Reddit CEO Said Microsoft Must Pay to Search Reddit—What That Actually Meant

Reddit's 2024 fight with Microsoft was about crawler access, AI summaries, training and licensing—not charging people to open Reddit in Bing.

Reddit CEO Steve Huffman was not asking Microsoft to charge Bing users to open Reddit. In a July 31, 2024 interview, he said Microsoft, Anthropic and Perplexity should negotiate paid agreements for automated access to Reddit data, including crawling, search presentation, summaries and AI-related use. Reddit had tightened crawler controls after deciding that the old bargain—free crawling in exchange for referral traffic—no longer worked reliably when search engines could answer questions without sending visitors back.

What Huffman said on July 31, 2024

Huffman told The Verge that Microsoft, Anthropic and Perplexity needed licensing or data-use agreements with Reddit. He said Reddit had blocked companies that would not agree to terms controlling how its content could be crawled, displayed, summarized or used for artificial-intelligence systems.

His complaint covered more than ordinary web search. Reddit said Microsoft was using Reddit data for AI training, summarizing Reddit material in Bing and making Reddit data available through the Bing API to other search engines without an agreement. Those were Reddit’s allegations, not a court finding.

Huffman also objected to Microsoft AI chief Mustafa Suleyman’s description of openly published web content as effectively “freeware” for AI purposes. In Reddit’s view, a public page is not automatically free for every commercial reuse, especially when the reuse can replace the visit that traditionally supported the publisher.

Was Microsoft actually blocked from searching Reddit?

The short answer is: Reddit restricted automated crawling, not necessarily a person’s ability to type a Reddit URL into Bing or open it directly.

On June 25, 2024, Reddit announced an updated robots.txt policy and said it would rate-limit or block unknown bots and crawlers. The announcement said the file would give high-level instructions to third parties while Reddit continued managing access through technical controls and agreements. Microsoft head of search Jordi Ribas said Reddit had blocked Bing’s crawler and that the change affected Bing and Bing-powered search engines. Microsoft spokesperson Caitlin Roulston said Microsoft honors directions from websites that do not want content used with generative-AI models. Microsoft declined to comment to The Verge on the broader allegations.

A crawler block affects freshness and coverage. A search engine can still show pages from an older index, links supplied by users, licensed feeds or other retained data, but it may no longer be able to discover new posts or refresh existing copies. Reports at the time said Reddit results remained visible in Google while disappearing from Bing and some other engines. That difference did not prove that Google had exclusive access; Reddit said its content deals were not exclusive.

Four activities that are often confused

The phrase “pay to search Reddit” compresses several different uses of data. They have different technical and commercial consequences.

Activity What it involves Why Reddit treated it as valuable
Search indexing A crawler discovers pages, stores metadata or copies, and returns links for queries. Fresh indexing requires continuing automated access and can generate referral traffic.
Search summaries A system extracts or generates an answer from Reddit posts, potentially satisfying the user without a click. The answer can capture the value of the visit while reducing traffic to the original discussion.
AI training Posts are included in datasets used to train or improve a model. Training can create long-term commercial value that is separate from immediate referrals.
API or bulk licensing A company receives structured or high-volume data under contractual limits. A contract can specify payment, attribution, retention, display, security and permitted reuse.
Scraping outside an agreement Automated collection occurs outside an approved API, license or other permission. It can bypass the controls and terms Reddit uses to govern commercial reuse.

Reddit’s objection therefore was not only about model training. It also concerned how Bing displayed Reddit content and the reported availability of Reddit data through an API. Robots.txt is a machine-readable crawler instruction, not by itself a complete license or a final answer to copyright, contract, privacy or competition-law questions.

Why Reddit wanted payment and control

Reddit’s business argument was that AI-era search changed the economics of publishing:

  • AI systems can extract useful answers from Reddit without sending users back to the discussion.
  • Generated summaries can reduce the click-through that once justified free crawling.
  • Training and retrieval can create commercial value for model and search companies over a much longer period than a single referral.
  • Reddit wanted contractual visibility into how posts were displayed, summarized, retained and redistributed.

Huffman said the traditional exchange—crawl for free and send traffic back—had become unclear because crawling, summarization and model development increasingly overlap. A license can provide controls that a robots.txt file cannot, including audit rights, permitted products, deletion rules, attribution and compensation.

