exports of diesel would cripple domestic jobs, lead to fuel shortages here at home and put power in the hands of China and Russia by forcing our allies to turn to those countries to meet their needs.” That is the association’s position, not a neutral forecast or a quantified estimate of job losses.
