Samsung has not published a definitive project-by-project or annual allocation for the full pledge.
What the five-year investment plan includes
AP reported that Samsung’s November 2025 plan covered 450 trillion won of investment in South Korea over five years, equivalent to approximately US$310 billion in AP’s account. The named projects are examples of the plan, not a complete spending breakdown.
- Pyeongtaek: An additional semiconductor production line at Samsung’s manufacturing hub, which AP reported was expected to begin operations in 2028.
- South Jeolla Province and Gumi: Planned AI data centers.
The announcement points to two related priorities: expanding semiconductor manufacturing capacity and building infrastructure for AI. It does not establish how much of the 450 trillion won is assigned to each project, or provide a year-by-year spending schedule. Associated Press report on Samsung’s November 2025 plan.
How the $310 billion pledge differs from Samsung’s later investment vision
Samsung disclosed a separate domestic investment vision on June 29, 2026, covering 2026 through 2040. It is much larger in scope and timeframe than the five-year pledge reported in 2025, and should not be treated as a revised itemization of that pledge.

Samsung’s later vision identifies investment in the Yongin semiconductor cluster and existing semiconductor complexes, investment in Gwangju, a high-bandwidth memory (HBM) fab in Onyang, Cheonan, and a humanoid-robot production line in Gumi. These are elements of the 2026–2040 vision, not a disclosed breakdown of the earlier 450 trillion won plan. Samsung’s long-range investment vision.
What Samsung says it plans to spend in 2026
In a separate shareholder disclosure, Samsung said it planned to invest more than 110 trillion won in facilities and research and development during 2026. It linked that spending to its aim of strengthening its position in the AI semiconductor era, including high-value memory such as HBM, as well as future-oriented areas such as AI and advanced robotics. How later AI announcements fit—and what they do not establish
Subsequent announcements show Samsung pursuing AI-related infrastructure and semiconductor partnerships, but they do not identify those activities as line items in the 450 trillion won domestic plan.
- Helix Digital Infrastructure: Six Samsung affiliates announced a combined US$1 billion investment in Helix, a company established by KKR. Samsung described Helix’s activities as including hyperscale data-center development and operations, power infrastructure, and fiber networks. The announcement does not say the investment comes from the 2025 pledge. Samsung Global Newsroom.
- Mistral AI: Samsung announced a partnership to apply on-premises AI solutions across its semiconductor operations, with targets including defect detection and equipment optimization. Samsung also said it led Mistral AI’s Series D funding round. The announcement does not specify funding from the five-year domestic plan. Samsung Global Newsroom.
- Broadcom: The companies announced expanded work involving HBM, Samsung foundry processes at 2 nm and below, and advanced packaging for AI infrastructure. Samsung and Broadcom estimated their collaboration at more than US$200 billion across memory and foundry over five years through 2030. What the headline figure means for readers
The $310 billion number is an approximate conversion of a won-denominated corporate investment commitment, not a consumer spending program or a published schedule of guaranteed yearly spending. The available announcement identifies major project examples, but does not say how the total will be divided among facilities, projects, or years. Samsung’s later long-range vision and its subsequent AI partnerships provide useful context about strategy, but they are separate disclosures with different scopes.
