The FTC’s Reddit matter was a non-public staff inquiry—not a public accusation or finding that Reddit broke the law. Reddit disclosed on March 15, 2024, that FTC staff were examining its plans to sell, license, or share user-generated content for AI training. Reddit’s later public filings continued to describe regulatory risk around content licensing, but the filings cited through March 2026 report no public FTC complaint, penalty, settlement, or final decision.
What did the FTC ask Reddit about?
Reddit said it received a letter from FTC staff on March 14, 2024. The staff were conducting a non-public inquiry into Reddit’s “sale, licensing, or sharing” of user-generated content with third parties to train AI models. The agency wanted to meet with Reddit and expected to request information and documents, according to the company’s SEC filing dated March 15, 2024.
The public filing did not identify a specific AI company the FTC was asking about, name a particular category of Reddit content, or state a legal violation the agency believed had occurred. Reddit said it did not believe it had engaged in an unfair or deceptive trade practice. That was Reddit’s position, not an FTC conclusion.
Why did the inquiry become public in March 2024?
Reddit disclosed the letter in an IPO-related SEC filing shortly before its initial public offering. The FTC did not announce the matter in a public enforcement press release; the public learned of it through Reddit’s disclosure. Contemporary reporting said Reddit had announced a content-licensing agreement with Google in February 2024, making the emerging business a prominent backdrop to the inquiry. The chronology does not establish that the FTC publicly identified Google as a target.

Reddit’s disclosure warned that regulatory engagement could be lengthy and unpredictable and could affect its costs, reputation, policies, products, or business. Those were potential risks described by the company, not consequences the filing said had occurred.
Why would regulators care about AI-content licensing?
Reddit’s conversations are potentially valuable to AI developers because they contain large volumes of human-written discussion. Reddit’s 2024 annual filing said its corpus, as of December 31, 2024, exceeded two billion posts and 20 billion comments. Licensing can give AI companies a contractual route to obtain content and give Reddit a business beyond advertising. The company describes content licensing as an early-stage, rapidly evolving business without an established track record.

The inquiry could have raised questions of consumer protection, privacy, data rights, or competition, but the public record does not say which questions FTC staff pursued. Possible issues include whether users understood how posts might be commercialized, whether privacy and data-use statements matched actual practices, and whether contracts constrained downstream use. Reddit itself has identified privacy, data-protection, intellectual-property, misuse, and regulatory issues as risks in its filings.
- User expectations and privacy: Public visibility does not by itself answer whether people expect their posts to be licensed for AI development, or how to handle personal or sensitive details in those posts.
- Rights and contract limits: A platform’s ability to provide access is not proof that it owns every right in every post or that a license permits every downstream use.
- Competition: Access to large datasets can matter to competition among AI developers. The FTC has discussed data advantages in separate work on AI partnerships, but that context does not establish that the Reddit inquiry was an antitrust investigation.
Potential legal lenses could include the FTC Act’s prohibition on unfair or deceptive practices, privacy representations, data safeguards, or competition concerns. These are possible areas an agency might examine, not allegations or findings publicly attributed to the FTC in this matter.

How did Reddit’s licensing business work?
Reddit has described content licensing as covering AI and machine-learning training as well as business analysis, display and data products, and other enterprise or specialized technology uses. In its 2025 Form 10-K, the company said it had negotiated medium-term content agreements with multiple partners, while substantially all of the contract value associated with licensing revenue came from two partners. It cautioned that agreements may not renew, renew on less favorable terms, or be constrained by regulation or changes in the large-language-model market.
Bloomberg reported in March 2024 that the Google arrangement was worth about $60 million annually. That is a reported deal value, not a figure identified in the FTC disclosure. It should not be confused with projected or aggregate contract value, or treated as revenue Reddit necessarily recognized in a particular year.

Why distinguish licensing from scraping?
A negotiated license and collection without a license are different routes to content access. A license can specify the permitted data, purposes, duration, security obligations, and limits on reuse. It does not settle every question about user rights or privacy, but it creates contractual terms between the parties.
Reddit’s 2025 Form 10-K says some companies have used Reddit content without entering licensing agreements and that Reddit has commenced litigation against such entities. Those disputes are separate from the FTC inquiry. An allegation of unlicensed use is not itself proof of unlawful AI training, and the FTC matter should not be described as a scraping lawsuit.

What is the inquiry’s public status now?
Reddit’s March 2025 quarterly filing continued to describe the matter as a non-public FTC inquiry and warned of continuing regulatory interest. Its 2025 annual report and first-quarter 2026 filing continued to discuss content-licensing risks, but do not publicly report a final FTC finding, fine, settlement, or formal complaint arising from the March 2024 inquiry. The bounded conclusion from those filings is that no public resolution is reported there—not that the inquiry was closed or that no confidential action occurred.
The March 2026 filing separately discussed regulatory interest from the Dutch data-protection authority. That is a distinct matter, not an FTC action.
How this differs from the FTC’s broader AI-partnership study
In January 2024, the FTC launched a separate Section 6(b) study of major cloud and generative-AI partnerships involving Microsoft and OpenAI, Amazon and Anthropic, and Google and Anthropic. The study addressed broader market issues; it was not the Reddit-specific inquiry and should not be treated as evidence of the FTC’s theory in Reddit’s matter.
What the public record does—and does not—establish
- Established: FTC staff told Reddit in March 2024 they were conducting a non-public inquiry into its plans to sell, license, or share user-generated content for AI training.
- Not established publicly in the cited filings: a specific FTC legal theory, the identities of all licensees staff asked about, the documents requested, or a final agency decision.
- Not established: that the FTC charged Reddit, found a privacy violation, imposed a fine, or concluded the licensing arrangements were unlawful.
The larger issue remains how platforms can commercialize user-generated material while addressing rights, privacy expectations, data security, and limits on downstream use. Reddit’s filings show that content licensing is a real business opportunity for the company, but one it continues to describe as evolving and exposed to regulatory and commercial uncertainty.
