The company’s “open chiplet” move came later: on October 22, 2025, Tenstorrent announced the Open Chiplet Atlas (OCA), a broader architecture and ecosystem effort. The acquisition is an execution move; OCA is the larger bet on how independently designed chiplets could work together.
The two announcements—and what changed
These events are related but not simultaneous. Tenstorrent first announced a licensing relationship with Blue Cheetah on February 6, 2024, for D2D interconnect IP aimed at AI and RISC-V chiplet products. On July 1, 2025, Tenstorrent announced that it had acquired Blue Cheetah Analog Design. On October 22, 2025, it announced the Open Chiplet Atlas ecosystem and said a draft v0.7 of the OCA Architecture specification was available for public review.

The acquisition announcement does not disclose a purchase price, transaction structure, employee count, revenue, valuation, transferred customer contracts or whether every existing Blue Cheetah customer and license moved to Tenstorrent.
What Tenstorrent acquired
Blue Cheetah is an analog and mixed-signal semiconductor IP company, not a software-only consultancy or a ready-made chiplet marketplace. Tenstorrent described its engineers as having expertise in D2D links, PHY design, link-layer interfaces, DDR, SerDes, circuit design and design automation. Its BlueLynx interconnect subsystem was described as supporting both OCP Bunch of Wires (BoW) and Universal Chiplet Interconnect Express (UCIe) interfaces. Tenstorrent’s acquisition announcement is the source for those descriptions.

Why the analog side matters
A chiplet system is not assembled from digital logic alone. The physical connection between dies needs circuitry that drives and receives signals, handles timing and electrical variation, and meets the limits imposed by a package and a manufacturing process.
- PHY: physical-layer circuitry for transmitting, receiving, timing and electrically conditioning signals.
- Link layer: logic that manages communication above the electrical interface, including reliability functions defined by the selected interface.
- SerDes: serializer/deserializer circuits that move parallel data over high-speed serial paths.
- DDR and memory interfaces: timing-sensitive mixed-signal blocks with their own signal-integrity and training requirements.
- Package and process integration: bump arrangement, die spacing, package losses, power targets, process node and physical geometry all affect whether a link works as intended.
Owning this expertise could give Tenstorrent more control over latency, power, signal integrity and customization, and could reduce the handoffs involved in integrating an external PHY. Those are strategic possibilities, not published measurements showing that a particular Tenstorrent product became faster, cheaper or lower-power.
From licensed IP to an internal capability
In its February 6, 2024 announcement, Tenstorrent said it had selected Blue Cheetah’s D2D interconnect IP for AI and RISC-V solutions. Blue Cheetah said the IP was available across 4 nm, 5 nm, 7 nm, 12 nm and 16 nm process technologies. That historical process list indicates the range claimed at the time; it is not proof that every block remains available today or that every process option fits every package.
The later acquisition shows a progression from supplier relationship to in-house capability. The public announcements do not explain the negotiations or say that the license directly caused the purchase. They do show why the teams were strategically adjacent: Tenstorrent needed chiplet connectivity, while Blue Cheetah specialized in the difficult analog and physical implementation underneath it. Chiplets in practical terms
A chiplet is a separate silicon die used inside a larger packaged system. Instead of putting CPU cores, AI engines, I/O, memory controllers, cache, security or networking on one monolithic die, a designer can combine specialized dies.
That modular approach can enable reuse, product variants, different process technologies and potentially better yield economics for some designs. It also introduces package and assembly complexity, D2D latency and power, thermal constraints, validation work, supply-chain coordination and software-integration challenges. Chiplets are not automatically cheaper or faster; the result depends on package technology, die size, volume, workload and system architecture.
What Open Chiplet Atlas (OCA) is
Tenstorrent describes OCA as an ISA- and IP-neutral, royalty-free, community-driven architecture intended to support interoperability across five layers:
- Physical
- Transport
- Protocol
- System
- Software
The company also describes three ecosystem pillars:

- Architecture: the interoperability specification.
- Harness: an open-source, reusable framework for non-application logic surrounding a chiplet.
- Compliance: pre-silicon and post-silicon validation, including a “Golden Chiplet” and community plugfests.
At launch, Tenstorrent said draft v0.7 was available for public review at OpenChipletAtlas.org. A public draft is not the same thing as a ratified standard, a reference implementation, a certification program or a functioning multi-vendor marketplace. The launch announcement describes intended mechanisms; it does not, by itself, prove production interoperability.
OCA versus UCIe and OCP BoW
These names should not be treated as interchangeable. Their scope differs, and the exact boundary depends on the specification version and implementation.

