Gavin Newsom vetoed Senate Bill 1130, a proposal aimed at secret recording with wearable devices such as camera-equipped smart glasses. The bill did not become law. Newsom said its definition of wearable recording devices was too broad or imprecise and could cause confusion and unintended consequences; he also said existing California law already provides relevant protections.
What SB 1130 would have addressed
Authored by state Sen. Eloise Gómez Reyes, SB 1130 was titled “Invasion of privacy: wearable recording devices.” Its focus was wearables containing cameras and microphones, with smart glasses the clearest consumer example. Reporting on the proposal described its intended restriction as recording people in public without their explicit consent.
The phrase “pervert glasses” is a provocative nickname, not the bill’s formal title. The policy question behind it is whether a device-specific rule should restrict covert recording when a wearable can capture video and audio without making the recording obvious to people nearby.
What the veto means—and what it does not
The Governor’s September 30, 2026 legislative update lists SB 1130 among the bills Newsom vetoed. Because he vetoed it, the proposal did not take effect as a new, device-specific recording law. The veto did not itself repeal California’s other privacy protections.

In reporting published October 1, 2026, TechCrunch attributed two objections to Newsom: that the bill defined wearable recording devices “too broadly or imprecisely,” risking confusion and unintended consequences, and that existing California law already provided relevant protections. The reporting and the Governor’s update establish the veto and its stated rationale; they do not set out a complete account of which existing laws apply to every recording situation.

Public recording and private situations are not the same question
The bill was described as targeting recording people in public without explicit consent, but the veto does not establish that every public recording is permitted or that every recording requires consent. The relevant legal protections can depend on the circumstances; the available coverage does not provide enough detail to give a setting-by-setting legal test.

For readers deciding what to do, the practical point is not to treat the veto as a green light. A visible recording light may alert others, but its presence—or absence—does not by itself settle whether a recording is lawful. If a situation involves sensitive conversations, private spaces, or a dispute about consent, consult a qualified California attorney rather than relying on the fact that SB 1130 was vetoed.

The veto resolves the fate of this bill, not the broader dispute over discreet wearable cameras. The Los Angeles Times has documented backlash around Meta’s camera-equipped glasses, including concerns about recording people without their knowledge and attempts to conceal or disable recording indicators. Those concerns explain why the issue persists even though SB 1130 did not become law.
