Having an EBT card does not automatically entitle you to a free laptop. EBT is the card used to access SNAP benefits; SNAP participation can instead help prove eligibility for separate Lifeline, nonprofit, school, library, workforce, and local digital-equity programs. In 2026, there is no nationwide federal program that sends a free laptop to every SNAP household.
You may still obtain a device at no cost through a local giveaway or training program, or buy a refurbished computer at a reduced price. The key is distinguishing legitimate assistance from outdated Affordable Connectivity Program (ACP) advertisements and scams.
What EBT, SNAP and device programs actually mean
- EBT: The electronic card used to receive SNAP and other benefits.
- SNAP: A qualifying public-assistance program that can establish eligibility for some assistance programs.
- Lifeline: A federal discount on qualifying phone or internet service, not a laptop benefit. See USAC’s Lifeline information.
- Nonprofit and local programs: Independent organizations, schools, libraries, agencies and grant-funded projects that may distribute or sell computers under their own rules.
Therefore, “SNAP may help you qualify for a laptop program” is accurate; “SNAP recipients automatically get free laptops” is not.
Is there a federal free-laptop program in 2026?
No. The ACP was the most recent major federal program offering eligible households a one-time discount of up to $100 toward a laptop, desktop or tablet, generally with a required consumer contribution. Congress provided no additional funding, and the ACP ended on June 1, 2024. The official ACP page is historical information. A page inviting you to submit a new “ACP laptop” application in 2026 is stale, copied or potentially deceptive; do not assume it is a current government benefit.

The Emergency Broadband Benefit (EBB) also is not an open application route. Current device offers must come from a named nonprofit, school, local program or provider promotion with its own eligibility and inventory rules.
What Lifeline can do for you
SNAP is one qualifying pathway for Lifeline. Other pathways include Medicaid, Supplemental Security Income, Federal Public Housing Assistance, Veterans and Survivors Pension Benefits, or household income at or below 135% of the federal poverty guidelines. USAC lists the rules, the National Verifier process and exceptions for Oregon and Texas at its consumer-eligibility page.
2026 income limits
For the 48 contiguous states, Washington, D.C. and U.S. territories, the maximum annual income at 135% of the federal poverty guideline is:

Alaska and Hawaii use higher limits. Lifeline discounts qualifying service by up to $9.25 per month, or up to $34.25 on qualifying Tribal lands. Only one Lifeline benefit is permitted per household. For this rule, a household generally means people at one address who share income and household expenses; roommates or relatives may need to establish whether they are one economic household.

Lifeline approval reduces an eligible phone, broadband or bundled-service bill. It does not normally provide a laptop. A participating provider may separately advertise a phone, tablet, hotspot or computer, but that offer is provider-specific and not guaranteed by federal Lifeline eligibility.
How to apply for Lifeline
- Confirm SNAP participation or income eligibility.
- Apply through the National Verifier or an authorized Lifeline provider.
- Submit identity and eligibility documents if requested.
- Choose a participating phone or internet provider.
- Ask whether that provider has a separate device promotion, and read activation, shipping, taxes, service and return terms.
Where a genuinely free laptop may be available
Local giveaways and Compudopt
Compudopt refurbishes donated computers and runs computer-giveaway and technology-education programs. Use its “Need a free computer?” route to register. A device is not guaranteed: location, registration, inventory, selection and event requirements apply. Check whether you must attend an event, complete a class, meet a youth or family criterion, or bring documents.
Digital-literacy courses
Some county, state and philanthropic programs provide a refurbished laptop after required training. For example, an Orange County, North Carolina program describes a laptop after four adult digital-literacy sessions, subject to limited enrollment (program document). Tennessee recovery-plan materials describe refurbished-laptop distribution connected with digital-skills and workforce programs (state plan). These are local models, not nationwide entitlements.
Libraries, schools and public agencies
Ask your public library about laptop or hotspot lending, computer labs and classes. Students should contact their school district, college student-services or disability/access office. Job seekers can ask a workforce office; SNAP caseworkers, public-housing agencies and community-action agencies may know local grants or referral programs. Search your city or county website for “digital equity,” “computer giveaway” or “device lending,” and verify the service area before uploading documents.

Low-cost refurbished alternatives
Human-I-T
Human-I-T advertises refurbished laptops from $139 and low-cost internet beginning at $14.99 per month on its cited information page; prices and inventory can change. It also states a one-year warranty and one year of technical support. Details are at Human-I-T’s affordability page.
- Open the official store and create an account.
- Select an available computer.
- Submit official proof of SNAP/EBT or another qualifying status.
- Wait for verification, then review specifications, total cost, shipping, warranty, software and return terms before paying.
Human-I-T’s documentation guidance says an EBT or membership card alone may not be enough; its store requests official eligibility documentation, generally dated within the previous six months (documentation and laptop page).
PCs for People
PCs for People offers affordable refurbished computers and internet for eligible households. Its post-ACP information says standard prepaid internet could resume at $15 or $16 per month after ACP, but it does not establish a universal current laptop price or free-device benefit (ACP transition page). Check current eligibility, shipping area, inventory and checkout terms.

An EBT-card photograph may not show your name, active status, benefit dates or household details. Follow the provider’s exact document list and redact information only when its instructions allow it. Never upload documents to an unverified form.
Check the computer before accepting or buying it
- Operating system: ChromeOS may suit browsing, email, forms, Google Workspace and video calls; Windows is usually safer for specialized employment software, desktop applications and some college courses.
- RAM, storage, processor and Wi-Fi compatibility
- Battery condition, charger, webcam and microphone
- Warranty length, technical support and return policy
- Whether required software, such as Microsoft Office, is included
A donated “free laptop” is generally refurbished or used, not a new premium retail computer. Internet service is separate; you may need Lifeline, a nonprofit plan, public Wi-Fi, a library hotspot or another broadband option.

- It guarantees a brand-new laptop to every EBT cardholder.
- It uses “ACP laptop” enrollment language in 2026.
- It demands gift cards, cryptocurrency, wire transfers or an unexplained release fee.
- It requests a Social Security number before identifying the organization and its eligibility rules.
- It displays a government logo without an official government domain or verifiable nonprofit identity.
- It promises a specific premium model without explaining inventory, selection or location.
- It arrives as an unsolicited text, social-media message or pop-up.
- It lacks a physical address, privacy policy, return policy or reliable contact method.
A clearly disclosed purchase price at an official nonprofit checkout can be legitimate. A clearly disclosed shipping charge may also be legitimate. A vague payment demanded before eligibility, delivery or “activation” is a warning sign. Verify organizations through their official domains and do not reuse passwords or send sensitive documents until the application is authenticated.
If you are denied or cannot wait
- Ask the organization which document or eligibility condition failed.
- Request its accepted-document list and reapply with a current official letter.
- Contact a SNAP caseworker, library, workforce office or housing agency for another referral.
- Join local giveaway waitlists and check nearby counties or school programs.
- Compare a lower-cost Chromebook or refurbished business laptop from a reputable seller.
- Apply for Lifeline separately to reduce the cost of the internet you will use with the device.

Can I apply to more than one nonprofit computer program?
Usually, yes, unless a particular program limits duplicate assistance. Read each organization’s rules and disclose prior device assistance when asked.

Will receiving a donated laptop reduce my SNAP benefits?
A device donation is generally not SNAP income, but benefit rules are administered by your state. Ask your SNAP agency if a program specifically provides cash, wages or another reportable benefit.
How do I report a suspected laptop scam?
Stop communicating with the sender, preserve messages and payment records, notify your bank or payment service, and report the fraud to the relevant platform and government consumer-protection authorities.