Blue Cheetah’s BlueLynx support for both BoW and UCIe suggests Tenstorrent is not limiting its implementation strategy to one physical or link technology. OCA is presented as a broader system framework that reaches into software and compliance. It should therefore be viewed as potentially complementary to UCIe or BoW, not automatically as a replacement for either.
Why Tenstorrent wants an open ecosystem
Tenstorrent’s argument is that AI and custom silicon need modular hardware without forcing every customer into one supplier’s closed stack. It says OCA should allow heterogeneous chiplets from multiple vendors to work together, without licensing fees at any layer, and positions its RISC-V CPUs, AI cores and system IP as components of a wider platform. Those are company claims, described in its OCA announcement and open-hardware overview, rather than independently demonstrated market outcomes.

At the October 2025 launch, Tenstorrent said more than 50 partners were involved, including semiconductor companies, foundries, research organizations and academics. “Partner” or “participant” does not necessarily mean a shipping customer, a certified implementation or a product that has passed full-system interoperability testing.
The openness test
For customers and investors, the important question is not whether a document is labeled open. It is whether the ecosystem reduces real integration risk.
- Technical completeness: Does OCA define reset, discovery, coherency, security, boot, firmware, power management and system integration, or mainly interfaces?
- Implementation availability: Are usable RTL, verification environments, physical-design collateral and test fixtures available?
- Process and package coverage: Can implementations span foundries, nodes, package types, bump pitches and signaling schemes?
- Compliance rigor: Are tests mandatory, repeatable and published, with independent labs or plugfests?
- Governance: Who controls revisions, resolves disputes and accepts contributions?
- Licensing: Does royalty-free cover only the specification, or also reference designs, tools, compliance services and commercial support?
- Independent adoption: Are non-Tenstorrent vendors producing compatible silicon?
- Software and security: Can firmware, operating systems and runtimes discover, authenticate, isolate and update third-party chiplets?
Technical compatibility is also not economic compatibility. Two dies may speak the same interface yet require incompatible packaging, power delivery, process rules, warranties or lifecycle support.

Bringing Blue Cheetah’s engineers inside could shorten design iterations, improve control over PHY and analog integration, and allow socket-specific optimization instead of relying entirely on an outside supplier. It may also help Tenstorrent turn parts of the OCA concept into practical implementation collateral. None of those potential benefits establishes that a named product has taped out or changed schedule because of the deal.

The neutrality question
The same transaction creates a legitimate governance question. Tenstorrent is acquiring a key interconnect-IP supplier, building its own CPUs and AI hardware, and leading an initiative advertised as vendor-neutral. That does not demonstrate improper conduct, but it means credibility will depend on execution.
Signals of a trustworthy ecosystem would include transparent change control, independent participation in governance, clear licensing, equal access to reference designs and compliance tests, published requirements, and evidence that competing vendors can interoperate without hidden dependence on Tenstorrent-specific fabrics, compilers or system IP.
What remains unverified
- Acquisition price, structure and financial terms.
- Blue Cheetah’s standalone revenue, valuation, employee count and customer contracts.
- Which Tenstorrent products use the acquired IP.
- Any measured performance, power, cost or tape-out benefit from the acquisition.
- The number of independent OCA implementations and production chips.
- Whether OCA has a formal independent governing body.
- The specification’s status beyond the draft v0.7 announced in October 2025.
- Any basis for saying OCA will displace UCIe, BoW or other chiplet efforts.
The acquisition is therefore best understood as a capability and execution move. OCA is a much larger ecosystem bet: its success will be determined by independent implementations, rigorous compliance and production silicon—not by the announcement alone.

The available announcements do not establish that. UCIe and BoW are primarily associated with die-to-die interconnect interfaces, while Tenstorrent presents OCA as a broader framework spanning physical, transport, protocol, system and software layers.
Does more than 50 OCA partners mean 50 production implementations?
No. Tenstorrent reported more than 50 partners involved at launch, but that figure does not establish how many have certified designs, shipped silicon or independent interoperable implementations.
