Short answer: If a November 2025 promotion puts the Google Pixel 9a at $399 or less, it is the best all-round choice for most U.S. buyers. If you need a new unlocked phone at a normal, non-sale price, buy the 128GB Samsung Galaxy A36 5G for $399.99. These are device prices before sales tax; carrier bill credits, trade-ins and required plans do not count as an immediate $400 purchase.
This guide reflects U.S. pricing and availability observed in November 2025. Black Friday prices were temporary, so verify the retailer, storage capacity, lock status and expiration date before paying.
What “under $400” means here
A phone qualifies for the core ranking only when its advertised unlocked U.S. device price is $399.99 or less, before tax. Refurbished devices, international imports and carrier-effective prices are separated from new unlocked retail phones.
- Do not count a required trade-in, rebate card, new-line activation or 24–36 months of bill credits as an immediate $400 price.
- A $399.99 phone will exceed a $400 checkout total after sales tax, and a charger, case and screen protector may cost extra.
- Imported models can lack U.S. 5G bands, eSIM or Wi-Fi calling, and may have no U.S. warranty.
Quick picks
| Pick | Phone | Price qualification | Best for |
|---|---|---|---|
| Best overall | Google Pixel 9a | Only when a promotion reaches $399 or less; listed starting price was $499 | Camera, software longevity and balanced everyday use |
| Best regular-price phone | Samsung Galaxy A36 5G | $399.99 unlocked for 128GB | Samsung users, large AMOLED display and long support |
| Best Samsung deal | Samsung Galaxy A56 5G | Only when a verified sale falls below $400; September 2025 MSRP was $499.99 (128GB) | A more premium Samsung experience |
| Best battery-oriented choice | Motorola Moto G Power (2025) | Verify the exact U.S. configuration and November price | Endurance, large screen and durability |
| Best design/value alternative | CMF Phone 2 Pro | Use only with confirmed U.S. price, warranty and carrier support | Hardware value and distinctive design |
| Best refurbished camera value | Pixel 8a or Pixel 9a | Clearance or certified-refurbished pricing only | Pixel photography at a lower cost |
Ranked recommendations
1. Google Pixel 9a — best overall at a genuine sub-$400 price
The Pixel 9a is the strongest recommendation when a sale brings it below the budget. Google lists a $499 starting price, so it is not permanently an under-$400 phone. A 2025 promotion was reported at $400, which made it eligible at the limit. Check the final price carefully because $400 is not less than $400 unless the retailer reaches $399.99 or below.

Google also promises seven years of operating-system, security and Pixel Drop updates: Google’s specifications. Google advertises more than 30 hours of battery life and an Extreme Battery Saver mode: Google’s Pixel 9a announcement.
- Why buy: Consistently strong point-and-shoot photography, clean software, long documented support and a relatively compact size.
- Trade-offs: Wired charging is relatively slow, there is no telephoto camera, and Tensor G4 should not be treated as the fastest gaming chip in this class.
- Best for: Buyers who prioritize camera results and keeping a phone for many years.
The Pixel 9a is sold unlocked and Google lists broad U.S.-relevant 5G support, but confirm the exact model’s bands, VoLTE, eSIM and Wi-Fi-calling compatibility with AT&T, T-Mobile or Verizon: Google’s unlocked configuration.
2. Samsung Galaxy A36 5G — best normal-price purchase
Samsung lists the unlocked 128GB Galaxy A36 5G at $399.99: Samsung’s buying page. That makes it the cleanest choice when the budget is strict and you do not want to wait for a promotion.
Its large AMOLED screen, 5G connectivity and Samsung ecosystem suit mainstream use. Samsung’s stated policy is six generations of Android and six years of security updates, as reported in Tom’s Guide’s A-series coverage.

Confirm the official product page’s IP rating, display protection, storage options and carrier bands for the precise U.S. model before ordering.
3. CMF Phone 2 Pro — promising value, but verify first
The CMF Phone 2 Pro can be attractive around $300 because of its design, display and hardware value. However, reliable official November 2025 U.S. pricing and support details were not established. Treat it as a candidate, not a guaranteed recommendation.
- Confirm that the seller is authorized and that the phone is a U.S. model.
- Check AT&T, T-Mobile and Verizon bands, VoLTE, eSIM, NFC, Wi-Fi calling and warranty coverage.
- Do not substitute an international listing simply because its dollar conversion is below $400.
Secondary coverage identified it as a strong sub-$400 contender: Tech Unboxed’s comparison.
4. Motorola Moto G Power (2025) — choose it for endurance and toughness
The Moto G Power (2025) is sensible for buyers who value battery endurance, a large display and ruggedness more than camera processing or long-term updates. Verify the exact U.S. configuration and November price because the available evidence does not establish one permanent price.

- Please note, this device does not support E-SIM; This 4G model is compatible with all GSM networks worldwide outside of the U.S. In the US, ONLY compatible with T-Mobile and their MVNO's (Metro and Standup). It will NOT work with other CDMA carriers, and it is also not compatible with their MVNO (Visible, Xfinity Mobile, US Mobile, Cricket Wireless, etc).
- Compatibility with certain third-party devices and accessibility accessories, including some hearing aids, may vary depending on manufacturer support, Bluetooth protocols, software compatibility, and regional firmware limitations. For additional hearing aid compatibility information, please refer to Samsung’s official support documentation.

