These are ceilings tied to program terms and milestones—not evidence that Intel has already received or spent the full amounts.
What does “almost $20 billion” mean?
The headline adds two different forms of proposed federal support announced on March 20, 2024. The Commerce Department’s preliminary terms offered Intel up to $8.5 billion in direct CHIPS funding and up to $11 billion in loans, for a potential combined total of $19.5 billion. The figures were maximums, not a single grant or guaranteed cash payment. Commerce’s announcement of preliminary terms explains the package.

The finalized $7.865 billion figure applies to commercial fabrication projects; it should not be treated as a revision that turns the separate loan ceiling into a grant. The Secure Enclave award is also separate from the original “almost $20 billion” calculation. The Commerce Department’s final award announcement sets out the commercial funding, while the Commerce Department Office of Inspector General’s 2025 report describes the Secure Enclave award.
Which Intel plants and projects are covered?
Commerce named projects in Arizona, New Mexico, Ohio, and Oregon. The supported work includes new and modernized leading-edge logic fabrication plants, advanced packaging, and expanded U.S. semiconductor capacity. The announcement does not assign a separate dollar amount to each state in the figures above, so the total should not be read as a state-by-state plant budget.

Arizona
Intel’s Arizona plans include two new leading-edge logic fabs and modernization of an existing fab. Commerce’s preliminary terms described production using Intel 18A among the planned work.
New Mexico, Ohio, and Oregon
The projects in these states form part of the broader package for fabrication, modernization, and advanced packaging. The federal announcement identifies the states and project types, but does not provide a comparable allocation by plant in the headline totals.

How many jobs and how much investment did Intel project?
Intel said its planned U.S. investments would exceed $100 billion over five years, including projects beyond those supported by CHIPS incentives. The company projected that those plans would support more than 10,000 Intel jobs, nearly 20,000 construction jobs, and more than 50,000 indirect jobs. These are company projections associated with its investment plans, not counts of jobs already created. Intel’s announcement gives the investment and employment estimates.

The Commerce Department presented the award as part of the CHIPS and Science Act’s effort to expand advanced semiconductor manufacturing in the United States, strengthen economic and national security, and support well-paid employment. Commerce Secretary Gina Raimondo called it “the largest grant to any single company from the CHIPS program” on March 21, 2024. Commerce’s preliminary-terms release describes the administration’s rationale.

The policy case is that more domestic capacity for advanced chips could reduce reliance on overseas production and support defense and AI supply chains. That is the government’s stated objective; the announcement does not establish that the planned capacity or resilience gains have already been delivered.

How the package changed over time
- March 20, 2024: Commerce and Intel announced preliminary terms of up to $8.5 billion in direct funding and up to $11 billion in loans.
- September 16, 2024: Intel received a separate award of up to $3 billion for the Secure Enclave program.
- November 26, 2024: Commerce finalized up to $7.865 billion in direct funding for commercial fabrication projects after due diligence.
- August 22, 2025: Intel announced a separate agreement involving a U.S. equity stake and changes to the treatment of remaining grants. That later agreement is distinct from the 2024 preliminary “almost $20 billion” headline. Intel’s 2025 announcement describes the later development.
What the headline does—and does not—tell you
- It is not all grant money. The March 2024 total combined a preliminary direct-funding ceiling with a preliminary loan ceiling.
- It is not a record of money already spent. Awards and financing are subject to terms, milestones, and disbursement; the headline figures alone do not show payments made, loan drawdowns, or project completion.
- It is not a complete accounting of public support for every plant. The figures address federal programs described above and do not provide a full state-by-state breakdown or a total of state and local incentives.
- Projected jobs are not verified outcomes. Intel’s employment numbers refer to expected support from its investment plans.
