The relevant smartphone classification, HTSUS 8517.13.00, was later listed with a 0% reciprocal tariff rate in a White House schedule. That protected Galaxy phones from one specific import-cost increase; it did not make them permanently tariff-free or guarantee that Samsung’s next model will cost the same.
The original “won’t cost more” conclusion was therefore reasonable for the policy moment reported on April 13, 2025, but it should not be read as a Samsung promise or a prediction covering every future Galaxy product.
What happened to the U.S. tariff proposal?
In April 2025, the United States announced a broad reciprocal-tariff regime. Smartphones and several related consumer-electronics categories were excluded from the new reciprocal rates. The White House described the covered exclusions in its tariff modification action: the April 2025 tariff modification.
That changed the immediate calculation for Samsung. If covered phones had been subject to the newly announced country-specific rates, importing them would have created a substantial additional cost. Once smartphones were excluded, Samsung no longer had that particular tariff-driven reason to increase U.S. Galaxy prices immediately.

The exclusion was a U.S. policy decision, not an announcement that Samsung would hold prices indefinitely. Tariff schedules and executive actions can change, and Samsung can change prices for many reasons unrelated to tariffs.
Why Galaxy phones were exposed
A tariff is generally paid by the importer or importer of record. The resulting cost can be absorbed by Samsung, shared with distributors and retailers, reflected in a higher price, or reduced through changes to sourcing and inventory.
The April 2025 coverage identified Vietnam as a major Samsung phone-production and export location relevant to the U.S. market, with India as another possible sourcing location. It cited then-announced rates of 46% for Vietnam and 26% for India: the original April 13, 2025 report. Those figures described the policy framework at that time; they do not mean every Galaxy model had the same exposure.
Samsung could have responded to a duty by raising U.S. list prices, accepting lower margins, changing suppliers or assembly locations, adjusting launch timing, or negotiating with channel partners. A tariff would not automatically have produced an identical percentage increase at checkout.

What the smartphone exemption covered
The relevant U.S. customs classification is HTSUS 8517.13.00, smartphones for cellular or other wireless networks. A later White House tariff schedule listed that heading with a 0% reciprocal tariff rate: Schedule 2.
The same materials identified other technology categories, including certain networking equipment and semiconductor storage products. Classification matters because customs treatment follows the legal tariff heading for the imported item, not simply the brand name or the fact that a product belongs to the Galaxy family.

Why “exempt” does not mean completely tariff-free
The exemption removed the new reciprocal-tariff treatment for covered smartphones. It did not necessarily remove every other customs charge. The underlying White House order stated that its rates were generally additional to other applicable duties, fees, taxes, exactions, or charges unless an exception applied: the reciprocal-tariff order.

- Ordinary customs duties or fees may still apply.
- Other country-specific duties or trade remedies may apply where legally relevant.
- A later tariff action could change the treatment.
- Accessories and components may fall under different tariff headings.
Country of origin also requires care. Assembly in Vietnam, for example, does not mean every component was made there. U.S. customs origin is a technical legal determination, and Samsung’s production and export arrangements can vary by model, batch, and destination.
Could Samsung still raise the price of the next Galaxy?
Yes. Avoiding one tariff does not freeze Samsung’s retail pricing. A future Galaxy phone could cost more because of:
- memory, display, processor, camera, or other component costs;
- freight, insurance, and distribution expenses;
- currency movements and Samsung’s exchange-rate assumptions;
- storage-tier changes or a more expensive product position;
- new trade restrictions affecting a different product or component;
- retailer promotions, inventory timing, or changes to trade-in economics.
Even a tariff that applied would be calculated on the relevant customs value, not automatically on the phone’s full U.S. retail price. A 46% duty on customs value therefore would not necessarily make a Galaxy phone 46% more expensive in stores. Samsung and its partners could absorb part of the cost, spread it through the supply chain, delay a change, or alter sourcing.
What about watches, tablets, earbuds and chargers?
Do not assume that the smartphone exclusion extends to the entire Galaxy ecosystem. A Galaxy Watch, tablet, Buds case, charger, laptop, replacement part, or other accessory can use a different HTSUS classification and may receive different treatment. Each product requires separate verification based on its classification, origin, and the tariff program in effect when it is imported.

What this means for imported and refurbished phones
A tariff exemption does not turn an overseas model into an ideal U.S. purchase. An imported phone may have different cellular-band support, software features, warranty coverage, or activation restrictions. Shipping, customs handling, taxes, and return costs can erase an apparent overseas saving.
Retail prices can also reflect when a retailer bought its inventory. A store may still be selling units imported under an earlier cost structure, while a later shipment has different costs. Refurbished devices likewise have their own grading, warranty, and return terms that are separate from the tariff treatment of a new phone.

- Identify the exact model. Check the model number, storage tier, and whether it is a U.S. unlocked version.
- Compare the real price. Separate the unlocked list price from an instant discount, trade-in credit, carrier bill credit, and monthly installment amount.
- Read promotion conditions. Verify trade-in eligibility, device condition requirements, qualifying plans, activation rules, and how long bill credits continue.
- Confirm support. Check U.S. warranty coverage, carrier compatibility, eSIM or band support, and the seller’s return policy before buying an imported model.
- Use official launch information. For current prices and promotions, check Samsung’s U.S. pages for Galaxy phones, mobile products, trade-in terms, and financing.
- Do not buy solely on tariff speculation. If you need a phone and the current price and promotion are attractive, the exemption does not make waiting automatically cheaper.
Carrier offers can reduce the amount paid through financing and bill credits, but they commonly require a qualifying plan, trade-in, activation, and continued service. Compare the total obligation with Samsung’s unlocked price rather than comparing monthly payments alone.
The precise takeaway
The April 2025 exemption reduced the risk of an immediate, tariff-driven Galaxy price increase in the United States. It did not guarantee unchanged prices, cover every Galaxy product, eliminate all duties and fees, or bind Samsung to a future launch price. The durable conclusion is narrower and more useful: smartphones were spared that specific reciprocal tariff, while future Galaxy prices remain subject to policy changes, product classification, supply-chain costs, and Samsung’s own pricing decisions.
