The appointment was not the start of Facebook’s cybersecurity work: the company already had policy experts focused on cybersecurity, according to CyberScoop’s January 23, 2018 report.
Who Facebook hired
Gleicher had previously served as director for cybersecurity policy at the White House National Security Council during the Obama administration. CyberScoop reported that Facebook hired him earlier in January 2018 and described the Facebook position as the company’s first director-level cybersecurity policy role.
A 2019 House committee biography describes a background spanning technology, law, and government policy. Before Facebook, Gleicher taught computer programming, built and secured computer networks, prosecuted cybercrime at the U.S. Department of Justice, and worked on cybersecurity policy at the National Security Council. Those experiences provide context for his appointment; they do not mean his Facebook role was a technical security engineering position.
What the new role was meant to do
The director post sat within Facebook’s broader product policy team. CyberScoop said Gleicher would help guide the company’s internal strategy and respond to policy decisions from Washington, while working alongside existing cybersecurity efforts. In other words, the role connected platform policy and company-wide planning with external government-policy developments; it was not a claim that one director or team handled every security operation.

A House committee biography in 2019 described Gleicher’s work as leading cross-company strategy to detect and disrupt information operations and threat actors. That account helps show how the remit was expressed later, but it documents the role at that time rather than Facebook’s present-day structure.

Investigations and enforcement
In a September 6, 2018 PBS FRONTLINE interview, Gleicher described combining manual investigations with enforcement at scale. He said investigators pursuing sophisticated actors could spend “weeks” or “months” on a case, while broader measures could make common tactics, such as using fake accounts, harder to carry out. This was Gleicher’s explanation of Facebook’s approach at the time, not an independent assessment of how effective it was.

Election and campaign protections
In a September 2018 Facebook newsroom post, Gleicher, then identified as Head of Cybersecurity Policy, announced additional tools for candidates and campaign staff considered especially vulnerable to hackers and foreign adversaries. Facebook’s November 2019 election announcement, co-authored by Gleicher under the same title, described measures including Facebook Protect for elected officials, candidates, staff, and others considered at elevated risk, as well as work against inauthentic behavior and greater transparency about Pages. These are examples of Facebook’s stated efforts in 2018–2019, not confirmation of current programs or team arrangements.
What Facebook said about the scale of its safety work
In 2019 testimony to the U.S. House, Gleicher said Facebook had more than 30,000 people working on safety and security across the company, three times the number in 2017. He also said nearly 40 teams across Facebook’s family of apps were particularly focused on election work. These are figures stated by a company official in 2019, not independently audited or current staffing counts.

What “first ever” means—and what it does not establish
“First ever” referred to the director of cybersecurity policy position described in the January 2018 report. It should not be read as saying Facebook previously had no cybersecurity specialists, policy work, or security operations; CyberScoop explicitly noted that other policy experts at the company already focused on cybersecurity.
The available dated accounts document Gleicher in the role in 2018 and 2019. They do not establish whether he or the position remains at Facebook today.
