The change extended a model first introduced in the European Economic Area (EEA) and Switzerland in 2023. It did not remove Teams from every existing subscription or apply automatically to consumer Microsoft 365 Personal and Family plans. For businesses, the practical question is whether separate licenses cost less for the users who actually need Teams.
What Microsoft changed
Before the change, Teams was commonly included with commercial productivity suites. After the global extension, Microsoft offered commercial Microsoft 365 and Office 365 suites without Teams and made Teams available as a separate subscription outside the EEA and Switzerland. Customers could keep eligible bundled plans, move to a no-Teams suite, or combine productivity and Teams licenses across different groups of users. Decoupling is a licensing change, not a technical deletion of Teams from a device or tenant. Word, Excel, PowerPoint, Exchange, SharePoint, and OneDrive remain governed by the selected suite. A license change by itself does not establish that Teams data will be migrated, exported, or deleted; tenant configuration, access, retention, and data-handling decisions are separate administrative matters.
When it happened—and why
- 2020: Slack filed an antitrust complaint about Microsoft’s bundling of Teams with Office.
- July 2023: The European Commission opened a formal investigation into the bundling of Teams with Microsoft 365 and Office 365 for business customers.
- August 31, 2023: Microsoft announced licensing changes for the EEA and Switzerland.
- October 1, 2023: The European unbundling model was scheduled to begin.
- April 1, 2024: Microsoft announced that it would extend the commercial licensing approach globally, including markets outside the EEA and Switzerland.
Microsoft said its European changes would give customers clearer choices and make it easier for multinational companies to standardize purchasing across regions. The moves came amid antitrust scrutiny: the European Commission was examining whether bundling gave Teams a distribution advantage over rival collaboration services. Microsoft presented the changes as proactive steps, not as an admission of illegal conduct or proof that the investigation had ended. Its European proposal also addressed interoperability and developer support, not just pricing. Microsoft’s August 2023 announcement described those measures.

What the European proposal covered beyond price
- Microsoft 365 and Office 365 plans without Teams, alongside a standalone Teams option.
- Continued availability of existing bundled plans for eligible enterprise customers.
- Interoperability and developer-support resources for competing communication and collaboration products.
- Improved guidance concerning the use of Teams data in another solution.
- A proposed way for third-party services to host Microsoft Office web applications.
The April 2024 global announcement centered on licensing choices. It should not be read as proof that every European interoperability measure was rolled out identically in every country.
Who is affected—and who may not be
Commercial buyers
The change is most relevant to businesses purchasing commercial Microsoft 365 or Office 365 licenses. It gives procurement teams a way to avoid assigning Teams to every productivity-suite user, or to keep Teams only for people who use it. Multinational organizations may also find it easier to adopt a more consistent purchasing structure across regions, though regional SKU and contract details still matter.

Customers and plans that need a closer check
- Existing subscriptions: The availability of a no-Teams option did not automatically convert a tenant’s current bundled licenses. Customers could generally stay on eligible bundled plans or consider a different plan, subject to their contract and SKU terms.
- Consumer Microsoft 365: The announcement concerned commercial licensing, not an across-the-board change to Personal or Family plans.
- Education, government, sovereign cloud, frontline, small-business, nonprofit, and specialized bundles: These can have distinct licensing rules or availability. Do not assume the commercial change applies in the same way; confirm the exact offer with Microsoft or the organization’s reseller.
- Existing contracts and channel purchases: Renewal dates, volume agreements, reseller availability, and grandfathering terms can affect the options and economics.
What the announcement-era prices showed
The following figures are historical signals reported or announced in 2023–2024, not verified current prices for October 2026. The U.S. figures were reported in coverage of the April 2024 global announcement; the European figures came from Microsoft’s 2023 announcement. Actual current catalog prices, plan names, taxes, billing terms, and eligibility may differ.

Check Microsoft’s current Microsoft 365 business plan catalog and Teams options page for live plan details, then request a quote reflecting the organization’s region, billing terms, and contract. Historical list-price comparisons cannot establish what a specific buyer pays.

How to tell whether unbundling saves money
Compare the total cost for each user group rather than comparing the Teams line item with a suite discount in isolation:
Bundled cost = number of users × bundled-suite price

Unbundled cost = number of users × no-Teams-suite price + Teams users × standalone Teams price + any required add-ons
For illustration only, suppose a 100-person organization receives a hypothetical quote of $20 per user per month for a bundled suite, $18 for a no-Teams suite, and $5.25 for separate Teams. Those sample figures are not Microsoft’s current prices and are used only to show the arithmetic.

Replace every sample price with a current, comparable quote. Include annual versus monthly billing, taxes, enterprise or volume discounts, minimum-seat commitments, renewal timing, and add-ons. Teams licensing alone should not be assumed to cover all telephony, premium meeting, compliance, or Copilot needs. Administrator checklist before changing licenses
- Inventory the tenant’s current SKUs. Record the plans assigned, contract type, region, renewal date, and any reseller or volume-agreement conditions.
- Group users by actual need. Identify people who need productivity apps only, those who also use Teams, users who need Teams alone, and workers with frontline, kiosk, external-collaboration, or telephony requirements.
- Map features to licenses. Check meetings, calling, recordings, storage, security, compliance, eDiscovery, audit, and any premium capabilities against the exact proposed SKU and add-ons.
- Model total costs. Compare bundled and mixed-license quotes over the same billing period, including taxes, discounts, commitments, and support charges.
- Test the proposed configuration. Confirm sign-in, access policies, meetings, integrations, guest access, and user experience with representative accounts before wider assignment changes.
- Review data and compliance obligations. Assess chat and channel retention, recordings, SharePoint and OneDrive content, eDiscovery, audit, and any third-party archiving. Do not assume a license switch automatically moves or removes data.
- Get a current written quote. Confirm regional availability, exact SKU names, entitlements, billing terms, and renewal implications with Microsoft or an authorized reseller.
- Document the change and recovery plan. Record who will receive each license, when assignments will change, and how the organization will respond if a required feature or workflow is unavailable.
What unbundling means for competing collaboration tools
Offering a productivity suite without Teams lowers one licensing barrier for organizations that prefer Slack, Zoom, Google Meet, Webex, or another service. It does not make a migration automatic or cost-free. Buyers still need to evaluate identity, file workflows, integrations, meeting and calling needs, security, retention, user training, and data portability. The right comparison is the complete operating cost and capability mix, not a single per-user price. A no-Teams Microsoft suite may suit a company standardized on another collaboration platform; a bundled plan may be simpler or less expensive when most users rely on Teams. Check the specific capabilities and contract terms before selecting a combination.
