On November 7, 2023, Bloomberg reported that the Beijing-based AI chipmaker planned to cut a single-digit percentage of its roughly 1,000 employees. That estimate came from an unnamed person familiar with the plan, not a confirmed company headcount or a final tally. TechNode reported that Zhang’s letter said layoffs would begin within a week and that the company planned to establish AI strategy and metaverse computing strategy divisions. TechNode attributed the explanation to Zhang’s staff letter, which linked the personnel cuts to the impact of US sanctions. This establishes the company’s reported explanation, not proof that sanctions were the sole cause. The contemporaneous reports describe a plan and do not establish how many positions were ultimately eliminated.

What does Moore Threads’ Entity List status mean?
The US Entity List entry names Moore Thread Intelligent Technology (Beijing) Co., Ltd. and related entities. For the Beijing listing, the entry applies to “all items subject to the EAR” and specifies a “presumption of denial” for license applications.
