On March 18, 2025, the Department of Government Enablement–Abu Dhabi announced a multi-year agreement with Microsoft and Core42, a G42 company, to establish a sovereign-cloud environment designed to support more than 11 million daily digital interactions. The project sits inside the emirate’s Digital Strategy 2025–2027, whose targets include 100% sovereign-cloud adoption, full digitisation and automation of government processes, and more than 200 AI-driven solutions.
Those are government targets and reported milestones—not proof that every public decision is already autonomous. The significant development is the combination of sovereign infrastructure, citizen services, employee AI tools and formal data governance.
What Abu Dhabi actually announced
The agreement was signed by the Abu Dhabi Government, represented by the Department of Government Enablement, Microsoft and Core42. The named signatories were Ahmed Tamim Hisham Al Kuttab, Satya Nadella and Peng Xiao. The official announcement describes Core42 as a G42 company specialising in sovereign cloud, AI infrastructure and digital services.
Its stated purpose is to create a shared digital and AI foundation for government entities, improve service-delivery efficiency and support Abu Dhabi’s ambition to become what it calls the world’s first fully AI-native government by 2027. The planned environment is described as capable of processing more than 11 million daily digital interactions. That figure is announced capacity, not evidence that the platform already processes that volume every day.

The announcement is best understood as a Microsoft–Core42 agreement with the Abu Dhabi Government. Calling it simply a Microsoft–G42 cloud deal obscures the operating role assigned specifically to Core42.

How the deal fits the Digital Strategy 2025–2027
The cloud agreement is one component of a broader programme announced on January 21, 2025. Abu Dhabi says the strategy involves AED13 billion (approximately US$3.54 billion) in digital-infrastructure investment through 2025–2027. The stated objectives include:
- 100% sovereign-cloud adoption for government operations;
- digitisation and automation of 100% of government processes;
- a unified digital enterprise-resource-planning platform;
- more than 200 AI-driven solutions;
- AI training and public empowerment through the “AI for All” programme;
- cybersecurity and digital-governance frameworks; and
- cooperation involving G42, the Advanced Technology Research Council and Mohamed bin Zayed University of Artificial Intelligence.
The AED13 billion figure belongs to the overall strategy. It should not be treated as the disclosed value of the Microsoft–Core42 contract; no contract price is provided in the cited announcements.

What “sovereign cloud” means here
A sovereign cloud is intended to let a government use hyperscale cloud capabilities while retaining stronger control over sensitive workloads. The relevant questions include where data is hosted, which laws apply, who can administer systems, how encryption keys are controlled, and whether support personnel or subcontractors can access government environments.

Abu Dhabi says Core42’s Sovereign Public Cloud is powered by Microsoft Azure and enhanced by Core42’s Insight platform for sovereign controls. This combination is presented as a way to preserve data sovereignty while using Azure’s broader cloud and AI capabilities.
However, the public announcement does not publish a complete architecture diagram, data-classification policy, contractual access model or independent security audit. “Sovereign” therefore should not be read automatically as complete local ownership, immunity from foreign legal exposure or the absence of third-party access. A serious procurement review would examine infrastructure location, personnel controls, key ownership, remote administration, telemetry, audit rights and workload portability.
What “AI-native government” is supposed to mean
“AI-native” is a policy and operating-model ambition, not a formal technical certification. In Abu Dhabi’s stated model, it means designing government around integrated data and AI rather than adding isolated automation to legacy processes.
- Proactive services: systems anticipate likely needs instead of waiting for every request.
- Cross-entity orchestration: data and workflows move between agencies under defined permissions.
- Automated routine work: low-risk processing and approvals can be handled faster.
- Decision support: officials receive predictions, summaries and recommendations.
- Personalised assistance: residents and businesses receive contextual, potentially multilingual guidance.
- Human accountability: consequential decisions still require oversight, auditability and routes for correction.
Abu Dhabi’s later description says the goal is to move beyond digitisation toward an ecosystem that learns from interactions and anticipates community needs. That does not mean AI independently sets policy or makes every eligibility decision.

