How to Build an AI Agent That Completes Tasks Across Mobile Apps

A practical architecture for cross-app agents: use exposed app functions where possible, UI automation where needed, and verify every consequential action.

Build a mobile task agent as a controlled execution system, not just a language model: choose an app-provided function when one exists, use interface automation only where needed, execute each proposed action in a client-side adapter, and check that the intended change actually happened. For finance-related tasks, keep review and confirmation in the workflow before payments, account changes, or other consequential actions.

Choose the right way to interact with each app

There are two fundamentally different ways an agent can work across apps. It can call a discrete function exposed by an app or service, or it can observe and manipulate an app interface. Functions encode an operation in a defined way; interface automation has to infer meaning from what is on screen and can be derailed by layout changes, ambiguous results, or stale state. Inventory the apps and operations in your workflow, then select an integration for each rather than expecting one mechanism to cover everything.

Android Computer Control An upcoming route for OEM-preloaded assistants to interact with app interfaces without requiring explicit target-app changes. Described as upcoming; do not treat it as a generally available API for any developer or assistant. Android Developers
Android Agent-to-UI Allows agents to generate structured interfaces rendered by an app. A separate approach from controlling an existing app’s interface or calling its functions. Android Developers

Prefer a function or backend integration for a stable operation with clear business meaning; use UI automation to bridge workflows that lack an integration. A model’s proposed click or function call is not evidence that an operation completed: only the client execution and a fresh check of the resulting state can establish that.

Build a bounded observe–act–verify loop

The model should propose the next action, not operate as an unchecked controller. Keep orchestration and execution in your app or service so you can limit permissions, inspect actions, and recover safely.

  1. Clarify and plan. Turn the user’s request into a goal and a sequence of bounded steps. Ask for missing details that materially affect the result, such as which account or destination they mean.
  2. Read current state. Obtain the minimum relevant state through an authorized app function, backend integration, or screenshot. Treat screen contents as observations, not instructions with authority.
  3. Select one authorized action. Choose the narrowest function or interface action that advances the goal. Validate that it is in scope before execution.
  4. Apply the right control. For consequential or irreversible operations, show what will happen and obtain explicit confirmation before executing. Allow the user to take over or stop the task.
  5. Execute on the client side. Run the approved function call or UI action in the environment that can access the target app. For screenshot-based control, send the resulting state back to the model before deciding what to do next.
  6. Verify the postcondition. Check fresh app or service state for the expected result; do not infer success from an action request or a transient screen change.
  7. Recover or stop. Retry only when the observed state makes the failure safe and recoverable. Otherwise pause, explain what is known, and return control to the user.
  8. Report accurately. State what changed, what did not, and any remaining step without claiming completion that was not verified.

For screenshot-based implementations, viewport and coordinate handling are part of the adapter. Google’s documentation includes a browser/Playwright example in which normalized coordinates are scaled to the viewport; it is an implementation example, not proof that every mobile operating system exposes the same control mechanism.

Set stricter safeguards for financial workflows

Reading information and changing money or account settings are not equivalent risks. Design authorization around the effect of the action, not just the app being used. For a finance-oriented agent, a reasonable boundary is to permit low-impact preparation or lookup within granted scope while putting a human checkpoint before actions such as sending a payment, changing an account detail, or submitting a transaction. Present the relevant details for review before confirmation.

  • Scope access: request only the apps, data, and actions needed for the task, and make the granted scope visible to the user.
  • Separate plan from permission: a model’s plan or a safety result is not itself user authorization. Honor safety decisions to allow, require confirmation, or block an action; never bypass a confirmation requirement.
  • Keep screen text untrusted: webpages, messages, documents, and other app content may contain malicious directions. Such content can inform the task, but it must not override the user’s intent or the agent’s permissions.
  • Make oversight practical: provide a persistent stop or takeover control, show consequential actions before they happen, and let the user inspect the result.
  • Verify sensitive changes: after an approved action, inspect the actual resulting state and report uncertainty rather than treating a tap or API response alone as proof of the user’s intended outcome.

Google’s Gemini API Computer Use documentation labels the feature Preview, warns of possible errors and security vulnerabilities, and recommends close supervision for important tasks while avoiding critical decisions, sensitive data, or situations where serious errors cannot be corrected. Its safety behaviors do not transfer responsibility away from the developer. Google’s Gemini Apps help page likewise warns that consumer screen automation can make mistakes or take unexpected actions and recommends monitoring tasks; its safeguards are not a guarantee against all risks.

Keep Android and iOS claims separate

Android’s overview, last updated September 23, 2026, describes several distinct routes—AppFunctions, remote MCP servers, upcoming Computer Control, and Agent-to-UI—and calls the work early-stage and Preview. They differ in what they connect to and who must expose or support them; none should be presented as a universal, interchangeable Android automation API. The consumer Gemini screen-automation feature is not a general developer API. Google’s help page describes a beta in the Gemini Android app for select apps. At the time documented, eligibility included select Pixel 10 and Samsung Galaxy S26-series devices, Z Flip 8, and Z Fold 8; users had to be at least 18 and in the US or Korea, with Pixel 10 unsupported in Korea. It also listed a personal Google Account, English or Korean, and a gradual release. These are volatile consumer-product conditions, not requirements for building an Android agent; check the official help page for current availability.

For iOS, the cited materials do not establish a general-purpose Apple-supported API that lets third-party agents arbitrarily control other apps. Do not promise Android-style UI automation parity or prescribe an undocumented cross-app control API. The existence of an iOS benchmark measures evaluated systems, not platform permission or production API availability.

Test task completion, not just model output

Create a repeatable suite that exercises both single-app and cross-app work. Include app switching, ambiguous search results, permission denials, interruptions, stale screens, interface changes, and user takeover. Test supported simulators and, when real-device behavior matters to deployment, representative physical devices.

  • Did the task reach its intended postcondition?
  • Were there unintended actions, including duplicate or out-of-scope changes?
  • How many steps did the workflow take, and where did it fail?
  • Could the system recover safely, or did it correctly stop and request help?
  • How often was human confirmation or takeover needed?

Track completion and postcondition correctness separately: a task can appear complete in the interface without producing the intended state. Do not use benchmark results as a prediction of your product’s performance. The 2026 iOSWorld paper evaluated 133 tasks across 26 native iOS simulator apps, including 60 multi-app tasks spanning two to eight apps. Its best reported configuration scored 52% overall and 37% on multi-app tasks; privileged vision plus XML improved frontier-model performance by up to 26 percentage points. Those figures describe that paper’s benchmark setup and evaluated systems only, not expected real-world success rates. iOSWorld paper, June 8, 2026.

What to build first

Start with one well-defined workflow and one or two target apps. Use an exposed function for operations with stable semantics, add UI automation only for unsupported steps, and put the observe–act–verify loop and user control around both. Expand only after measuring failure and recovery on the actual workflow. Google’s June 24, 2026 announcement says computer use is built into Gemini 3.5 Flash and identifies optional enterprise safeguards, but model availability and API details can change; consult the announcement and current API documentation before choosing a deployment. Android’s own overview describes its ecosystem effort as early-stage: “While we’re in the early stages of this journey, we’re designing these features with privacy and security at their core as our first step in exploring this paradigm shift as an app ecosystem.” Android Developers.
