PayPal says a closed account cannot be reopened. Closing it also does not necessarily erase personal data immediately; legal and other retention requirements may apply.
How do I close my PayPal account?
PayPal’s help instructions reviewed for this guide are UK-localized. The web route is:
- Sign in to PayPal and open Settings.
- Under Account options, choose Close your account.
- Select Close Account and follow the confirmation prompts. Labels or placement may differ by region or interface version. PayPal’s UK help page describes the closure process. A US help result also gives an app route: tap the profile icon and choose the close-account option.
Before confirming, save statements or transaction records you may need, and check active or scheduled payments. PayPal’s UK-locale User Agreement says scheduled or incomplete transactions are cancelled when the account closes, but a subscription may also depend on a separate agreement with the merchant. Check the merchant’s cancellation controls rather than assuming account closure cancels every subscription. PayPal UK User Agreement
What should I do before closing it?
- Withdraw any remaining balance. PayPal lists a balance as a reason it may not let you close the account.
- Resolve account limitations and other open issues. PayPal says these can prevent closure; follow the instructions shown in your account or contact PayPal support.
- Report unauthorized activity first. PayPal directs users to report an unauthorized transaction promptly through the Resolution Center before closing the account.
- Check for payments and records you still need. Review scheduled payments, incomplete transactions, and merchant subscriptions, and keep records you may want to retain.
These blockers and the unauthorized-payment guidance are covered in PayPal’s UK closure instructions.

Can I reopen my PayPal account?
No. PayPal’s help guidance says: “Once you close your PayPal account, it can’t be reopened.” If you may need the account again, do not confirm closure until you are sure. The statement is from PayPal UK Help Center.

Not necessarily. Closing the account ends access to that account, but it is not a guarantee that PayPal immediately erases every personal record. PayPal says it may retain information to meet financial, legal, regulatory, fraud-prevention, collection, dispute, investigation, and other permitted purposes. It says information may be erased after applicable retention requirements end when there is no other legal reason to keep it. Retention rules vary by jurisdiction and circumstances. See PayPal’s US help page on personal-data processing and its US Privacy Statement.

PayPal’s US Privacy Statement says personal information used for the ongoing relationship is stored for the relationship plus 10 years, subject to applicable legal requirements and exceptions. That is a US policy statement, not a universal retention period.
If you closed your account and want a copy of your information, PayPal’s US Privacy Center says former account holders can still use its privacy portal to request data. Privacy options and contact routes differ by country, so use the portal or contact information for your own region: PayPal US Privacy Center.
