Visa card payments system outage across the UK and Ireland: what happened on 1 June 2018

The 2018 Visa outage was a partial authorisation-system failure, not a collapse of every UK payment method. Here is what failed, when service returned and what regulators changed.

Visa did suffer a major outage on Friday, 1 June 2018—but it was a partial failure of Visa Europe’s card-authorisation infrastructure, not a shutdown of every card or payment system. Transactions failed across the UK, Ireland and other parts of Europe while banks, retailers and terminals were often still operating. Visa said a rare hardware failure and unsuccessful failover caused the disruption; it found no evidence of unauthorised access.

What customers experienced

Shoppers reported declined chip-and-PIN, contactless, mobile-wallet and online Visa payments. Some retailers switched to cash-only sales, while travellers struggled to pay for food, fuel, transport and other purchases. ATM attempts were also reported during the incident, although Visa said normal ATM use was available once service returned to full capacity.

The symptoms were not uniform. A failed authorisation could look like a terminal fault, an issuer problem or a network outage. Mastercard and other payment methods generally continued to work, though an individual bank, acquirer or merchant could have had a separate failure.

Timeline of the incident

Some news reports called it a roughly six-hour outage, while the Bank of England described a disruption lasting about ten hours. Those figures use different start and end points: the first focuses on the main period of failed authorisations, while the second includes detection, recovery and the return to normal processing. What actually failed?

A card payment involves several layers:

  • Visa’s authorisation system routes a transaction and checks whether it can be approved.
  • The issuer is the bank or other institution that issued the Visa card.
  • The acquirer or processor connects a merchant’s till or online checkout to the card networks.
  • The terminal or checkout captures the customer’s card or wallet details.

The 2018 incident was in Visa Europe’s authorisation-processing infrastructure. Visa said a component in a switch at its primary UK data centre suffered a rare partial hardware failure. The expected automatic failover did not activate normally. The damaged system kept trying to synchronise with the secondary data centre, creating a backlog of messages that slowed processing there too. The result was a resilience failure that spread beyond the original component without taking every payment system offline. Visa’s technical account is published by the UK Parliament: full response.

How extensive was the disruption?

The most precise UK figure is transaction-based, not a count of people. The Bank of England recorded 2.4 million affected attempts out of 27.6 million attempted transactions on UK-issued Visa cards. A later Bank publication referred to 5.2 million Visa transactions in the UK and elsewhere that failed to process correctly. These totals have different geographic and measurement scopes, so neither should be presented as the number of customers affected.

The incident was concentrated in Visa Europe, including the UK and Ireland, and was also reported elsewhere in Europe. It was not evidence that Visa had failed worldwide or that all UK payments had stopped. Was it a cyberattack?

Visa said it had no reason to believe the incident involved unauthorised access or malicious activity. Its later explanation blamed the rare hardware failure, unsuccessful failover and resulting synchronisation backlog. That supports describing the event as an operational and resilience failure, while preserving the qualification that Visa reported no evidence of a cyberattack rather than proving that every malicious possibility was impossible.

What happened to pending payments and charges?

A declined transaction should not have completed, but a retry can create a temporary authorisation hold. Customers could therefore see a pending entry that reduced available spending capacity even though the purchase had failed, or two pending entries after trying again. A pending item may later disappear, reverse or settle, depending on the issuer and merchant record.

Visa said customers should not be charged for Visa transactions that did not complete because of the incident. That was not a universal compensation promise to every customer or business. For a duplicate, incorrect or unresolved entry, the cardholder’s bank—not Visa’s public network—was the practical first contact. Keep receipts and records of failed purchases if a direct loss needs to be investigated.

Why the outage mattered to the UK payments system

The Treasury Committee said roughly one-third of UK spending was processed by Visa at the time, while the Payment Systems Regulator noted that about 97% of UK-issued debit cards were Visa-branded in 2017. Those figures describe Visa’s share of card activity or issuance, not every payment in the economy. They nevertheless show concentration risk: a central network can interrupt thousands of unrelated shops even when their own banks, tills and internet connections are working.

The Treasury Committee published Visa’s response and sought further answers on customer and merchant consequences at its first notice and follow-up.

Regulatory response and communications lessons

The Bank of England required Visa Europe to implement recommendations from an independent review and to appoint PwC to assess progress. It described that step as supervisory action, not an enforcement fine or a finding that Visa had breached a specific rule. Details are in the Bank’s announcement: Bank of England supervisory action.

The Payment Systems Regulator separately found weaknesses in the timeliness, regularity and usefulness of Visa’s crisis communications. Its Specific Direction 9 required crisis-communications rehearsals involving Visa’s members for five consecutive years; that direction expired on 31 May 2024. Practical resilience lessons

For consumers

  • Carry a second payment method and some cash when travelling or during a major outage.
  • After a failed payment, check whether the banking app shows declined, pending, reversed or duplicated entries before retrying repeatedly.
  • Contact the card issuer about an incorrect charge, duplicate or long-running pending authorisation.

For merchants

  • Cash works independently of card authorisation but brings security, change and reconciliation burdens.
  • A second card network, acquirer or terminal can reduce dependence on one route, but a backup using the same processor, internet connection or card scheme may not be genuinely independent.
  • Offline acceptance can defer authorisation, but limits, fraud exposure and chargeback risk depend on the card, merchant category, amount and issuer rules.
  • Bank transfers, payment links and QR methods add channels but still depend on connectivity, customer authentication and the provider’s availability.
  • Manual procedures should record attempted sales, explain the incident and prevent duplicate charges.

Products such as Stripe Terminal (stripe.com/gb/terminal), Square (squareup.com/gb/en), SumUp (sumup.com/en-gb), PayPal Zettle (zettle.com/gb) and Worldpay (worldpay.com/uk) may serve different merchant needs, but a second reader alone does not guarantee network independence or uptime.

The Bottom Line

The 1 June 2018 event was a genuine, large-scale but partial Visa Europe authorisation outage. A rare switch hardware failure, failed failover and message backlog disrupted millions of attempted transactions across the UK and parts of Europe; it did not take down every bank, card network or payment method. Its lasting lesson was that central-network resilience and clear crisis communication matter as much as the reliability of an individual card terminal.
