DoorDash added more Seattle delivery fees in 2024. Here’s what changed and why

DoorDash’s August 2024 Seattle fee changes added separate $1.99 long-distance and DashPass charges on top of a $4.99 regulatory-response fee. Learn what the ordinance required, what DoorDash claimed, and what remains unverified in 2026.

DoorDash began charging additional Seattle fees on August 1, 2024: $1.99 on certain long-distance orders and a $1.99 minimum service fee on DashPass orders. Those charges were added to an existing $4.99 Seattle “regulatory response fee.” DoorDash said Seattle’s app-based-worker pay rules made its operation unsustainable, but the company’s Seattle-level loss claim was not independently demonstrated by the public information cited at the time.

This is a historical explanation of the 2024 change. The available sources do not establish whether the same fees, five-mile threshold or $4.99 charge still apply in August 2026.

What DoorDash changed on August 1, 2024

DoorDash announced the changes on July 29, 2024, describing them as a response to Seattle’s labor rules. The new charges were separate rather than one universal delivery fee.

The five-mile description came from a later spokesperson statement, not DoorDash’s original announcement. The available reporting does not establish whether “miles” meant driving distance, straight-line distance or an internal platform measurement.

How the charges could stack

  • A short-distance, non-DashPass order might avoid the new $1.99 long-distance charge while still showing the $4.99 regulatory response fee and ordinary delivery, service, small-order, tax and tip amounts.
  • A qualifying long-distance, non-DashPass order could show the $4.99 fee plus the additional $1.99 distance fee.
  • A qualifying long-distance DashPass order could show both $1.99 charges as well as any other applicable checkout costs.

Restaurant location, customer location, city boundaries, order size, promotions, membership status and DoorDash’s pricing rules could affect the final display. Seattle-specific fees were not necessarily triggered on every order involving a Seattle customer or restaurant.

Why DoorDash said it needed the fees

DoorDash said Seattle’s app-based-worker minimum-payment ordinance increased the cost of facilitating deliveries. The company said it had continued losing money in Seattle despite the $4.99 regulatory response fee and had delayed further increases for six months while the City Council considered amendments. It characterized the new pricing as necessary to remain “operationally sustainable.”

Those are DoorDash’s explanations, not independently audited findings about every Seattle delivery or the company’s overall Seattle profitability. The public coverage cited for the announcement did not provide the underlying accounting needed to verify the claim. Critics argued DoorDash had not disclosed enough financial information to prove that passing the cost to customers was strictly necessary.

The company’s decision to add a fee is also distinct from the ordinance itself. Seattle’s law established worker-payment requirements; it did not dictate that DoorDash charge customers $1.99 or $4.99.

What Seattle’s app-based-worker ordinance requires

Seattle’s App-Based Worker Minimum Payment Ordinance, Seattle Municipal Code 8.37, took effect January 13, 2024. It covers qualifying app-based delivery work and requires a guaranteed minimum payment for accepted offers based on factors including time worked and miles traveled. The city also adopted transparency and flexibility protections. Seattle’s official overview is available through the Office of Labor Standards, and its calculator is at laborinquiry.seattle.gov/appbasedcalc.

This is not Seattle’s ordinary employee minimum-wage law. The ordinance uses a per-offer compensation framework with detailed statutory rules, rather than placing every independent-contractor delivery worker on a conventional hourly payroll. Contemporary coverage often summarized the effective standard as about $26.40 per hour, but that shorthand can obscure how the calculation actually works.

Seattle’s regular employee minimum wage was $20.76 in 2025 and $21.30 in 2026. Those figures should not be substituted for the app-based-worker payment formula.

The City Council fight behind the pricing dispute

Council President Sara Nelson introduced Council Bill 120775 to modify the compensation scheme. Contemporary reporting described a proposed reduction from an effective figure of approximately $26.40 per hour to $19.97 per hour. DoorDash favored changes that would reduce delivery costs; some workers and labor advocates opposed reducing the new protections.

