Mozilla’s November 2024 cuts affected its nonprofit Mozilla Foundation, not Firefox’s engineering organization. The Foundation reduced its workforce by about 30% and removed its standalone Advocacy and Global Programs divisions from the organizational structure. Mozilla said advocacy remained central to its mission, but it did not publish a detailed plan showing which teams, budgets or programs would carry that work forward.
What happened
Mozilla communicated the reorganization internally on October 30, 2024, with public reports appearing on November 5. Executive Director Nabiha Syed told staff that the Foundation was changing its structure to become more agile, increase impact and focus resources on fewer priorities. The changes ended some work the Foundation had historically pursued and eliminated associated roles.
The two named divisions—Advocacy and Global Programs—were described as “no longer a part of our structure.” That wording establishes an organizational change, but it does not prove that every activity previously handled by Global Programs stopped.

Foundation versus Corporation: why the name matters
Mozilla is not a single operating unit. The Mozilla Foundation is the nonprofit associated with public-interest technology, advocacy, grantmaking, education, research and fellowships. The Mozilla Corporation is the commercial subsidiary responsible for Firefox and related products.

The 30% figure applies to Foundation employees. It should not be presented as a 30% reduction across Mozilla, a 30% cut to Firefox staff or a 30% cut to the Advocacy division alone. Mozilla Corporation announced separate product-organization reductions earlier in 2024.
The Foundation describes its nonprofit role through work on advocacy, philanthropy and public-interest technology in its press-center materials.
Did Mozilla eliminate advocacy?
It eliminated the dedicated advocacy division, while saying advocacy itself would continue. Mozilla spokesperson Brandon Borrman said advocacy remained a “central tenet” of the Foundation’s work. The Foundation’s current advocacy page still presents advocacy as part of its mission, including work related to privacy, inclusion, literacy and a healthy internet.
Those statements answer different questions:
- Organizational fact: Advocacy no longer existed as a named standalone division after the restructuring.
- Mission statement: Mozilla continued to describe advocacy as important.
- Still unknown: Mozilla did not publish new reporting lines, staffing levels, budgets or a program-by-program transition plan.
A current advocacy webpage also cannot establish that every campaign, partnership or former team continued unchanged.

What Mozilla advocacy covered before the cuts
Advocacy was broader than lobbying under a single policy team. Mozilla’s public descriptions and annual-report material place it alongside several types of public-interest work:
- Privacy and consumer protection.
- Digital rights, transparency and technology-policy engagement.
- Inclusion, accessibility and digital literacy.
- Coalition-building and public campaigns.
- Support for researchers, fellows and civil-society organizations.
- Promotion of open, decentralized and trustworthy technology.
Mozilla’s 2024 annual-report material describes fellowships and related programs supporting people working on digital rights, privacy, transparency and technology policy. The advocacy function therefore supplied both direct public campaigning and infrastructure for outside experts and organizations.
How many people lost their jobs?
Mozilla confirmed the percentage, not a precise headcount. TechCrunch reported that Foundation filings listed 60 employees for the 2022 tax year, while a person familiar with the situation put the workforce near 120 employees when the layoffs occurred. Using the latter figure, 30% works out to approximately 35–40 positions.
That calculation is an inference, not an official layoff count. Mozilla did not publicly provide a division-by-division breakdown, identify how many affected employees came from Advocacy or Global Programs, or disclose severance terms.

The AI and portfolio shift behind the reorganization
The cuts occurred during a broader change in Mozilla’s public-interest strategy. Its 2024 annual-report materials say the Foundation had shifted significant philanthropic and advocacy attention toward artificial intelligence and was testing ways to have impact in that field. Mozilla also described investment in Mozilla.ai and open-source, trustworthy-AI initiatives.
Mozilla’s discussion of financing an open internet and its State of Mozilla materials place open-source AI, human agency, privacy, grants, fellowships and ecosystem-building in the same strategic frame. This supports an interpretation that the Foundation was concentrating on AI and selected institutional programs. It does not establish that AI spending alone caused the layoffs; Mozilla’s stated rationale was broader and emphasized agility, impact and sharper priorities.
What changed—and what remains unclear

- A replacement advocacy budget or organizational chart.
- Which programs were cancelled, transferred or paused.

What the restructuring could mean for Mozilla’s public-interest role
A smaller Foundation may have less capacity for rapid policy responses, coalition management and sustained public campaigns. Removing a dedicated division can also make advocacy less visible and less independently resourced, even if the mission language remains.
There is a possible upside: embedding policy work with grants, fellowships, research and AI programs could make those efforts more coordinated. The trade-off is accountability. Observers will need concrete evidence—active campaigns, published policy positions, funded fellows and measurable partnerships—to determine whether advocacy retained meaningful operational capacity.

Mission continuity and capacity continuity are not the same thing. Mozilla can continue to call advocacy central while operating with fewer employees and a different set of programs.
What happened afterward
Mozilla’s current public advocacy page shows that advocacy remains listed as part of the Foundation’s work. That is evidence of continued mission positioning, not proof that the pre-November 2024 structure survived. The available public material does not provide a complete post-reorganization staffing or budget map.
For Firefox users, the practical distinction is important: this event was a nonprofit restructuring, not an announcement that Firefox engineering had been reduced by 30%.
The Bottom Line
Bottom line: Mozilla Foundation cut about 30% of its staff in late October and early November 2024 and removed its standalone Advocacy and Global Programs divisions. Mozilla did not announce the end of advocacy as a principle, but it has not explained in public detail how much staffing, funding or independence the function retained.
