An unexpected accident can disrupt far more than the immediate worksite: it can put employees at risk, disable equipment or computer systems, interrupt suppliers, and delay customer service. A business continuity plan helps you prepare for those knock-on effects, coordinate the first response, and restore essential work. The same approach applies to other disruptions, including natural hazards, health emergencies, power outages, and equipment failure.
Why one accident can disrupt the whole business
The direct damage may be only one part of the problem. If a facility is inaccessible, employees may not be able to work; if a key system or supplier is unavailable, orders and customer service can stall even when the premises are intact. Ready.gov’s Ready Business guidance says planning should reflect a business’s location, size, and operations rather than assume every organization faces the same risks.
Start by identifying hazards that plausibly affect your operation, then map how each could interrupt critical work. A small office, a workshop, and a business dependent on refrigerated stock will have different vulnerabilities. The aim is not to predict every event; it is to know which people, processes, and resources must be protected or restored first.
Build a plan around the work that must continue
Ready.gov’s Business Continuity Plan guidance recommends identifying the resources and dependencies that keep the business operating. Make the plan specific enough that someone can use it under pressure.

Identify critical operations and dependencies
List the work that must resume to serve customers and meet essential obligations. For each operation, identify the people, locations, machinery, equipment, materials, supplies, computers, electronic information, vital records, customers, and key suppliers it depends on. Note which dependencies have alternatives and which do not.
Decide how critical work could continue if your main facility, equipment, or systems were unavailable. Possible arrangements depend on the business; the plan should name the actual alternate location, process, or resource rather than simply say “work remotely” or “use a backup.”

Assign roles and contacts
Name who is responsible for warning people, coordinating evacuation or sheltering, contacting emergency services, communicating with employees and customers, and overseeing recovery. Ready Business’s Emergency Plan template prompts businesses to define response-team duties, which may include providing first aid.
Keep current contact details for employees and relevant outside parties, including suppliers and authorities. Identify who can make decisions if the usual leader is unavailable, and make sure designated people know where the plan and contact information can be found.

Prepare communications and technology recovery
Employees and their families, customers, suppliers, authorities, and other stakeholders may need timely updates. Decide who is authorized to communicate, how messages will reach people if ordinary phone or internet access is disrupted, and what information should be shared as the situation changes. Ready.gov’s Emergency Plans guidance recommends planning communications in advance.
Plan technology recovery alongside business continuity. Ready.gov says an IT disaster recovery plan should be developed in conjunction with the business continuity plan, restoring hardware, applications, and data in time to support business recovery. Specify who owns those tasks and which systems and data are needed first; a technology recovery plan that is disconnected from business priorities may restore the wrong things first.

Review financial recovery resources
FEMA’s National Disaster Recovery Framework recommends adequate insurance as part of disaster readiness, including the ability to rebuild damaged facilities and withstand work disruption. The appropriate coverage and limits depend on the business, its location, assets, and interruption exposure. Ask an insurance professional to review your actual risks rather than treating a general checklist as a policy recommendation.

Use the response plan and follow instructions from local emergency authorities. Ready.gov notes that establishing a plan ahead of time can save valuable minutes when an emergency occurs. Keep the first actions clear and role-based:

- Warn people. Use the planned method to alert employees and others who may be affected. Give clear directions appropriate to the incident and the site.
- Move people to safety. Evacuate, shelter, or lock down as the plan and official instructions require. Do not improvise incident-specific safety or medical procedures.
- Contact public emergency services when needed. Provide accurate information about the location, what happened, hazards known to you, and people who may need assistance.
- Account for people and coordinate. Follow the plan’s assigned roles and report urgent information to the designated coordinator or authorities.
Procedures must fit local emergency instructions and any rules that apply to your industry and workplace.
Coordinate the recovery, not just the cleanup
Once immediate safety needs are being handled, use the continuity and recovery plans to decide what can resume, what remains inaccessible, and what resources are needed. Assign one person to coordinate updates so employees, customers, suppliers, and decision-makers receive consistent information.
- Confirm people’s status: identify who is safe and who may need assistance, using the process in your plan.
- Assess access and dependencies: determine which premises, equipment, systems, records, supplies, and suppliers are available, and which critical operations are affected.
- Communicate status and needs: tell relevant people what is known, what work is affected, and when they can expect another update.
- Activate recovery plans: use alternate work arrangements and prioritize restoration of the hardware, applications, data, and other resources that support essential operations.
- Track restoration needs: document damage, unavailable resources, decisions, and the steps required to resume work. This helps coordinate recovery and assess what support or coverage may be relevant.
Practice and keep the plan current
A plan that employees cannot find or do not understand is of limited use. Ready Business identifies training, testing, and exercises as core preparedness activities. Walk through realistic scenarios with the people assigned to respond: for example, a disruption that makes the primary site or a key system unavailable. Check whether contacts are current, roles are clear, and the proposed alternatives are usable.
Review the plan when your operations, staff, suppliers, equipment, systems, or premises change, and set a recurring review date. Ready.gov’s Business Preparedness guidance provides additional planning material. The federal Ready.gov business page has displayed a notice that some content may not be updated during a lapse in federal funding; check current official guidance and local instructions when preparing or revising procedures.