TAMM is the public-facing test
TAMM is the clearest citizen-facing expression of the programme. In the March 2025 announcement, Abu Dhabi reported that TAMM 3.0 reduced offline customer visits by 90% and made more than 73% of transactions instantaneous. These are official government figures; the cited material does not publish the baseline period, definition of “instantaneous,” error rates or an independent assessment.
A later government announcement says TAMM offers more than 1,150 public and private services through one platform and uses Microsoft technologies including Dynamics 365, Power BI and Azure. Its significance is not just a redesigned website. TAMM is being positioned as a unified service layer for transactions, personalisation and increasingly predictive or AI-assisted interactions.
Planned TAMM 4.0 capabilities include intelligent orchestration, predictive service delivery, contextual multilingual assistance and AI-supported routine approvals. The practical test will be whether those features improve completion rates and access without making it harder to reach a person, correct inaccurate records or appeal an outcome.
Evidence that implementation moved beyond the announcement
On September 30, 2025, Abu Dhabi reported more than 100 AI use cases in production across over 40 government entities. It also said more than 95% of its 30,000-plus employees had completed AI training and that Chief Data and AI Officer roles had been established across government entities.

Those milestones suggest organisational adoption, not merely infrastructure procurement. They also remain self-reported outcomes. The cited update does not provide independent measures of accuracy, cost per transaction, user satisfaction, bias, availability or financial return.

The initiative covers civil servants as well as residents. On July 6, 2026, Abu Dhabi said Microsoft 365 Copilot had been deployed to 26,000 civil servants across 27 entities. This builds on 9,000 existing licences, bringing the announced total to 35,000.
The stated uses include document processing, handling constituent queries and policy analysis. The Frontier Employee Programme also includes an AI Factory intended to scale use cases and agents, alongside Microsoft security technologies such as Sentinel and Defender.
This creates four distinct layers that should not be conflated:

- Employee AI: Copilot, search, drafting and workflow support.
- Infrastructure AI: sovereign cloud, data platforms and compute.
- Governance: permissions, security, oversight, training and accountability.

Potential benefits—and the trade-offs

A unified platform can reduce duplication, but it can also concentrate risk. An outage, identity-policy error or cyberattack could affect multiple services at once. AI systems may amplify poor-quality records, produce incorrect summaries, drift as models change or perform unevenly across Arabic dialects and accessibility needs.
Automation also raises accountability questions. Citizens should be able to understand why a recommendation or service was triggered, identify whether a human or AI made a decision, correct inaccurate data and request human review. The public announcements refer to human oversight, but do not publish a complete catalogue of automatable decisions or appeal procedures.
Questions for technology and procurement leaders
- Which workloads and data classes are permitted on the sovereign cloud?
- Who controls encryption keys and privileged access?
- Can applications, data and AI agents move to another provider?
- How are model changes tested, approved and rolled back?
- What audit evidence supports reported service improvements?
- How are Arabic-language accuracy, bias and accessibility measured?
- What human-review and appeal paths apply to high-impact decisions?
- How are outages, compromised identities and cross-agency permission failures contained?
- Who owns prompts, models, derived data and government records?
- How will long-term pricing and vendor dependence be managed?
What the partnership means now
Abu Dhabi has established a substantial government AI-modernisation programme with a sovereign-cloud foundation, a visible citizen platform, employee productivity deployment and formal data leadership. The 2025 agreement created the infrastructure and operating framework; the 2025 and 2026 updates provide evidence of continuing rollout.
The claim of becoming the world’s first fully AI-native government by 2027 remains Abu Dhabi’s target. Whether it succeeds should be judged not by the number of licences or labelled use cases alone, but by independently measured service outcomes, safety, transparency, resilience, inclusion and public accountability.