- Strengths: Large battery, durable-oriented design and low purchase cost.
- Weaknesses: Camera processing, sustained performance and Motorola’s budget update outlook are less compelling than Google’s or Samsung’s.
- Best for: A shorter ownership cycle, outdoor use or minimizing spending.
Battery capacity alone does not prove longer runtime; look for independent endurance testing and check whether a charger is included.
5. Samsung Galaxy A56 5G — buy only on a documented sale
The A56 is not a regular under-$400 phone. Samsung’s September 2025 U.S. MSRP list shows $499.99 for 128GB and $549.99 for 256GB: Samsung’s MSRP file. A 2025 promotion was reported at $374: Tom’s Guide deal report.
If a verified November promotion places a new, unlocked A56 below $400 and the price is close to the Pixel 9a, choose based on interface and ecosystem preference. Otherwise, it belongs in a stretch-or-sale section, not the core list.
6. Pixel 8a — clearance or certified refurbishment only
A Pixel 8a can be an excellent camera alternative when clearance or certified-refurbished pricing is substantially below $400. It is older than the Pixel 9a, so its remaining support period is shorter. Require a battery-health disclosure, return period, meaningful warranty, carrier-unlocked status and confirmation that every camera, biometric sensor and port works.

7. OnePlus Nord N30 5G — only at a deep discount
The Nord N30 offers 50W charging, a 120Hz LCD and microSD support, but it is an older platform with a limited update runway. Its support record has been criticized in budget-phone coverage: Tom’s Guide. Consider it only when fast charging and expandable storage outweigh software longevity.
How the phones differ in the features that matter
| Phone | Software support | Camera position | Charging/storage notes | Price status |
|---|---|---|---|---|
| Pixel 9a | Seven years of OS, security and Pixel Drops, per Google | Best point-and-shoot choice for most buyers; no telephoto | Battery strength, relatively slow wired charging; configuration-dependent storage | Sale-dependent below $400 |
| Galaxy A36 5G | Six Android generations and six years of security updates, per Samsung policy | Good in ordinary light; weaker in difficult low light | Large AMOLED; 128GB unlocked model listed at $399.99 | Regular-price eligible |
| Galaxy A56 5G | Same stated six-generation/six-year policy | More balanced A-series camera and display package | 256GB version exceeds the budget at MSRP | Sale-only |
| CMF Phone 2 Pro | Verify exact policy before purchase | Hardware value requires model-specific review | Verify NFC, eSIM, storage and charger | U.S. price not reliably established |
| Moto G Power (2025) | Verify model-specific policy | Secondary to battery and durability | Large battery; confirm charger and storage | Verify November U.S. price |
| Pixel 8a | Older device with fewer years remaining | Strong refurbished/clearance camera value | Check battery wear and storage | Clearance/refurbished only |
| OnePlus Nord N30 | Limited remaining update runway | Older budget-camera platform | 50W charging, 120Hz LCD and microSD | Deep-discount only |
Buying checks before you place the order
Unlocked versus carrier pricing
An unlocked phone lets you change compatible carriers without waiting for bill credits. “Free” carrier phones commonly require a qualifying unlimited plan, trade-in, new line or port-in, and monthly credits for the entire installment term. Label these as an effective carrier price, not a $0 purchase, and calculate the required plan cost.
New versus refurbished
A certified-refurbished Pixel may outperform a new lower-cost phone, but check:
- Battery-health disclosure and replacement policy.
- Return window and warranty length.
- Carrier-unlocked status and U.S. model number.
- Function of cameras, fingerprint or face sensors, speakers, USB-C port and wireless radios.
- Whether the seller is an authorized refurbisher.
Storage and accessories
128GB is generally adequate for ordinary apps, photos and streaming. Choose more storage if you keep large games, offline video or music, extensive 4K footage, or plan to keep the phone for years. Verify whether the box includes a charger; budget separately for a USB-C PD charger, cable, case and screen protector.

Checking a Black Friday price
- Record the retailer, date, storage capacity and whether the item is new, refurbished or carrier locked.
- Compare the unlocked device price, not a financed total or rebate-card value.
- Check whether a coupon, membership or trade-in is required.
- Confirm the return policy, warranty region and expected delivery date.
- Recheck the price on the day you buy; a November 24 deal may expire before November 30.
When spending more or buying refurbished makes sense
A verified sub-$400 Pixel 9a is usually a better long-term value than a cheaper phone with weak update support. A refurbished Pixel 8a or 9a can be superior to a new budget model when the discount is substantial and the seller provides a real warranty and return period. The Galaxy A56 is worth stretching for only when a genuine sale puts it below $400 or close enough to the A36 to justify its more premium hardware.
Do not treat a new iPhone under $400 as a normal retail option. At that price, expect used, refurbished or carrier-credit inventory, with lock status and plan obligations carefully checked.
Bottom line
For a U.S. shopper in November 2025, buy the Google Pixel 9a if an unlocked promotion reaches $399 or less. Buy the Samsung Galaxy A36 5G when you need a new phone at a predictable $399.99 price. Choose the Moto G Power for battery and durability, consider the CMF Phone 2 Pro only after verifying U.S. support, and reserve the A56, Pixel 8a and Nord N30 for clearly documented sale or refurbished situations.