The bill was removed from the May 28, 2024 agenda, so the precise description is that the scheduled vote was removed or postponed—not that the Council definitively rejected the bill. The City Clerk record documents the agenda action.

Who bore the costs and who may have benefited?

Customers

Customers faced higher potential checkout totals, particularly when ordering from distant restaurants. DashPass reduced some standard delivery charges but did not guarantee that Seattle-specific, regulatory, minimum-service, distance or other fees disappeared. Some customers could respond by choosing pickup, ordering directly from a restaurant or comparing another app’s all-in price.

Delivery workers

Supporters said the ordinance improved pay, predictability, transparency and working conditions. Some drivers told local outlets that order volume fell, offers became less frequent or waits grew after the January 2024 fee changes. Other drivers supported keeping the ordinance because they earned more per delivery or valued the protections. These experiences were not uniform.

Restaurants

Restaurant effects were also mixed. Some owners reported weaker demand or sales after platform-related fees increased. Others supported the ordinance or disputed the platforms’ account of its effects. Eater Seattle reported that Bok a Bok hired its own drivers partly in response to the dispute. In-house delivery can replace marketplace charges, but it also requires budgeting for wages, scheduling, vehicles, insurance, dispatch and periods when drivers have no delivery.

DoorDash

The fees gave DoorDash a way to pass at least part of the higher delivery cost to customers. They do not, by themselves, prove the company’s marginal cost, total Seattle losses or profitability.

What was—and was not—measured

Contemporary reports quoted delivery companies saying demand fell after the January fee, restaurants reporting fewer orders and drivers describing fewer offers or longer waits. The accounts conflicted, and detailed platform data needed to test citywide claims about order volume, earnings and restaurant sales was not publicly available in the cited coverage.

DoorDash later said in an earnings discussion that Seattle and New York minimum-pay regulations reduced total orders by less than 1% in the relevant quarter. That was a company-reported aggregate figure for two markets, not a Seattle-specific causal estimate.

For that reason, claims such as “the ordinance cost restaurants millions” or “every driver earned more” go beyond the verified evidence unless tied to a particular study, business or worker.

What later city data showed

Seattle’s Office of Labor Standards published a report covering the ordinance’s first 18 months and said pay and orders increased, describing significant benefits for delivery workers. That is the city’s later assessment of aggregate data, not proof that every worker, restaurant or neighborhood experienced the same result. The report and announcement are available at the city’s report and its accompanying announcement.

The city’s ordinance page continues to identify SMC 8.37 as effective beginning January 13, 2024. Neither those materials nor the sources cited for the 2024 announcement establish that DoorDash’s exact fee schedule remained unchanged in 2026.

How to evaluate a Seattle delivery order

  1. Open the complete checkout breakdown, not just the restaurant menu price or headline delivery fee.
  2. Identify whether a regulatory-response, distance, minimum-service, small-order or other platform charge appears.
  3. Compare the final total with pickup, restaurant-direct ordering and another delivery service. Uber Eats also imposed a Seattle-related charge after the ordinance, so switching apps did not automatically remove policy-related fees.
  4. For a restaurant, compare marketplace commission with first-party software, payment processing, marketing, driver labor, insurance, dispatch and coverage costs. Services such as Olo, Toast and Square for Restaurants address restaurant operations, not just consumer delivery prices.

DoorDash’s consumer site is doordash.com, and DashPass information is at the official DashPass page. Current subscription prices and Seattle fees should be checked in the account and checkout itself because they vary by date, location, restaurant, order and promotion.

The larger policy trade-off

Seattle’s dispute illustrates a basic tension in app-based delivery. A guaranteed payment floor can improve compensation and predictability, while higher labor costs may be passed through as fees, absorbed by the platform, reflected in restaurant pricing or associated with lower demand. The available evidence does not establish one universal outcome for all participants.

The clearest consumer lesson is to treat the 2024 $1.99 charges as a documented historical policy change, not as proof of a current 2026 price. Check the all-in total, remember that DashPass did not necessarily eliminate Seattle-specific fees, and separate DoorDash’s operational-sustainability claim from independently verified financial evidence.
