Data Center Power Demand Is Surging. Can the Grid Keep Up?

Data center electricity use is growing quickly, while transmission, equipment and grid connections take longer to deliver. Here is what the forecasts do—and do not—mean for power shortages and household bills.

Data center electricity use is rising faster than the power system can reliably add connections and infrastructure in some places, but that does not mean an immediate nationwide electricity shortage or an automatic jump in every household’s bill. The pressure is real: data centers are being built faster than many transmission projects can be planned and completed, while grid connections and key equipment can also be bottlenecks. The practical risk is local delays, tighter supply and investment choices—not a single, uniform outcome for all electricity customers.

How fast is data center electricity demand growing?

The figures show rapid growth, but they measure different things and cover different geographies. The International Energy Agency (IEA) says global data center electricity demand grew 17% in 2025, compared with 3% growth in global electricity demand overall. That is a year-over-year growth rate, not the share of electricity data centers used.

For the United States, a 2025 U.S. Department of Energy (DOE) and Lawrence Berkeley National Laboratory (LBNL) report estimates that data centers consumed 192 terawatt-hours (TWh) in 2024—4.7% of total U.S. electricity use. This is an estimate of annual consumption, not a 2025 global growth figure. The two statistics should not be combined as if they were the same measure.

What do the forecasts say—and how certain are they?

The IEA’s 2026 outlook says global data center electricity consumption is set to double by 2030, while power use by AI-focused data centers is poised to triple. Those are forecasts, not measured outcomes. For the United States, DOE/LBNL’s 2025 report gives a 2030 reference case of 649 TWh, or 11.8% of forecast U.S. electricity consumption. It also presents materially different modeled scenarios and notes remaining uncertainty and data gaps. The reference case should therefore be read as one projection, not a guaranteed level of future use.

Forecasts matter because utilities and regulators have to plan capacity years ahead, but proposed data center projects, technology, efficiency and electricity demand can change. A projected load is not necessarily a completed facility drawing power at its projected level.

Why can’t the grid expand as quickly as data centers?

The mismatch is largely a timing problem. The IEA estimates that planning, permitting and completing grid infrastructure typically takes 5 to 15 years, while data centers can be built in 1 to 3 years. A facility may be ready to operate before the transmission lines, substations or other grid upgrades needed to serve it are ready.

Connection studies, approvals and transmission congestion can add delays, and new infrastructure depends on equipment that is not always available quickly. The IEA identifies tightening supply chains for transformers and gas turbines as constraints. Those are separate from the question of whether enough electricity can be generated in total: a region may have generation available but still lack the grid capacity or approved connection to deliver it to a particular site.

The scale of the queue is a warning signal, not a count of certain future projects. The IEA reports more than 2,500 gigawatts (GW) of renewable, large-load and storage projects stalled in grid queues worldwide. Queue totals are indicative; projects can be revised or withdrawn, and the figure does not mean all queued capacity will be built.

Does this mean blackouts or higher household bills?

Not by itself. The data establish growing demand and infrastructure constraints; they do not establish that data centers will cause a nationwide shortage or a particular increase in residential bills. Effects depend on where new load is proposed, available generation and transmission, utility planning, and how the costs of new infrastructure and power are allocated. Local connection constraints can be serious even when the national picture is not one of an immediate shortage.

For household finances, the useful distinction is between a possible system-wide effect and the rate treatment in a specific service area. A utility or regulator may have to consider new generation, transmission, grid upgrades or different operating arrangements as demand changes. The DOE/LBNL usage estimate alone does not say how much of any investment cost a household will pay. For a bill-impact claim, look for the local regulator’s approved rate decision or utility filing, including who is assigned the costs—not just a national data center forecast.

What can utilities and grid operators do before new lines are finished?

There is no single instant fix. The IEA describes measures that can make better use of existing capacity or add flexibility while longer-term construction proceeds. LBNL’s June 2026 Speed to Power review groups more than 40 potential approaches across forecasting, interconnection, resource planning and procurement, markets and operations, and cost allocation and ratemaking. The measures below differ in who controls them and whether they add physical capacity; the cited sources do not provide a directly comparable cost-benefit ranking.

Flexibility is particularly relevant for AI facilities because demand can rise or fall sharply. The IEA warns that rapid, large swings in AI data center demand can challenge onsite gas generation, so backup generation should not be treated as a simple substitute for grid reliability. The combination of flexible operations, storage, equipment and network upgrades must be assessed for the specific site and grid.

How much more grid investment may be needed?

The IEA’s 2026 electricity report estimates that annual grid investment would need to rise by about 50% by 2030 from a current level of USD 400 billion annually to meet demand through 2030. This is an IEA estimate of investment needs, not a forecast of a particular household bill or a claim that all spending is caused by data centers.

The IEA also estimates that grid technologies and regulatory changes could enable 1,200–1,600 GW of advanced-stage projects now stuck in queues to connect; 750–900 GW of that potential could be enabled through conditional non-firm agreements. These are modeled potential capacity figures, not promised connections or evidence that all queued projects will proceed. See the IEA’s Electricity 2026: Grids analysis for the global grid context.

What is the U.S. transmission outlook?

In a July 9, 2026 release about its draft National Transmission Needs Study, DOE says data center load growth is one driver of additional U.S. transmission needs. The department reports that congestion is concentrated in 5% of hours and highlights opportunities for transmission within and between regions. The 5% refers to congestion hours in the draft study’s analysis; it does not mean the grid is congested only in 5% of places or that the other hours have no reliability constraints.

Because DOE describes the study as a draft, its findings and proposals should not be presented as final policy or completed projects. The release is available at DOE’s announcement of the 2026 draft study.

What should customers watch for?

  • At the national level: distinguish observed consumption and growth from scenario forecasts, and check whether a figure is global or U.S.-specific.
  • In a local utility area: look for utility planning filings, transmission proposals, connection rules and regulator decisions that identify expected load and who pays for related upgrades.
  • When a project is described as “in the queue”: treat that as an application or planning status, not proof that it will be built or connected.
  • When a provider promises a quick fix: ask whether it increases physical capacity, makes conditional use of existing capacity, or changes when a load can draw power—and what happens when the grid is constrained.
