Apple’s headline is real, but often misstated. On May 29, 2025, Apple said its U.S. App Store ecosystem facilitated $406 billion in developer billings and sales during calendar year 2024. That is the estimated gross value of commerce connected to apps on Apple devices—not Apple’s revenue, developers’ income, or a $406 billion addition to U.S. gross domestic product.
The estimate came from Boston University economist Andrey Fradkin and Analysis Group economist Jessica Burley and was published and promoted by Apple. Understanding the categories behind the total is essential to interpreting what the number says about the App Store’s economic importance.

What Apple’s $406 billion figure actually means
Apple used the phrase “developer billings and sales.” In practical terms, the estimate covers transactions that Apple says were facilitated by the App Store ecosystem in the United States during 2024. An app may help a customer discover, order, book, consume or pay for something even when the transaction is completed through a company’s website or another payment system.
That makes the figure a measure of facilitated commerce, not a conventional economic-impact or GDP calculation. It does not show how much Apple collected, how much developers retained, or the net value created after costs and taxes.

What is included in the total?
Apple’s U.S. estimate divides approximately $406 billion into three broad buckets. The components add to about $405 billion because the published figures are rounded.

The report’s more detailed U.S. breakdown lists $146 billion in general retail, $41 billion in travel, $38 billion in food delivery and pickup, $14 billion in grocery, $31 billion in ride hailing and $7 billion in digital payments, alongside the $53 billion digital-goods and $75 billion advertising figures.
Why most of the money was not subject to Apple’s commission
Apple said developers paid no Apple commission on more than 90% of the measured billings and sales. That statement is about the type of transaction, not about developers keeping 90% of the money.

Physical purchases and services—such as a grocery order, hotel booking, restaurant delivery or ride—generally do not use Apple’s in-app purchase billing. In-app advertising also produces revenue from advertisers rather than from users buying digital content through Apple’s payment system. Those categories make up most of the $406 billion total.
“No commission” therefore does not mean no business costs. Developers and merchants may still pay payment processors, advertising expenses, refunds, taxes, logistics, staff and other operating costs. Nor does it mean Apple receives only 10% of all economic activity associated with the ecosystem.
How much does Apple charge on transactions it bills?
Apple’s fee depends on the product, subscription history, developer eligibility, region and contractual terms. It is inaccurate to apply a blanket 30% rate to every App Store transaction.
- Small Business Program: Eligible developers generally receive a 15% commission on paid apps and in-app purchases when proceeds were no more than $1 million in the prior calendar year. Eligibility and associated-account rules apply; details are on Apple’s Small Business Program page.
- Standard terms: Developers outside qualifying programs can face different rates, and subscription economics can change after the subscriber’s first year under applicable terms.
- External payment: Purchases completed outside Apple’s billing system are treated differently from Apple-billed digital purchases.
- European Union: The Digital Markets Act has produced alternative distribution and payment terms, including different fees and potential Core Technology Fee obligations. Apple documents those options on its EU DMA support page.
What changed from 2019 to 2024?
Apple reported that U.S. facilitated billings and sales increased from $142 billion in 2019 to $406 billion in 2024—nearly tripling. It also reported that U.S.-based developers’ earnings more than doubled over that period and that small developers’ earnings rose 76% from 2021 to 2024.

Apple further said physical-goods and services spending more than tripled since 2019, while general retail and grocery spending grew more than fourfold. Travel and food delivery or pickup each exceeded ride-hailing sales by 2024.
These are findings attributed to Apple’s study, not universal measures of every developer’s financial performance. Growth in total transaction value does not establish that every developer became more profitable or that Apple’s fees caused the growth.
What the underlying study measured—and what it does not prove
The economists identified by Apple assembled an estimate using economic and industry data covering the broader App Store ecosystem. The report defines categories, geography and estimation methods, but it is not an audited ledger of every U.S. transaction. Much of the activity is attributed to apps because they facilitate commerce; it is not necessarily paid through Apple or recorded as App Store revenue.

- Developers received $406 billion in proceeds.
- The App Store added $406 billion to U.S. GDP.
- Every dollar would disappear if Apple’s platform were unavailable.
- Apple’s commission structure is economically justified or, conversely, that the platform creates no value.
Apple commissioned, published and publicized the report. That provenance does not invalidate the estimate, but it means the figure should be read as Apple’s interpretation of an economist-led study rather than as an uncontested industry consensus.

The announcement arrived amid litigation and regulatory scrutiny over App Store distribution, commissions and payment rules. In April 2025, a California federal judge found Apple in violation of the 2021 injunction connected to Epic Games’ lawsuit and barred Apple from imposing a commission or fee on purchases made outside an app and from restricting how developers direct users to outside purchasing mechanisms.
Apple described the continuing injunction and related litigation in its 2026 Form 10-Q. The economic statistic therefore had immediate relevance to the debate over whether Apple’s controlled distribution and payment system creates substantial value, even though the timing alone does not prove a particular litigation motive.
The latest figure is larger—but not directly comparable
On June 4, 2026, Apple announced that the global App Store ecosystem facilitated more than $1.4 trillion in developer billings and sales during 2025. Apple said more than $1.1 trillion came from physical goods and services and $151 billion from in-app advertising. It also reported that more than 40 of the world’s top 100 apps included consumer-facing artificial-intelligence capabilities and that apps with such features had four-times greater billing growth, according to Apple’s comparison.
