Google announced a capital investment in Taiwanese solar developer New Green Power on July 1, 2024, in partnership with BlackRock’s Climate Infrastructure business. The investment is intended to help develop a 1-gigawatt (GW) pipeline of solar projects in Taiwan—not to buy or build 1 GW of operating solar plants. Google said it expected to procure up to 300 megawatts (MW) from that pipeline through power-purchase agreements and Taiwan Renewable Energy Certificates.
What Google announced
Google said it was investing in New Green Power (NGP), a Taiwanese solar developer and BlackRock portfolio company, to support development of new solar projects in Taiwan. BlackRock’s Climate Infrastructure business is the investment partner; NGP is the developer expected to advance the projects. Google described the investment as subject to regulatory approval. It did not disclose the investment amount or ownership percentage, and its announcement did not describe a full acquisition of NGP.
The arrangement combines two distinct elements: capital intended to help NGP develop projects, and Google’s expectation that it will later procure power and renewable-energy certificates from some of that development. The parties, investment type and proposed procurement are set out in Google’s July 1, 2024 announcement.
What the 1-GW and 300-MW figures mean
One GW equals 1,000 MW. Google used the 1-GW figure to describe a development pipeline, not installed capacity already generating electricity. A pipeline can include projects at different stages, from site control and permitting through financing, construction and grid connection. The announcement does not establish that all projects will reach operation.

Google separately said it expected to procure up to 300 MW from the pipeline through power-purchase agreements (PPAs) and associated Taiwan Renewable Energy Certificates (T-RECs). That is a procurement expectation, not a report of power already supplied. MW measures power capacity; it does not, by itself, say how many megawatt-hours a project will produce over a year. Actual output depends on factors including sunlight, project design, availability, curtailment and grid constraints.
In short, Google backed development of a 1-GW pipeline; it did not announce that 1 GW of solar plants had already been built or that Google would consume the pipeline’s entire output.

How the electricity and certificates would work
A PPA is a contract to procure electricity under agreed terms. It does not necessarily connect a particular solar farm directly to a particular Google building. Electricity enters Taiwan’s grid, where supply is managed across the system; a corporate buyer’s contractual procurement is distinct from tracing specific electrons to its facilities.
T-RECs represent renewable-energy attributes associated with generation. They are not electricity and do not physically route solar power to a data center. Buying power and certificates can support renewable-energy accounting, but it does not mean that every hour of a buyer’s consumption is matched by carbon-free generation at that moment.

Google said the expected procurement was intended for its Taiwan data-center campus, Google Cloud region and offices. Solar can contribute to its goal of carbon-free energy around the clock, but solar output varies with time and weather. A solar portfolio alone does not guarantee 24/7 carbon-free supply; that requires matching demand with available clean generation across hours, potentially alongside other resources, storage or demand management.
Why Taiwan—and why Google’s suppliers matter
Google pointed to land constraints, high construction costs, limited commercially scalable wind and solar resources in some markets, and electricity systems that remain heavily dependent on fossil fuels as obstacles to clean-energy expansion in Asia Pacific. In its July 2024 announcement, Google said imported coal and natural gas accounted for nearly 85% of Taiwan’s electricity generation. That is the company’s characterization at the time of the announcement, not a current 2026 estimate of Taiwan’s generation mix.

Taiwan’s semiconductor industry also makes the project relevant beyond Google’s own facilities. Google said some capacity might be made available to semiconductor suppliers and manufacturers. It connected that possibility to Scope 3 emissions: indirect emissions across a company’s value chain, including emissions associated with suppliers and users. Google said a significant share of its Scope 3 footprint is tied to electricity grids serving those groups. The announcement describes a potential supplier benefit, not confirmed allocations or evidence that suppliers have already received electricity.
Developing new generation may help add clean supply, but the announcement does not establish project-by-project additionality, grid upgrades, storage needs or how supplier access would be allocated or priced. Those details matter when assessing how much practical emissions reduction the pipeline ultimately enables.

How the investment fits Google’s climate goals
Google has stated goals to reach net zero emissions across its operations and value chain by 2030 and to operate on 24/7 carbon-free energy on every grid where it operates. These are company targets, not proof of achievement. The Taiwan solar plan is one part of a broader Asia-Pacific clean-energy approach; Google’s later 2024 energy recap and Asia-Pacific update continued to refer to the Taiwan pipeline.
Annual renewable-energy matching and hourly carbon-free-energy matching are not the same. Annual matching can balance electricity use and renewable procurement over a year, while a 24/7 goal concerns whether clean energy is available in the hours and on the grids where electricity is consumed. Certificates can support accounting for renewable attributes, but they do not by themselves demonstrate that fossil generation has been displaced at every hour.
What has been confirmed since the announcement?
Google’s subsequent materials continued to describe the Taiwan plan as a 1-GW solar-development pipeline. The available Google updates do not establish that the full pipeline has been completed, commissioned or fully contracted. They also do not provide a project-by-project schedule or delivery status. Accordingly, the plan is best described as an announced investment and development effort, not a completed 1-GW buildout.
In April 2025, Google announced Taiwan’s first corporate geothermal PPAs, involving an initial 10 MW of “always-on” power, along with an equity investment in Baseload Capital. Google presented geothermal as complementary to the earlier solar pipeline. This indicates a broader mix of clean-energy approaches; it is not evidence that the solar projects have been completed. What the announcement leaves open
Google did not disclose the investment value, its ownership percentage, PPA prices or terms, exact project locations, expected annual generation, construction schedule or how much capacity might be offered to suppliers. The announcement also does not establish the regulatory approval outcome, the status of individual permits and grid connections, or whether all 1 GW will be built. Those unknowns prevent a precise assessment of project economics, delivery timing or how much of the proposed supply will ultimately serve Google and its supply chain.
