OKI’s published announcements do not show a semiconductor fab or pilot production line expansion in the United States. The production projects it has described are in Japan, including a crystal-bonding pilot line at its Nishi-yokote Plant and advanced printed circuit board (PCB) work at its Joetsu Plant. OKI has U.S. market-facing activity, including presenting PCB technology at an industry event in Massachusetts, but that is not evidence of U.S. manufacturing.
What OKI is expanding—and where
OKI’s semiconductor-related plans span semiconductor materials and integration, PCBs for testing semiconductor wafers, and electronics manufacturing services (EMS) for AI-server equipment. Those are distinct capabilities; they do not amount to one newly announced U.S. semiconductor plant.

The dates in OKI’s CFB materials are not identical: the 2024 report stated a fiscal 2028 mass-production plan, while the 2025 report described a 2026 target. These are dated plans, not confirmation that production began on either schedule. Likewise, OKI’s October 2026 target for mass production and shipment of the 180-layer board is a target, not confirmation of completed shipments.
What CFB does
Crystal Film Bonding is OKI’s proprietary method for bonding dissimilar semiconductor materials. The company has presented it as a route to combine materials such as indium phosphide (InP) and silicon, supporting optoelectronic integration and related devices. In its 2025 description, OKI said one 2-inch InP wafer could be used for 52 repeated tiling operations across a 300 mm silicon wafer. That is a company-stated process capability, not a production-volume figure.

OKI’s May 2026 Management Plan 2031 identifies optoelectronic integration, silicon photonics and GaN power semiconductors among its Advanced Components growth areas. It also names high-value PCBs for AI servers and semiconductor testers, with full commercialization targeted by 2031. The roadmap describes strategic priorities and a target; it does not establish that all these offerings are already in full commercial production.
Why OKI’s U.S. activity can be mistaken for U.S. expansion
OKI Circuit Technology introduced its 124-layer wafer-inspection PCB technology at PCB East 2025 in Massachusetts. That is a U.S. exhibition and customer-facing activity. The same announcement located the planned mass-production technology at the Joetsu Plant in Japan. A product demonstration or market presence in the United States should not be read as evidence that the product is made there.

The distinction also matters for customers: a supplier can pursue global markets and partnerships while investing in production capacity elsewhere. The official announcements summarized here support describing OKI as developing semiconductor-related products and manufacturing capabilities for potential global demand—not as having announced a U.S. semiconductor fab.

The announcements describe OKI Circuit Technology as developing high-layer PCBs for wafer-testing or wafer-inspection equipment; they do not establish that OKI makes complete wafer testers or AI chips. The 180-layer, 15 mm PCB announced in April 2026 is intended for equipment used to test high-bandwidth memory (HBM) mounted on AI semiconductors. OKI reported that, compared with its prior board, the new design increases layer count by approximately 45% and roughly doubles board thickness. These are the company’s stated design comparisons, not independent performance-test results.

The product is a component for testing equipment, not the tester itself. The October 2026 mass-production and shipment date was a target stated in the announcement; as of October 3, 2026, it should not be treated as proof that shipments have occurred.

What the announcements do—and do not—establish
