T-Mobile Advertising Disputes: The 2024 Settlement, NAD Reviews and Verizon Lawsuit

T-Mobile’s advertising disputes involve a 2024 multistate settlement, self-regulatory reviews of savings and T-Satellite claims, and Verizon’s 2026 lawsuit. Here is what each proceeding decided and how consumers can check advertised savings.

There is no single case officially called the “T-Mobile Plans Advertising Investigation.” The phrase refers to several distinct proceedings: a multistate advertising investigation resolved in 2024, industry self-regulatory reviews of T-Mobile claims in 2025 and 2026, and Verizon’s 2026 federal false-advertising lawsuit. A judge granted Verizon a preliminary injunction, but that is an interim ruling—not a final judgment that all T-Mobile advertising is unlawful.

What the different proceedings concern

The disputes focus on whether advertising gives consumers a fair picture of wireless-plan costs, benefits and limits. The questions include whether “unlimited” claims explain restrictions on priority data or hotspots; whether “free phone” offers clearly state trade-in, plan, financing and bill-credit conditions; and whether switching incentives explain eligibility and payment terms.

More recent challenges concern comparisons between T-Mobile and rival plans: whether the plans are comparable, whether savings calculations include bundled or optional services, and whether promotional pricing is clearly distinguished from regular rates. Separate claims have addressed price guarantees and whether T-Satellite advertisements imply coverage wherever a customer can see the sky.

These matters involve different parties and procedures. State attorneys general investigated carrier advertising; BBB National Programs’ National Advertising Division (NAD) and National Advertising Review Board (NARB) reviewed advertising claims through a self-regulatory process; and Verizon sued T-Mobile in federal court. NAD and NARB are not government regulators, and their recommendations are not court judgments.

How the proceedings unfolded

What the 2024 multistate settlement resolved

State attorneys general investigated advertising by T-Mobile and other wireless carriers involving “unlimited” plans, free or discounted devices, switching offers and plan comparisons. The concerns included limitations or conditions that consumers might not see clearly in an advertisement. The settlement required participating carriers to make future advertising truthful, accurate and nonmisleading and to provide clearer disclosures. The District of Columbia described the obligations in its settlement announcement.

The resolution was described as an approximately $10 million industry-wide settlement. It resolved allegations; it should not be read as an admission that every challenged advertisement violated the law. The available settlement descriptions do not establish an individual T-Mobile payment amount, so the total should not be presented as a T-Mobile-only fine.

Why the savings comparisons drew scrutiny

Wireless prices versus the value of extras

The 2025 NARB review examined savings comparisons involving Verizon and AT&T and the value assigned to streaming services included with T-Mobile plans. NARB recommended discontinuing express savings claims where the overall presentation could suggest that the savings came from wireless-plan prices alone, even if the calculation counted bundled services. Its concern was that wording such as “plus streaming services” might not correct the main impression created by a prominent savings headline. Read the NARB decision.

Compliance review

In January 2026, NARB concluded that T-Mobile had not adequately complied with its recommendations on cost-savings claims. The compliance review addressed materials including advertisements, a press release and a savings calculator, as well as claims such as “Save on Every Plan.” This was an NARB compliance finding, not a court ruling. The January 2026 NAD decision

NAD reviewed advertising for the Experience More and Experience Beyond plans and T-Satellite. It found some price-increase claims supported but recommended modifying or discontinuing other claims concerning price increases, satellite coverage, added value and competitor savings. T-Mobile said it would appeal. NAD’s recommendations apply to the claims reviewed; they do not establish that every T-Mobile plan or advertisement is misleading. Read the NAD decision.

What NARB said about T-Satellite coverage

In March 2026, NARB recommended that T-Mobile modify or discontinue certain express and implied T-Satellite claims, including messaging suggesting that customers would be connected whenever they could see the sky or would never miss a moment. NARB said those messages conveyed universal or near-universal coverage and could not simply be fixed by adding a disclosure. Read the NARB appeal decision.

A view of the sky alone does not establish that a satellite feature will work at a particular place or time. Device compatibility, location, obstructions, service conditions and the function being advertised can all matter. T-Mobile said it would comply with the T-Satellite recommendations; that statement does not resolve the separate Verizon litigation.

What Verizon alleges in its lawsuit

Verizon’s February 2026 complaint challenges T-Mobile’s “Better Value” and “Save Over $1,000” campaign. Verizon alleges that T-Mobile compared a promotional T-Mobile price with Verizon’s nonpromotional pricing, counted included T-Mobile benefits as services Verizon customers would have to buy separately, and did not make clear that the comparison covered more than wireless-plan charges. Verizon also argues that disclaimers did not correct the main message. These are allegations in a competitor’s lawsuit, not findings that apply automatically to all T-Mobile offers. The federal court’s opinion describes the campaign as beginning in January 2026 and promoting a limited-time Better Value plan. The advertising claimed that customers switching from certain Verizon or AT&T plans could save more than $1,000 per year. Read the court opinion.

What the preliminary injunction does—and does not—mean

The judge granted Verizon a preliminary injunction after finding that Verizon had shown a sufficient likelihood of success on at least some false-advertising claims. The opinion found that parts of the campaign’s central message were likely literally false or insufficiently qualified, including the overall impression that customers could save more than $1,000 annually by switching. The court also concluded that fine print did not necessarily repair the message conveyed by the advertising as a whole. Read the opinion.

A preliminary injunction is an interim court remedy, not a final trial judgment. It addresses the challenged campaign and claims on the evidence presented at that stage; it does not establish that every T-Mobile advertisement is unlawful or decide every issue in the case. The litigation may continue through further motions, settlement, trial or appeal.

How to check a wireless savings claim

Before treating an advertised annual saving as money you would actually keep, compare the same service and billing assumptions. Start with the carrier’s current plan pages: T-Mobile, Verizon and AT&T. Offers change, so verify terms on the date you compare them rather than assuming a campaign price is still available.

  • Match line counts and billing period. Compare the same number of lines over the same number of months.
  • Separate regular and promotional rates. Check how long a promotion lasts, what happens afterward and whether a price guarantee covers the full bill or only specified plan charges.
  • Include the real bill components. Check taxes and fees, AutoPay or paperless-billing requirements, activation and upgrade charges, device installments and trade-in credits.
  • Value benefits only if you would use them. A bundled streaming subscription may have retail value, but it is not equivalent to cash savings if you would not otherwise subscribe.
  • Compare service limits and features. Review hotspot amounts and speeds, data-priority terms, international roaming, video limits, device compatibility and satellite features.
  • Read device and switching conditions. A “free” phone can depend on an eligible plan, trade-in, installment agreement, taxes and bill credits over time; switching incentives may have separate eligibility and payment rules.

A simple worksheet can help: record each plan’s monthly base price, recurring fees and taxes, device costs or credits, and the value you personally assign to benefits. Keep promotional and regular-period totals separate. That makes it easier to see whether a headline saving depends on temporary pricing, optional services or terms you would not choose.

What remains unresolved

  • The final outcome of Verizon’s federal lawsuit, including any later court ruling, settlement or appeal.
  • Whether T-Mobile changed or withdrew each challenged advertisement, and whether any later campaign differs materially.
  • Whether any government agency opens a separate enforcement matter concerning these advertising claims.

Consumer posts have alleged an FCC investigation into forced plan migrations, but an official FCC docket, order, notice or statement establishing a formal investigation is not verified here. Do not treat those posts as confirmation that the FCC has opened a case.
