Why Taiwan’s Arima and Quanta Planned China Laptop Production in 2000

In 2000, Arima and Quanta pursued mainland production investments as Taiwan notebook margins fell. Their early plans reflected both lower-cost manufacturing and restrictions on making finished laptops in China.

In 2000, Taiwan-based Arima Computer and Quanta Computer announced plans to invest in mainland China as falling notebook-industry margins and pressure to cut prices made lower-cost production increasingly important. Their proposals differed in location and initial product scope, and Taiwan’s rules then restricted making finished notebooks in China.

What Arima and Quanta announced

EE Times reported the plans on July 28, 2000, when Arima and Quanta were described as the only companies among Taiwan’s five largest laptop makers without mainland production facilities. Both proposed investments in Jiangsu, but their announced plans were not identical.

A laptop-PC factory was proposed; the July report does not specify a narrower component scope. In April 2003, Digitimes reported Arima planned to move all notebook production to its site in Wujiang Economic Development Zone that year.
Quanta Computer Announced a similar-size Jiangsu investment for laptop assembly. The July report gave no timetable. In October, Quanta described a US$26 million investment for notebook parts and subassemblies. A separate September report put a planned plant near Shanghai at NT$600 million to NT$1 billion (US$19.3 million to US$32.3 million), initially for motherboards and peripherals. Quanta’s corporate milestone history records that it established a Shanghai manufacturing site in 2000.

The reports describe multiple Quanta plans, not one clearly documented project with a single investment amount and product list. The July Jiangsu announcement, September Shanghai plant report, and October parts-and-subassemblies plan should therefore be kept distinct. Quanta’s official milestone page confirms a Shanghai site in 2000, but does not by itself establish that every announced proposal was completed as described.

Why move production to China?

The central business case was cost and competitive pressure. Taiwan notebook makers faced a price war as OEM customers pressed suppliers to lower prices. Analyst Wella Cao of Jardine Fleming Securities Investment Trust Corp. told EE Times that gross margins had fallen to less than 10%, compared with 15% to 20% the previous year. Taipei Times separately reported analysts’ estimate of about 7% to 8% local notebook margins.

China offered cheaper land and labor, while major rivals had already established mainland manufacturing infrastructure. EE Times cited analyst estimates that China’s PC market was growing 20% annually; this was an attributed estimate, not a measurement from a named statistical agency. Arima finance vice president David Cheng captured the perceived strategic pull: “We have to be in China sooner or later. The market’s too big to ignore.”

Quanta spokesman Tim Li likewise described the move as a response to labor costs and industry direction: “We are the last to invest in China, but it’s an inevitable trend for Taiwanese notebook makers to seek cheaper labor in the mainland.” Taipei Times reported Quanta figures targeting nearly 3 million notebooks in 2000 and 4.5 million in 2001, illustrating the scale of production ambitions cited at the time.

What could Taiwanese companies legally make in China then?

In 2000, Taiwan rules restricted local companies from producing finished notebook computers in China, while component and semi-finished production was permitted within the reported plans. That distinction helps explain why Quanta characterized its work as parts, subassemblies, motherboards, and peripherals rather than finished notebooks. Tim Li told Taipei Times the investment complied with Taiwan rules because it would produce “only semi-finished products.”

The restriction also shaped competition. Analyst Vicky Twu of Primasia Investment Securities told Taipei Times that if Taiwan allowed finished notebook production in China, Compal and other notebook makers could begin producing there immediately. The reports name Acer, Compal Electronics, and Inventec as competitors that had already built mainland manufacturing infrastructure. These are descriptions of the regulatory and competitive situation in 2000, not a statement of current Taiwan rules.

What happened after the announcements?

Arima

In 2003, Digitimes reported that Arima planned to move all notebook production to its Wujiang Economic Development Zone site in China that year. This is later evidence of a broader production shift than the initial proposal, but it is a report of the company’s plan at that time.

Quanta

Quanta’s official milestone history lists “Established manufacturing site in Shanghai” for 2000 and says it became the world’s No. 1 notebook computer manufacturer in 2001. These are claims in the company’s own history; the milestone page does not independently verify the ranking or tie it to a specific 2000 investment amount.
