Unity Canceled the Runtime Fee—but Subscription Prices Still Rose

Unity never implemented its controversial install-based Runtime Fee. The fee is gone, but subscription prices, thresholds and service packaging continue to change in 2026.

Unity canceled its planned Runtime Fee effective September 12, 2024, before it was implemented. Unity says no new or existing game was charged, or will be charged, that install-based fee. The company did not stop charging for commercial use: it returned to seat-based subscriptions, raised eligibility thresholds and prices, and introduced further increases in 2026.

What Unity’s Runtime Fee was supposed to be

In September 2023, Unity proposed a charge linked to installs of games using the Unity Runtime. The proposal alarmed developers because bills could vary with download volume, repeated or fraudulent installs, demos, third-party distribution and other activity a studio could not reliably control. It also raised concern that Unity could change commercial terms affecting established development pipelines.

Unity’s September 22, 2023 clarification narrowed the proposal: it would apply only to qualifying games made with the next major Unity release and later, would not apply below a stated revenue threshold, and would let a developer choose between a revenue-share calculation and an engagement-based calculation, with the lesser amount charged. The clarification did not make the fee an operating charge; it remained a proposed policy. (Unity’s clarification)

When the Runtime Fee was canceled

On September 12, 2024, Unity announced that it was canceling the Runtime Fee effective immediately. The announcement concerned game customers; Unity said non-gaming industry customers were not affected by that specific change. On October 10, 2024, Unity updated its Editor Software Terms to remove Runtime Fee language. Unity 6 launched on October 17, 2024, without the fee. (Cancellation announcement; Terms update)

Did any game pay it?

No. Unity’s current pricing FAQ says the fee was canceled before implementation and that no new or existing Unity game was, or will be, subject to it. That statement is specifically about the canceled Runtime Fee, not Unity’s separate subscription, cloud, support or marketplace charges. (Unity pricing updates)

What replaced the proposed fee

Unity returned to a conventional seat-based model. The financial question for a studio is therefore no longer “How many installs will trigger a bill?” but “Which plan, how many seats and which services does the business need?” Thresholds are based on Unity’s terminology of total annual revenue and funding, not net profit alone.

Plan features and eligibility are described on Unity’s current products page. The $2,310 annual Pro figure is a current listed price, not a guarantee that every customer worldwide receives that exact amount.

What changed for Personal users

Unity Personal remains free for eligible game and entertainment developers under the $200,000 combined revenue-and-funding ceiling. With Unity 6, the splash screen became optional. The plan page lists publishing for web, desktop, AR/VR and mobile, while Pro provides capabilities such as console publishing and Apple Vision Pro support.

The ceiling is an eligibility test, not a statement that the first $200,000 of profit is free. A funded studio can exceed the threshold even before sales make the project profitable. Once the business is above the limit, it must budget for Pro or another applicable plan.

What changed for Pro and Enterprise

Pro

Unity originally announced a 2025 Pro price of $2,200 per seat annually. The current 2026 pricing page lists $2,310 annually or $210 monthly. Unity also announced a further 5% Pro price increase beginning January 12, 2026; existing subscribers see the new price at their next renewal on or after that date. Enterprise

Enterprise became required above $25 million in annual revenue and funding. Unity announced a 25% Enterprise subscription increase in the 2025 changes, but Enterprise is currently custom-priced, so that historical percentage is not a current universal price. Enterprise may include source-code access, dedicated support, extended LTS support and enterprise cloud or build features, with negotiated commitments depending on the contract.

Can you upgrade an existing project safely?

Commercially, Unity 6 and other Unity versions do not create Runtime Fee exposure. Unity says the fee was canceled, and its terms update removed the relevant language. An upgrade can still change ordinary subscription eligibility, package support, rendering behavior, platform integrations, build systems and technical workload.

  • Runtime Fee exposure: no longer exists under Unity’s current policy.
  • Subscription eligibility: still depends on revenue, funding, product type and required features.
  • Upgrade risk: remains technical and operational, including package or platform incompatibilities.
  • Future changes: must be evaluated under current Unity terms and any contract commitments; cancellation is not a guarantee of permanently fixed prices.