How Google and OpenAI fit into the comparison

Reddit had a data agreement with Google under which Reddit was paid for data appearing in Google results. It had also reached an agreement with OpenAI allowing Reddit data to be used in OpenAI products, including the announced SearchGPT experience. Huffman presented those arrangements as the model Microsoft and other AI-search companies should follow.

The deals were described as nonexclusive. Later reporting said Reddit was discussing a deeper next-stage relationship with Google, potentially combining licensing with integration that brings people into Reddit forums. That suggests Reddit values traffic, user growth and participation as well as a licensing payment; it does not establish that Google received exclusive rights.

Reddit and Microsoft had worked together before

This was a breakdown or renegotiation of an existing relationship, not the first contact between the companies. In December 2017, Reddit and Microsoft announced a partnership covering Reddit-specific Bing results for communities, AMAs and questions, plus Reddit data and API access through Socialgist for Microsoft Power BI business-intelligence tools. The announcement is preserved at Reddit’s newsroom.

The earlier arrangement reflected a cooperative search-and-data model. The 2024 dispute showed how that model was being reconsidered as AI features made data reuse more extensive and potentially less traffic-generating.

What Reddit’s current rules say

As of August 16, 2026, Reddit’s published policies use a permission-based framework rather than treating all public pages as unrestricted data.

Data API Terms

Reddit’s Data API Terms, revised July 20, 2026, say API access is licensed, revocable and limited to approved uses. Commercial use, use beyond rate limits or any use not expressly permitted requires a separate agreement. The terms prohibit using API content to train AI models without the required permission, allow Reddit to charge fees for future API use and require users to follow restrictions imposed by content owners.

User Agreement and scraping

Reddit’s User Agreement, effective July 1, 2026, says automated access, searching or data collection must comply with the agreement, robots.txt or a separate written agreement, and says scraping requires Reddit’s prior written consent.

Who owns a post?

The Data API Terms say user content is owned by users, not Reddit. The User Agreement separately gives Reddit a broad license to use, distribute, syndicate and make submitted content available to partners. Reddit can therefore have contractual rights to distribute or license content without owning every copyright interest in every post. A public post may also remain subject to user-level rights, privacy restrictions and jurisdiction-specific law.

What the dispute means for ordinary users

  • Different search coverage: Google, Bing and AI-search products may show different Reddit pages, freshness and rankings.
  • Older indexes: When fresh crawling is blocked, an engine may retain stale or incomplete copies rather than new posts.
  • Fewer direct visits: A generated answer can quote or paraphrase Reddit while eliminating the click to the thread.
  • Potentially better controls: Licensing can require attribution, limits on retention and clearer handling of deleted or restricted material.
  • Access concentration: If only the largest companies can afford agreements, smaller search engines, researchers, accessibility tools, archives and third-party apps may face a different set of limits.

Reddit said its June 2024 changes were intended not to affect most ordinary users and that good-faith noncommercial actors, including researchers and the Internet Archive, would continue to receive access. That statement concerned Reddit’s stated policy; it did not guarantee identical treatment by every crawler or product.

Why Reddit’s own search business matters

Reddit is no longer discussing search only as traffic supplied by outside engines. In its Q4 2025 shareholder letter, Reddit said it was integrating traditional search with Reddit Answers, its AI-powered search feature, and reported more than 80 million weekly Reddit searchers in that quarter: Q4 2025 shareholder letter.

Reddit’s Q2 2026 results reported 130.3 million daily active uniques, 514.6 million weekly active uniques and $805 million in quarterly revenue: company results release. Those figures help explain why Reddit considers its posts, search behavior and community context a valuable commercial asset rather than merely free web material.

What remains unresolved

  • The public sources covered here do not verify that Microsoft later signed a new Reddit licensing agreement or paid Reddit.
  • They do not establish whether any specific Bing conduct violated a contract or law.
  • They do not resolve how compensation should reach individual contributors whose posts supply the data’s value.
  • They leave open whether future deals will prioritize licensing revenue, referral traffic, user growth, attribution or a combination.

The bottom line

“Microsoft must pay to search Reddit” was shorthand for a larger claim: Reddit wanted commercial search and AI companies to obtain permission—and accept contractual terms—to crawl, display, summarize, redistribute or train on Reddit data. Microsoft said Reddit blocked Bing’s crawler and that Microsoft respected websites’ AI-use instructions; Anthropic said it had already blocked Reddit and followed robots.txt, while Perplexity did not respond to The Verge. The episode marked Reddit’s attempt to replace the old free-crawling-for-traffic bargain with a permission-and-licensing model as search and AI increasingly became the same commercial battleground.
