Google’s $600 million expansion announcement for The Dalles, Oregon, dates to September 26, 2013. It was an announced investment—not confirmation that a specific facility ultimately cost $600 million. The local enterprise-zone agreement described at the time required at least $200 million in investment and 10 jobs, a separate and lower contractual minimum.
What Google announced in 2013
Data Center Knowledge reported that Google planned to spend $600 million expanding its data-center campus in The Dalles. The company’s operations manager, Dave Karlson, said, “We’re excited to expand our presence in The Dalles.” The report put Google’s cumulative investment in the town at $1.2 billion since 2005 as of the announcement. The report also said Google had filed plans for a 164,000-square-foot data center on a 37-acre property. It suggested the $600 million announcement could encompass more than that single facility then on the books; that was an inference about the potential scope, not a confirmed final construction plan.
What the local agreement required
The second enterprise-zone agreement described in the 2013 report required Google to invest at least $200 million and create 10 jobs. The announced $600 million was therefore three times the agreement’s minimum investment, but the announcement should not be confused with the agreement’s enforceable minimums. The report also cited a $1.2 million upfront community payment and annual payments of $800,000 while the agreement was in effect. Oregon Governor John Kitzhaber called the announced investment “great news,” and The Dalles Mayor Steve Lawrence said, “Google expands and creates jobs, and we all benefit.”

How later development relates—and what remains unknown
Google says it opened its first data center in The Dalles in 2006 and began building a fourth there in 2015. A 2021 Business Oregon packet described two later Strategic Investment Program projects at a separate location near existing facilities. For each, it listed an initial potential scale of 200,000–400,000 square feet, $600 million in total investment, and 10 new Google employees. The packet expected Project 1 to begin construction in 2022 and operate in 2024; Project 2 had no set start date. Those later estimates are not confirmation of the 2013 announcement’s completed scope or cost. See the Business Oregon packet.
The reviewed sources do not establish which completed facility maps exactly to the 2013 plan, its final realized cost, or the number of jobs directly attributable to that announcement. The 10-job figure in the contemporaneous report is the agreement’s commitment, not a verified realized employment total.

Water use, local infrastructure, and current context
Water has become part of the local discussion around data-center growth. OPB reported that city records showed Google used 383.9 million gallons in The Dalles in 2023 and 434.4 million gallons in 2024. Its January 2026 account also described corrections and disputes concerning earlier water reporting and long-term city planning. OPB said the corrected 2024 city-plan projection was a 99% increase in water rates by 2036. It clarified that Google transferred only part of a former aluminum smelter property’s water rights to the city, and that Google was not identified as the “unnamed industrial user” in the 2024 water master plan. In October 2025, Google announced completion with the city of an aquifer storage and recovery system. Google says rain-season water that might otherwise run off can be stored for drier months, the system makes over 100 million additional gallons available annually to the community, and ownership and associated groundwater rights were permanently transferred to the city. How to read Google’s current investment figure
Google’s current data-center location page reports more than $7 billion invested in Oregon since its first The Dalles data center opened in 2006. Google’s 2025 economic-impact methodology includes historical data-center construction as well as server and networking infrastructure capital expenditure. That statewide figure uses a broader accounting scope than the 2013 report’s $1.2 billion figure for investment in The Dalles, so the two should not be treated as directly comparable updates.
