Carillion’s collapse created real risks for construction schedules and contracted services, including work connected to data-centre projects. But the available evidence does not establish that any UK data centre suffered an operational outage because of the collapse. The distinction matters: a delayed build is not the same as an interruption to a live facility.
What happened when Carillion collapsed?
Carillion entered insolvency on 15 January 2018. At liquidation, the National Audit Office (NAO) said the company had around 420 UK public-sector contracts. That figure includes more than straightforward direct contracts: the NAO’s reporting also considered subcontracting and special-purpose vehicles. The Official Receiver continued trading service contracts while public customers decided which arrangements to keep and how to transfer them. In August 2018, the Insolvency Service reported that arrangements were in place to transfer the last of 278 contracts provided by the Carillion group to new providers. That is a different count, reported for a different purpose and context; it should not be read as a revision of the NAO’s approximately 420 contracts. Insolvency Service liquidation update
The Insolvency Service said essential public services continued during the liquidation trading period “without any service disruption or major incidents.” That statement covers essential public services during that period; it is not a site-by-site account of every public or private contract, construction project, or data centre.

What is known about Carillion and data-centre projects?
Defence Infrastructure Organisation project
A Workspace Technology case study identifies Carillion Amey as a partner on a Defence Infrastructure Organisation (DIO) data-centre project, with Workspace Technology providing design and construction work. This establishes that Carillion Amey was involved in a relevant project. It does not, on its own, show that the project was delayed or that a facility stopped operating. Slough Data Centre Campus Phase 2
A May 2026 ET Datacenters / Economic Times trade-news report links Carillion’s collapse to project delays and financial disruption, and names Slough Data Centre Campus Phase 2. The report attaches a value of £200 million to that project. Treat both the delay claim and the valuation as claims attributed to that report, not as independently established evidence of an operational outage. ET Datacenters / Economic Times report
Did a UK data centre go offline because of the collapse?
The available sources do not verify an operational outage at a UK data centre caused by Carillion’s insolvency. They support a narrower conclusion: the collapse exposed construction work and service contracts to project-delivery and continuity risks, and one 2026 trade-news report attributes delays to the collapse. A delayed or financially disrupted build can affect when capacity is delivered; it does not prove that an existing, live data centre lost service.

Public-sector continuity reporting is reassuring within its stated scope, but should not be stretched beyond it. The Insolvency Service reported no service disruption or major incidents in essential public services during the liquidation trading period. It did not publish a facility-by-facility finding about every data-centre project or private-sector operation.

Why did the collapse create continuity risks?
A large contractor can sit between a client, subcontractors, staff, and a project schedule. If that contractor fails, the immediate issue may be unfinished construction or a contract that needs to be transferred, rather than failure of the infrastructure already in service. Finding replacement providers and maintaining essential services can reduce the impact, but those arrangements do not erase the possibility of delay or additional disruption to delivery.
The NAO’s broader warning was that dependencies can extend beyond the terms of a single contract. Its then-head, Amyas Morse, said: “When a company becomes a strategic supplier, dependencies are created beyond the scope of specific contracts. Doing a thorough job of protecting the public interest means that government needs to understand the financial health and sustainability of its major suppliers, and avoid creating relationships with those which are already weakened. Government has further to go in developing in this direction.”

The wider public-sector effects show why contractor failure matters without implying a data-centre outage. In 2018, the Local Government Association’s figures, cited by a House of Commons committee, said 30 councils and 220 schools were directly affected. When evaluating a report about a contractor failure, separate the type of exposure from the consequence being claimed. Useful questions include:

- What was the contract for? Construction and fit-out work can affect a project’s completion schedule; ongoing facilities services raise different continuity questions.
- What role did Carillion have? A prime contractor, a consortium partner, and a subcontractor may have different responsibilities and degrees of influence over delivery.
- Was the facility already operating? A delay to planned capacity is not evidence that customers lost service at an existing site.
- What happened after insolvency? Look for evidence of a replacement provider, contract transfer, workforce arrangements, or a reported service interruption.
- What does the source actually establish? A project-participant case study can document involvement; a trade-news report can report a delay claim. Neither alone proves an outage.
