Two separate personnel moves reported on July 22, 2025 reshaped the Pacific Northwest technology landscape: former Amazon Web Services CEO Adam Selipsky joined the board of Circle Internet Group, while Microsoft hired Google vice president of engineering Amar Subramanya for its Microsoft AI organization. The developments are historical personnel news, not new August 2026 announcements.

GeekWire reported both moves in a technology roundup that also described Microsoft’s broader recruiting from Google DeepMind.

What happened

Person Move What is established
Adam Selipsky Joined Circle Internet Group’s board Circle is a stablecoin and blockchain-payments company that completed its initial public offering on June 5, 2025.
Amar Subramanya Joined Microsoft AI He moved from Google, where he was a vice president of engineering associated with Gemini. Microsoft listed him as corporate vice president of AI and Microsoft AI.
Philippe Rogge Rejoined Microsoft He became corporate vice president of worldwide public sector, covering governments, educators, defense and intelligence organizations.

Why Adam Selipsky’s Circle board seat matters

His AWS and enterprise background

Selipsky joined AWS in 2005 and held marketing, sales and support leadership roles before becoming chief executive. He left AWS for Tableau in 2016, became Tableau’s CEO, and returned to AWS as CEO in 2021. He departed AWS in June 2024.

That history gives him experience scaling cloud infrastructure, selling technology to large organizations and managing global operations. Those capabilities are relevant to a company moving from private startup to public financial-technology business, although the available report does not state that Circle selected him for a particular product, cloud or artificial-intelligence initiative.

Circle’s business and the limits of the appointment

Circle develops stablecoin technology and blockchain-based payment products. Selipsky joined its board of directors; he did not become an operating executive. The report does not establish his committee assignments, compensation, ownership stake or specific responsibilities.

His appointment can reasonably be viewed as adding public-company, enterprise and infrastructure experience after Circle’s June 2025 IPO. That is analysis based on the two companies’ profiles, not a disclosed explanation from Circle. Any claim that he will direct Circle’s regulatory or product strategy would go beyond the reported facts.

Microsoft’s hire from Google AI

Who Amar Subramanya is

Subramanya spent more than 16 years at Google and was a vice president of engineering associated with the Gemini organization. He holds a Ph.D. from the University of Washington, awarded in 2009, and had an earlier Microsoft connection as a visiting researcher in the mid-2000s.

Microsoft brought him into Microsoft AI with the reported title corporate vice president of AI and Microsoft AI. That title signals a senior leadership role, but the available report does not specify his exact reporting line, team size, compensation or individual product mandate.

His explanation for changing companies

Subramanya described himself as energized by Microsoft’s comparatively low-ego culture and its ambition. That comment offers his personal perspective; it is not evidence that Microsoft is abandoning OpenAI or that Google’s AI strategy has failed.

How large was Microsoft’s AI recruiting push?

GeekWire, citing a Financial Times tally, reported that Microsoft had recruited more than 24 Google DeepMind employees during the six months before July 22, 2025. The figure is a reported media tally, not a company-confirmed Microsoft count.

  • The number refers specifically to employees identified as coming from Google DeepMind, rather than every Google AI hire.
  • The six-month window is relative to the July 22, 2025 report date.
  • The tally does not establish that all recruits were senior researchers, executives or members of one Microsoft team.

The pattern reflects intense competition for people who understand frontier-model research, large-scale computing infrastructure and the process of deploying AI products. It also suggests Microsoft is continuing to deepen internal AI capabilities alongside, rather than necessarily instead of, its existing partnerships.

Philippe Rogge’s separate return to Microsoft

The same roundup reported that Philippe Rogge rejoined Microsoft as corporate vice president of worldwide public sector. His remit includes governments, education, defense and intelligence customers.

Rogge had spent 12 years at Microsoft before leaving in 2022 for Vodafone in Germany. He later took a break from professional work. His earlier background also included Avalara, Razorfish and Mixpo. His return is a separate executive appointment from Subramanya’s AI hire.

What these moves mean for technology and finance

Board-level expertise is moving into financial infrastructure

Circle’s appointment shows how a public stablecoin and payments company can seek directors with experience running globally scaled enterprise technology businesses. A board role provides oversight and advice; it does not by itself indicate a change in Circle’s products, risk controls or regulatory posture.

AI talent remains a strategic asset

Microsoft’s recruitment of Subramanya, together with the reported DeepMind tally, illustrates the premium placed on experienced AI engineering leadership. Recruiting individuals who have worked on major model programs can shorten the path from research to infrastructure and commercial products, but hiring activity alone does not prove a company’s technical performance or future market position.

Do not conflate the stories

Selipsky’s Circle board appointment and Microsoft’s hiring campaign were reported together because they were notable Pacific Northwest technology moves. The available information does not indicate that the appointments were coordinated or connected.

What remains unconfirmed

  • Circle’s precise rationale for adding Selipsky and any committee or advisory assignments.
  • Selipsky’s compensation, equity ownership and time commitment.
  • Subramanya’s exact Microsoft reporting line, responsibilities and employment terms.
  • The methodology and complete employee list behind the Financial Times tally of more than 24 DeepMind recruits.
  • Whether any of the roles were based in Seattle or another specific location.

For readers tracking technology companies as employers, investments or public-market businesses, the dependable takeaway is narrower: Selipsky became a Circle director, Subramanya moved from Google to Microsoft AI, and Microsoft was reported to be recruiting aggressively from Google’s AI talent pool in mid-2025.
