The facility is now described by ICE as its Basildon European Liquidity Center, offering colocation and connectivity services. Euronext moved its own core data centre and related colocation services from Basildon to Bergamo in 2022; that move did not mean the ICE facility closed.
What is the NYSE Basildon Data Centre?
The name refers to the European data centre NYSE Euronext announced in November 2010. The company said it had completed the migration of NYSE Liffe and consolidated matching engines for all its European markets at the Basildon facility, which it located “thirty miles east of London.” NYSE Euronext’s 2010 announcement is a historical account, not a current inventory of the site.
Today, ICE presents the location as its Basildon European Liquidity Center. ICE describes colocation and connectivity for ICE Futures trading systems, alongside access to third-party exchanges and content providers. The available descriptions establish ICE’s service offering, but do not establish the site’s legal property title or a complete list of current tenants and hosted systems.
What does ICE say the facility provides?
ICE’s description presents the site as infrastructure for financial firms that need to place equipment near trading systems and connect to exchanges, networks and data services. Its specifications and service list are ICE-published claims, not independent test results.

- Facility and power: ICE describes seven halls of 1,000 square metres each, built on “Tier 4” principles. It lists two diversely routed National Grid feeds, each terminating at its own on-site transformer station, and 48 hours of emergency-generator fuel storage as standard.
- Telecommunications: Carrier meet-me rooms give customers a choice of telecommunications providers.
- Colocation: ICE lists standard cabinets from 4 kW to 18 kW and partial cabinets from 0.5 kW.
- Connectivity and timing: Listed services include the ICE Global Network Liquidity Centre Network for Layer 3 access to ICE Futures trading systems in the LIFFE silo, cross-connects, ICE Global Network access to external data and services, NPLTime PTP, GNSS direct feed and NTP.
- Other infrastructure: ICE lists a rooftop platform for customer antennae.
ICE’s “Tier 4 guided” or principles-based wording should not be read as proof of an independent Tier IV certification. Likewise, low-latency connectivity describes a network service; it does not guarantee faster execution or a trading advantage for any particular customer. What happened when Euronext moved to Bergamo?
Euronext said it completed the migration of its core data centre and related colocation services from Basildon to the Aruba Global Cloud Data Centre IT3 in Bergamo on 6 June 2022. The company announced the completion on 15 June and said the project took 14 months. Its stated reasons included post-Brexit dynamics and locating core European trading activity within the European Union. Euronext also said the move allowed it to manage directly core IT infrastructure and colocation services that had previously been outsourced. These are Euronext’s explanations for its decision, not an independent comparison of the two facilities.

In the 2022 announcement, Euronext CEO Stéphane Boujnah said the relocated core data centre handled “25% of European trading volumes.” That is a company-attributed figure about the core data centre being moved at that time; it is not a current figure for Basildon or an independently verified market-wide measurement. What does a data centre do for an exchange?
A data centre houses the computing infrastructure an exchange relies on. Matching engines process buy and sell orders according to the exchange’s rules; supporting applications perform other functions needed to operate the market. In a 2022 retrospective, Euronext IT Relationship Manager Nicole Agopian described the data centre as the place where trading happens and where the matching engine and supporting applications are housed. Her explanation concerns Euronext’s data-centre role; it does not establish which systems are currently hosted at Basildon.

For financial-market participants, colocation can put their own equipment in a facility with network connections to trading systems. The practical value depends on a firm’s needs and its network, software and trading arrangements. The published facility description alone is not enough to infer a guaranteed execution outcome.
