When Meta introduced paid, ad-free Facebook and Instagram in Europe in November 2023, the “Use for free” option appeared more prominent than “Subscribe” in the signup flow reported by BGR and social-media analyst Matt Navarra. That design favored the choice that keeps people in Meta’s advertising business—but it does not prove Meta blocked purchases or made subscribing impossible. The offer was a regional response to European privacy rules, not a global premium plan.
What Meta offered in Europe
The November 2023 choice was straightforward: continue using Facebook and Instagram for free with ads, or pay a recurring subscription to stop seeing ads on the covered accounts. Meta said subscriber information would not be used for advertising while the subscription was active. Meta described the offer as a way for people in the EU, European Economic Area (EEA) and Switzerland to choose an alternative to personalized advertising. Meta’s original announcement and its January 2024 explanation of the choices set out that rationale.
This was not a worldwide Facebook Premium plan, Meta Verified, or a general subscription covering every Meta service. Nor does “ad-free” establish that every commercial message disappears: the cited terms concern ads and the use of subscriber information for advertising, not every creator promotion, branded post or business recommendation a person might encounter.
Why the signup screen drew criticism
BGR reported that the free option was more colorful and visually prominent than the paid alternative, drawing on an interface observation by analyst Matt Navarra. That is evidence that the flow made the ad-supported choice easier to notice. It supports describing the screen as a nudge toward free use; it does not establish that every user saw an identical screen or that Meta sabotaged purchases.

The likely business reason is clear, even if it is an inference rather than a public admission about the design. Meta describes personalized advertising as foundational to its free-services model. A subscriber who does not see ads does not supply the same advertising opportunity as a person using the free, ad-supported service. It is therefore commercially sensible for Meta to offer a paid alternative to meet regulatory demands without presenting it as the preferred path. BGR’s report documents the interface criticism; Meta’s launch announcement explains the company’s stated advertising model.
Why Meta offered a paid option
European privacy and competition rules put pressure on how large platforms could use personal information for behavioral advertising. Meta said the subscription gave people a choice: accept personalized advertising in exchange for free access, or pay to use the services without ads. The company argued that a “consent or pay” arrangement was legally viable, citing a 2023 Court of Justice of the European Union ruling, and said the free option preserved access for people unwilling or unable to pay.

Those are Meta’s stated reasons, not proof that regulators endorsed every detail of its implementation. The model also suited Meta’s commercial interests: it retained an ad-supported option while offering an alternative for people who objected to personalized ads. Those motivations can coexist. The disputed question was whether the choice, including its price and presentation, met European legal requirements.
What it cost at launch—and how prices changed
Prices changed after the rollout, so the original figures should not be mistaken for current ones. The figures below are for the named regions and purchase routes; app-store billing can differ from web billing.

The launch figures and March 2024 account fees were reported by BGR and set out in Meta’s original European announcement. Meta’s November 2024 update announced the reduced European prices and less-personalized ad option. The UK prices were announced separately in Meta’s September 2025 UK announcement. Check Meta’s Help Center subscription details for the price and terms displayed for your account before paying; the article’s historical launch prices are not a reliable quote for every current user.
What the subscription covers—and what it does not promise
Coverage depends on which Facebook and Instagram accounts are included in the same Accounts Center. Accounts outside it may need a separate choice or subscription, and multiple accounts can raise the monthly total. Meta’s Help Center says subscriptions bought through Apple or Google must be managed using the same Apple ID or Google account used to subscribe.

“No ads” is narrower than “no data processing.” Meta said subscribers’ information would not be used for ads while they subscribed; that is not a blanket opt-out from all collection or processing of information by Meta. People who keep the free option can use advertising controls, and later European versions added a less-personalized-ads choice. Meta said that option used less data, relying mainly on contextual information and a limited set of data points; it also warned that ads might be less relevant and could include short, unskippable breaks. - It may fit: You are in a supported European market, use Facebook or Instagram often, strongly dislike ads, and consider the recurring cost worthwhile after checking all covered accounts.
- It may not: You live outside the supported region, use the services occasionally, or have enough linked accounts that the added charges outweigh the benefit.
- If your concern is targeting rather than ads themselves: Check available ad-preference controls or, where offered, the less-personalized-ads choice before paying.
- Before subscribing: Confirm the country eligibility, Accounts Center membership, displayed price and billing route. Compare web and in-app prices; the latter may be higher. If you buy through an app store, use the same Apple ID or Google account later to manage or cancel billing.
Meta’s official pages for subscription details and subscribing without ads are the appropriate places to check eligibility and account-specific terms. Meta Verified is a different product, not an ad-free substitute; its features are described at Meta’s Meta Verified announcement.

What happened after the 2023 launch
The regulatory dispute did not end with the rollout. The European Commission later concluded that Meta’s “consent or pay” model did not comply with the Digital Markets Act (DMA). Meta disputed the Commission’s position and said it was appealing. The Commission’s account is in its 2025 press material; Meta’s response is in its July 2025 statement. This records the challenge and the company’s response, not a final account of the dispute’s later procedural status.