Unity previously said users could continue under the Editor terms applicable to the version they were using if they continued using that version. That is a Unity policy commitment concerning version-specific Editor terms, not a promise that subscriptions, services or support prices can never change. (Unity Editor Software Terms update)

What changed again in 2026

The January 2026 pricing update illustrates Unity’s current commercial model: no install fee, but continuing subscription and service changes. Unity announced the 5% Pro and Enterprise increase, changes to DevOps and Version Control pricing and features, additional free cloud allocations and build minutes, and removal of Havok Physics for Unity from Pro, Enterprise and Industry beginning with Unity 6.3 LTS. How to budget for Unity now

Hobbyist or small indie team

If total annual revenue and funding remains at or below $200,000 and the project qualifies as game or entertainment use, Personal can keep engine-license cost at zero. Budget separately for seats that become necessary after crossing the threshold, cloud and build services, support, marketplace assets, platform fees and the engineering time required for upgrades.

Studio above $200,000

Model Pro as a per-seat cost. Multiply the listed annual price by active seats, then add regional tax, services, build infrastructure and platform-specific requirements. Do not include a per-install Runtime Fee in the forecast.

Large publisher or enterprise

Ask Unity for written terms covering seat counts, minimum commitments, source-code access, support escalation, LTS duration, cloud and build usage, renewal increases and any price protections. Enterprise’s custom quote matters more than the historical 25% announcement.

Non-game company

Industrial visualization, training, simulation, automotive, architecture and other non-entertainment applications may fall under Unity Industry rather than game plans. Unity lists a $1 million company-finance threshold for qualifying Industry use; do not assume the game-plan cancellation applies.

Project expecting viral installs

High install volume no longer produces a Unity Runtime Fee. A successful launch can still increase staffing, support, cloud, build and platform costs, but the canceled install-based charge is not one of them.

Should you leave Unity?

The cancellation removes one major commercial risk, but it does not settle the engine decision. Compare the cost of staying with the cost and risk of migration.

  • Existing team expertise, tools, assets and package compatibility.
  • Target platforms, including console access and certification workflows.
  • Rendering, performance and hardware requirements.
  • Number of paid seats and expected revenue or funding growth.
  • Cloud, source-control and build automation needs.
  • Vendor confidence, contract terms and tolerance for future packaging changes.
  • Migration engineering, retraining, schedule disruption and rewritten integrations.

Unreal Engine may suit projects prioritizing high-end 3D and larger-team workflows; its applicable licensing terms must be checked directly at Epic’s official games page. Godot may appeal to teams prioritizing open-source ownership and low vendor lock-in, but console support, tooling, rendering, assets and staff familiarity require project-specific evaluation; see Godot’s official site. A custom engine or framework shifts editor, platform and support costs in-house and is rarely economical for a small team.

Common misunderstandings

  • “It was canceled in 2023.” No. Unity revised the proposal in 2023 and canceled it on September 12, 2024.
  • “Unity is free.” Personal is free only for eligible users; Pro, Enterprise, Industry, services and add-ons can cost money.
  • “Developers paid per install.” Unity says the proposed Runtime Fee was canceled before implementation.
  • “The cancellation covers every Unity customer.” The announcement concerned game customers; non-game applications have separate Industry rules.
  • “$2,200 is the current Pro price.” That was the announced 2025 annual price. Unity’s current listed figure is $2,310 annually or $210 monthly, subject to variation.
  • “Unity 6 triggers the fee.” It does not under the current policy.
  • “Existing projects are commercially frozen forever.” Version-specific Editor commitments do not permanently freeze subscription, service or support conditions.

The Bottom Line

Unity’s Runtime Fee is gone and no game was charged it. Unity still monetizes commercial use through seat-based plans and services: Personal is free for eligible users up to $200,000 in total annual revenue and funding, Pro is listed at $2,310 per seat annually or $210 monthly in 2026, and Enterprise is custom-priced above $25 million. Decide whether to stay or switch based on total seats, services, technical fit, contract confidence and migration cost—not on the canceled fee alone.
