Microsoft’s Power BI price increase is not a new 2026 announcement. Microsoft announced it on November 12, 2024, and applied the higher rates to new and renewing commercial customers from April 1, 2025. As of August 18, 2026, Microsoft’s US pricing page lists Power BI Pro at $14 per user per month and Premium Per User at $24, both on annual billing. The sensible response is usually to audit licenses and model capacity before considering a wholesale migration.
What changed, and when?

Microsoft’s announcement is at its Power BI pricing update. The current public figures are on Microsoft’s pricing page. These are US public annual-billing list prices, not a promise that every customer pays the same amount. Country, currency, taxes, purchasing channel, discounts, Enterprise Agreement terms and partner arrangements can change the invoice.
The increase in real dollars

At list price, the annual effect is linear:

These calculations exclude taxes, negotiated rates, bundles, capacity, support, administration and migration. A 40% rise in the Pro list price does not automatically mean a 40% rise in an organization’s total bill.
First determine who actually needs a paid license
Power BI cost depends on what each person does and where content runs. Inventory these groups separately:

- Report and semantic-model authors.
- People who publish, edit or share content.
- Internal viewers who only consume reports.
- External or customer viewers.
- Users already covered by Microsoft 365 E5 or Office 365 E5.
- Inactive or duplicate accounts.
Microsoft’s licensing guide explains that Pro and Premium Per User can be bought through Microsoft, Microsoft 365 or a partner. Microsoft’s pricing page says Pro is included with Microsoft 365 E5 and Office 365 E5, and describes a $14 add-on that can step eligible Pro or E5 users up to Premium Per User. Verify eligibility in your agreement rather than counting those users as new purchases.
Power BI Desktop is a free authoring application, but publishing and sharing are governed by license and capacity rules. A viewer is not automatically a Pro user, nor is every viewer automatically free.
When capacity can change the arithmetic
Microsoft identifies paid-license-free consumption in specific capacity arrangements, including Power BI Premium capacity at P1 and above and Fabric capacity at F64 and above, with the required sharing and consumption configuration. Microsoft also says a Pro license is required for particular publishing activities in Premium or Fabric capacity. Review the detailed conditions on the pricing and licensing notes before modeling a free-viewer scenario.
Per-user licensing
- Straightforward for small teams.
- Costs rise with every occasional viewer.
- Usually still requires paid authors and publishers.
Fabric capacity
- Can serve a large internal audience from shared capacity.
- Offers reserved and pay-as-you-go options, with the ability to scale or pause.
- Introduces capacity sizing, utilization, performance and governance work.
- Is broader than Power BI, covering data engineering, warehousing, lakehouses, notebooks and other workloads.
New customers cannot simply buy the old Power BI Premium per-capacity product. Microsoft announced that new purchases would end after July 1, 2024, with existing customers moving at renewal toward suitable Fabric capacity arrangements after February 1, 2025. Four buyer scenarios
Small, Microsoft-heavy internal team
Staying is usually rational. The team may already use Excel, Teams, SharePoint, Azure and Entra ID; its staff already know Power Query, DAX and tabular models; and the absolute increase may be smaller than retraining and rebuilding reports. Remove dormant licenses and distinguish authors from viewers before accepting a higher renewal bill.
Large internal viewer population
Model per-user licensing against Fabric capacity. Capacity can become attractive when many people consume a common set of reports, but it is not automatically cheaper. Include capacity administration, utilization, performance headroom and any remaining author licenses.

Customer-facing or embedded analytics
Do not multiply Pro licenses by every customer. Compare application architecture, concurrency and usage using Power BI Embedded, Fabric capacity or a dedicated embedded-analytics product. This work normally requires application-development and identity expertise.
Independent cloud-data organization
If Microsoft 365 is not strategic, the data stack is elsewhere, and procurement wants vendor diversification, run a genuine multi-vendor evaluation. A lower advertised viewer price is not enough: rebuild effort, semantic modeling, security, operations and support determine the result.

- Thousands of viewers but relatively few creators.
- Heavy external distribution or a customer-facing product.
- Limited dependence on Microsoft identity, Teams, Excel and Azure.
- Unpredictable licensing or difficult administration.
- A requirement for a different visualization, search or spreadsheet-style experience.
- Existing investment in another cloud warehouse and governance stack.
Stay cautious if the estate contains hundreds of reports, complex DAX, shared semantic models, row-level or object-level security, gateways, refresh schedules, Power Apps or Power Automate dependencies, or undocumented executive logic. Those assets make migration materially more expensive.

Build a defensible cost comparison
Use four scenarios rather than one competitor quote:
- Current model: count paid Pro and Premium Per User users, capacity, support and administration.
- Optimized Power BI: remove dormant accounts, apply E5 entitlements, separate creators from consumers, and test capacity or Embedded where appropriate.
- Migration: add the new platform’s licenses, report and semantic-model rebuilding, security redesign, training, parallel operation, consulting and engineering.
- Hybrid: retain Power BI for Microsoft-native reporting while using another platform for external analytics or specialized workloads.

Migration cost = licenses + report/model rebuild + data and security redesign + training + parallel run + consulting or engineering

Switch only when projected annual savings over the expected retention period exceed migration cost plus a risk allowance. There is no universal break-even user count because discounts, capacity use, viewer behavior and report complexity vary.
A procurement checklist
- Obtain the actual renewal quote and identify its currency, billing term, discount and agreement type.
- Export license assignments and identify inactive users.
- Mark every user as author, publisher, internal viewer or external viewer.
- Check Microsoft 365 E5 and Office 365 E5 coverage.
- Document workspaces, capacities, refreshes, gateways, security rules and embedded applications.
- Model Fabric capacity with realistic concurrency and workload assumptions.
- Request comparable quotes from alternatives, including viewer, creator, embedded, server, support and implementation charges.
- Price a hybrid option before approving a full migration.
Verdict
Most Microsoft-centric organizations should absorb the increase only after license cleanup and a capacity review. The strongest switching cases are viewer-heavy businesses, externally distributed analytics products and companies with little Microsoft dependency. The 2025 price change alone is not proof that migration will save money; the decision turns on total cost, technical fit and the value of the Power BI estate already built.
