Samsung reportedly planned cuts of up to 30% in some overseas divisions—not its entire workforce

Samsung’s reported 2024 plan covered selected overseas functions: about 15% of sales and marketing roles and up to 30% of administrative roles. It was not a confirmed 30% cut to the company’s entire workforce.

Samsung was not reported to be eliminating 30% of its worldwide jobs. A September 11, 2024 Reuters report said the company instructed some overseas subsidiaries to target approximately 15% reductions in sales and marketing staff and up to 30% in administrative roles. The instructions reportedly covered operations in the Americas, Europe, Asia and Africa, with implementation expected by the end of 2024. Samsung described the moves as routine workforce adjustments intended to improve efficiency.

What the September 2024 report actually said

Reuters, citing three people with direct knowledge and six others familiar with the plans, reported that Samsung Electronics had directed selected overseas subsidiaries to reduce headcount in specific job categories:

  • Approximately 15% of sales and marketing staff.
  • Up to 30% of administrative staff.

The report referred to some divisions and overseas operations, not every Samsung employee or every country. The targets were reportedly intended to be completed by the end of 2024. Coverage identified the Americas, Europe, Asia and Africa as regions where the instructions were expected to apply. The original report is available through Indian Express’ reproduction of the Reuters report; geographic and timing details were also reported by The Economic Times.

“Up to 30%” is a ceiling for an administrative category in some divisions. It is not a confirmed average, and it does not mean that every subsidiary or department was assigned the same percentage.

Was Samsung cutting 30% of its global workforce?

No available evidence supports that interpretation. The report did not describe a company-wide reduction, did not provide a complete job-loss total and did not say that Samsung’s South Korean headquarters workforce faced the same targets.

Samsung Electronics reported 267,860 employees worldwide at the end of 2023. A hypothetical 30% reduction across that entire base would be about 80,000 positions, but Reuters did not report a cut on that scale. The reported percentages applied to selected overseas functions, with a different denominator in each affected subsidiary.

The most accurate shorthand is therefore: Samsung reportedly targeted up to 30% reductions in administrative staff in some overseas divisions, alongside roughly 15% reductions in sales and marketing roles.

What Samsung said publicly

Samsung characterized the changes as routine workforce adjustments at some overseas operations designed to improve efficiency. The company did not publicly disclose the total number of affected employees, a complete list of countries or subsidiaries, or a division-by-division schedule. Its statement was not a formal announcement of a uniform global layoff program. The company’s response is included in the Reuters-based report.

Why the reductions were being discussed

The report appeared amid pressure across several Samsung businesses:

  • Samsung’s semiconductor operations were struggling to match rivals in some high-end memory products used for artificial-intelligence systems.
  • The company had replaced the head of its semiconductor division in May 2024 amid what Reuters described as a chip crisis.
  • Smartphone, personal-computer and other consumer-electronics markets faced weak or uneven demand and intense competition.
  • Investors were scrutinizing Samsung’s position against SK Hynix and other competitors in memory and AI-related products.

These conditions explain why management might seek to consolidate regional support functions, remove duplicated roles or redirect spending. They are business context, not proof that any one factor caused every individual reduction. The available reporting also does not establish that the semiconductor division itself received the 30% administrative target.

How Samsung’s reported headcount changed afterward

Samsung’s 2026 Sustainability Report shows a declining employee count, but the tables do not identify which changes came from layoffs, normal attrition, retirements, transfers, hiring decisions or unfilled vacancies.

Across 2023 to 2025, total reported employment fell by 8,711, while employees outside Korea fell by 12,519. Those are changes in reported headcount, not a published tally of the 2024 instruction. They cannot show whether a particular subsidiary reached a 30% target or distinguish voluntary departures from involuntary terminations. Samsung also publishes employee-status information in its digital facts-and-figures library.

What remains unknown about the 2024 plan

  • The exact number of jobs affected.
  • The full list of countries, subsidiaries and business units.
  • The percentage applied in each location and whether every target was mandatory.
  • How many departures were layoffs versus attrition, transfers, redeployment, voluntary exits or vacant positions left unfilled.
  • Whether all reported targets were completed by the end of 2024.
  • Whether later U.S. workforce actions were connected to the 2024 instructions.

Later development: Samsung Electronics America’s 2026 headquarters move

A separate U.S. event occurred in 2026 and should not be used to rewrite the 2024 story. Samsung Electronics America planned to move its headquarters from Englewood Cliffs, New Jersey, to Texas by the end of 2026. A New Jersey WARN notice identified 739 affected positions at that site.

Channel NewsAsia’s report said Samsung offered most affected employees relocation opportunities and disputed describing the changes simply as layoffs. The unit involved consumer products such as displays, phones, televisions and home appliances; the report distinguished it from Samsung’s semiconductor business.

Documents reviewed in related reporting indicated that some U.S. employees were notified on June 30, 2026, of an enterprise-wide reduction-in-force process, with additional Texas cuts or departures discussed. The full national total was not established. Further coverage is available from Investing.com and Tom’s Hardware. These 2026 actions concern a later relocation and U.S.-specific restructuring, not confirmation that Samsung cut 30% of its global workforce in 2024.

Bottom line

The headline needs its qualifiers. On September 11, 2024, Reuters reported planned reductions of roughly 15% in sales and marketing and up to 30% in administrative staff at some overseas Samsung divisions. Samsung called the adjustments routine and efficiency-related. No public source confirms a 30% cut across Samsung Electronics, supplies a complete 2024 layoff count or proves that every named division reached the maximum target.
