Russia’s 2027 Oil Output Forecast Uses a Moderately Conservative Scenario, Novak Says

Russia is using a moderately conservative scenario for its 2027 oil-output forecast, Deputy Prime Minister Alexander Novak said on October 2, 2026. He did not give a numeric production target in those remarks. A separate Ministry of Economic Development estimate, reported by PRIME, puts 2027 oil production with gas condensate at 500 million tonnes.

What did Novak say about Russia’s 2027 oil output?

Speaking to journalists on October 2, Novak described the government’s approach as a “moderately conservative” forecast. PRIME reported his Russian-language remarks as: “Мы ориентируемся на умеренно консервативный прогноз. Если будет выше, это даст дополнительные объемы и доходы.” In English: “We are guided by a moderately conservative forecast. What production figures are reported for 2026 and 2027?

PRIME attributes the following estimates to the Ministry of Economic Development. They cover oil production with gas condensate, in million tonnes—not crude oil alone—and are forecasts rather than confirmed output.

How should the forecast be interpreted?

The reported figures indicate a ministry base-case estimate of 500 million tonnes of oil with gas condensate in 2027, while Novak’s public comment signals that the government is taking a moderately conservative approach. The two should not be conflated: the volume comes from the ministry estimate as reported by PRIME, not from a numeric target in Novak’s remarks. PRIME also says Novak was asked about production growth in connection with Vostok Oil; that context does not establish that the project has delivered the forecast output.
