Cisco’s fiscal 2026 outlook is genuinely better than its old mature-networking profile suggests, but the evidence is uneven. Through fiscal third-quarter 2026, Cisco reported $5.3 billion of year-to-date hyperscaler AI-infrastructure orders and lifted its expected full-year AI-infrastructure revenue to $4 billion. Networking revenue grew 25% and total revenue rose 12% year over year. Security, however, was flat in the quarter after declining 4% in fiscal Q2. The investment case therefore rests on converting AI orders into profitable revenue, sustaining network refresh demand and making Splunk a growing subscription and security platform—not on a proven security acceleration today.
Cisco’s fiscal 2026 runs from July 2025 through July 2026. That is the period discussed below; it is not the same as calendar 2026 or Cisco’s fiscal 2027, which begins after July 2026.
The numbers behind the 2026 thesis
Cisco’s latest verified results show a meaningful change in momentum. In fiscal Q3 2026, the company reported $15.8 billion in revenue, up 12% year over year. Networking revenue increased 25%; total product orders rose 35%; networking product orders increased more than 50%; campus-networking orders grew more than 25%; and data-center-switching orders grew more than 40%. Cisco’s reported results and guidance are available in its quarterly-results release and Q3 newsroom announcement.

Orders and revenue should not be treated as interchangeable. A hyperscaler can place an order before equipment ships, is accepted or is deployed. Supply availability, customer schedules, product mix and cancellations can all change the timing of revenue recognition.

What Cisco is actually selling into AI
Cisco is not primarily selling large language models. Its AI opportunity is the network and operational layer required to build and run AI systems:
- High-speed data-center switching and routing.
- Optical connectivity and systems built around Cisco Silicon One.
- AI-factory architectures and infrastructure partnerships.
- Telemetry, application-performance monitoring and observability.
- Secure access, segmentation and threat protection for AI-enabled environments.
- Campus upgrades as enterprises add AI applications, devices and wireless capacity.
Cisco describes Silicon One, AI-native security and its operating systems as part of its positioning for the AI era in its corporate and investor materials. The practical investment question is whether these products win enough deployments, at acceptable margins, to offset slower legacy categories.

Hyperscalers provide proof, while enterprises provide breadth
Hyperscaler demand
The clearest evidence is webscale demand: Cisco reported $5.3 billion of hyperscaler AI-infrastructure orders through fiscal Q3 and expects $9 billion for fiscal 2026. That is large enough to make AI infrastructure material to Cisco’s results rather than a pilot business.
It is also concentrated demand. A small number of very large customers can create lumpy orders, negotiate aggressively and alter deployment schedules. The disclosed order total does not establish customer profitability, recurring demand or market share.

Enterprise and campus demand
Enterprise AI adoption still matters because AI applications increase requirements for bandwidth, segmentation, secure access, wireless density and monitoring. Cisco’s more than 25% campus-order growth in fiscal Q3, alongside a multi-year refresh cycle, supports a broader enterprise case. However, campus orders are not the same as AI orders, and a refresh wave can prove cyclical if customers standardize on lower-cost or more specialized alternatives.
Security and Splunk: valuable strategy, incomplete evidence
Cisco’s strategic pitch is an integrated data layer spanning networking telemetry, threat intelligence, security analytics, observability and secure access. The portfolio includes Secure Access and SASE-related services, firewalls, Talos threat intelligence, Splunk security information and event management, extended detection and response, incident response and products intended to defend AI systems and agents. Reported results require restraint. Security revenue declined 4% in fiscal Q2 and was flat in fiscal Q3, according to Cisco’s Q2 filing and Q3 filing. Cisco cited declines in prior-generation products and a change in Splunk consumption as customers moved from on-premises transactions to cloud subscriptions.
That transition can temporarily depress comparisons while improving recurring economics later, but management must demonstrate the improvement. Useful evidence includes Splunk cloud annual recurring revenue, migration rates, retention, security-product growth, attach rates to Cisco networking customers and total software growth. Cisco reported total software revenue of $5.7 billion in fiscal Q2, up 2%, which is progress but not yet proof of a high-growth subscription engine.

Financial support for the opportunity
Cisco’s fiscal Q3 GAAP earnings per share were $0.85, up 37%, and non-GAAP EPS was $1.06, up 10%. GAAP gross margin was 63.6%, non-GAAP gross margin 66.0%, GAAP operating margin 25.0% and non-GAAP operating margin 34.2%.

The guidance included assumptions about tariffs and then-current trade policy. Cisco also returned $2.9 billion to shareholders in fiscal Q3 through dividends and buybacks. Those cash returns support the mature-company case, but they do not remove the need to fund supply, integration and product investment.
What could invalidate the bull case?
- Orders do not convert on schedule. AI orders may be delayed by deployment, acceptance, supply or customer-budget decisions.
- Hyperscaler concentration rises. Large customers can provide visibility while increasing bargaining power and volatility.
- Margins dilute. AI hardware may carry a different margin profile from software, services and security subscriptions. Watch gross margin as the mix changes.
- Security remains weak. Flat or declining security revenue would challenge the cross-selling thesis.
- Splunk integration disappoints. Cisco must show cloud-subscription expansion and measurable cross-selling, not merely acquisition scale.
- Competition intensifies. Arista, NVIDIA, Broadcom-enabled systems, HPE Networking and Juniper compete in networking; Palo Alto Networks, Fortinet, CrowdStrike, Cloudflare and Zscaler compete across security categories.
- Costs or supply disrupt execution. Components, tariffs, pricing pressure and constrained capacity can offset revenue growth.
- The valuation already assumes success. Even strong execution may produce limited returns if expectations are already too high.
Investor scorecard for the next results
- Compare AI-infrastructure revenue with AI orders; do not calculate a conversion rate unless Cisco provides directly comparable definitions and periods.
- Check how much AI demand comes from hyperscalers versus enterprises.
- Track data-center-switching growth and whether campus-refresh orders remain broad.
- Review security growth both including and excluding Splunk, plus product-level trends.
- Look for Splunk cloud ARR, migration progress, retention and attach rates.
- Monitor software growth, gross margin, inventory and supply commitments as hardware scales.
- Review customer concentration, tariff effects, pricing actions and free-cash-flow conversion.
- Read remaining-performance-obligation trends and any fiscal 2027 guidance.
- Assess whether dividends and buybacks remain sustainable after investment needs.
Bottom line for investors and Cisco buyers
Cisco has a credible fiscal 2026 growth setup. AI networking is now supported by substantial reported orders, stronger data-center and campus demand and a raised $4 billion AI-revenue expectation. The balance sheet and contractual obligations provide financial support.
The strongest evidence is in networking, not security. Security revenue was flat in fiscal Q3 and down in fiscal Q2, so the Splunk-led security and observability thesis remains a transition story. Cisco becomes substantially more compelling if it converts hyperscaler orders into revenue, preserves margins, broadens enterprise demand and produces measurable subscription growth.
