Google, Amazon and the problem with Big Tech’s climate claims

Google and Amazon’s renewable-energy headlines can be technically accurate yet incomplete. Here is how annual matching, hourly carbon-free energy, RECs, AI growth and total emissions fit together.

“100% renewable electricity” can be an accurate accounting result without meaning that every data center ran on renewable power every hour. Amazon reported a 100% renewable-energy match for its global operations in 2025, yet its total footprint rose 16% to 80.85 million metric tons of CO₂e. Google is moving beyond annual matching toward hourly, regional carbon-free-energy matching, but its own explanation says power from a contract is physically mixed on the grid. The central issue is therefore not that every claim is false. It is that a short headline can hide the boundary, timing, certificates and emissions categories behind it.

The claim behind the headline

In corporate reporting, “100% renewable” commonly means annual electricity matching. A company consumes electricity over a year and obtains an equivalent quantity of renewable generation or environmental attributes through projects, contracts or certificates.

For example, a company consuming 1 million MWh could match that amount with renewable generation over the year. The match could still coexist with fossil-generated electricity serving its facility at night or during periods of low wind and solar output. Electricity is mixed on shared grids; certificates transfer environmental attributes, not particular electrons.

Google states that electricity generated under a power-purchase agreement is mixed into the regional supply and is not exclusively connected to a Google data center (Google’s 24/7 explanation). A credible claim therefore needs its location, time period, matching method, certificate type and emissions boundary.

Google’s approach: from annual matching to 24/7 energy

Google’s 2025 Environmental Report covers fiscal 2024 and selected progress from the first half of 2025. It reports more than 8 GW of clean-energy procurement and a 12% reduction in data-center energy emissions in 2024 (Google Sustainability). Those figures describe specific metrics, not necessarily a fall in Google’s total Scope 1–3 emissions.

Google’s stated ambition is carbon-free energy every hour on every grid where it operates by 2030 (Google’s 24/7 framework). Reporting cited by Utility Dive put U.S. hourly matching at 70% in 2024 (Utility Dive).

Hourly matching is more revealing than an annual total because it shows when demand is being met by carbon-free generation and when it is not. Google describes using power-purchase agreements and calculating hourly matching against regional carbon-free energy. The framework still requires judgments about grid boundaries, eligible technologies, certificates, storage losses and the emissions factor used. Google provisionally categorizes biomass as carbon-free while acknowledging concerns about its greenhouse-gas profile.

Google says it seeks “additional” projects—facilities that would not otherwise be built—and regional matching. That can make procurement more consequential than buying a low-cost certificate from an unrelated market, but a contract still does not create a private wire from a wind or solar plant to a data center.

Amazon’s approach: broad matching alongside rising emissions

Amazon’s Climate Pledge targets net-zero carbon emissions across its global operations by 2040 (Amazon Sustainability). Its 2025 sustainability report says global operational electricity was matched with renewable energy for the third consecutive year.

Amazon says its calculation adds renewable generation from projects it enabled to renewable energy in the grids where it operates, then divides the total by global electricity use. It reports 712 renewable-energy projects with 41,670 MW of expected capacity. “Expected capacity” is not the same as electricity already generated, and Amazon says it may obtain renewable-energy attributes elsewhere when same-grid procurement is not feasible (Amazon 2025 Sustainability Report).

The same report gives the clearest illustration of why matching is not the same as decarbonization. Amazon’s total footprint was 65.28 million metric tons of CO₂e in 2023, 69.55 million in 2024 and 80.85 million in 2025—an increase of 16% from 2024 to 2025. Carbon intensity nevertheless fell 38% from 2019. Emissions per unit of revenue or activity can improve while total emissions rise as the business expands.

Why emissions can rise while renewable matching reaches 100%

Demand growth

AI training and inference, streaming, logistics and cloud expansion increase electricity demand. Efficiency per computation does not determine total emissions if the volume of computation grows faster.

Timing and grid location

Solar output is concentrated in daylight and wind varies by hour. A project in another region may support clean generation financially without changing the marginal electricity serving a data center at a particular moment.

Construction and equipment

New data centers, servers, chips, buildings and transmission infrastructure carry embodied emissions that annual electricity matching does not erase.

Scope 3 growth

Purchased goods, capital equipment, transportation, suppliers and other value-chain activities can dominate a technology company’s footprint. Amazon’s report includes substantial Scope 3 categories, so a clean-electricity claim cannot be read as a claim about the whole company.

Rebound effects

More efficient chips, models and facilities can lower emissions per query. Lower costs can also stimulate more queries and larger models, raising total demand. Google has reported major reductions in energy and carbon emissions per AI query, but per-query performance does not settle system-wide emissions (TIME).

AI turns an accounting question into an infrastructure problem

AP, citing government estimates, reported that U.S. data centers used about 4.6% of national electricity in 2024 and could approach three times that share by 2028 (AP News). The climate significance depends on what serves the new load.

  • Is new clean generation built for the demand, or is existing clean power diverted from other customers?
  • Are gas plants or other fossil generation retained or added for reliability?
  • Can transmission, storage and interconnection projects arrive before the data center?
  • Are AI-related loads disclosed separately, or buried in aggregate data-center figures?

A company can reduce the carbon intensity of each computation while adding enough total computation to increase absolute emissions. Causation should be attributed carefully: Amazon’s report demonstrates the increase, but it does not by itself establish that AI was the sole cause.

Certificates, contracts and the accounting battleground

Renewable-energy certificates

A renewable-energy certificate (REC or, more broadly, an environmental-attribute certificate) represents the renewable attributes of generation. A bundled certificate travels with electricity from a project; an unbundled certificate is traded separately from the electricity. Neither routes a specific electron to a customer.

Sixteen U.S. state attorneys general questioned Google, Amazon, Meta and Microsoft about unbundled RECs, arguing that they do not necessarily show physical renewable use or emissions reductions. Those are allegations, not a final legal finding (Utility Dive). Amazon acknowledges using bundled and unbundled RECs and says unbundled use should decline as additional projects come online.

Power-purchase agreements

A physical PPA sets terms for electricity delivery within a market; a virtual PPA is primarily a financial contract tied to a project’s output and certificates. Both can help finance new generation, but neither guarantees that a customer’s load is matched every hour.

Offsets and removals

Offsets finance projects or activities that claim to avoid or remove emissions. Quality varies with additionality, permanence, measurement and leakage. Carbon removal is not interchangeable with avoiding fossil-fuel consumption. Net zero generally permits residual emissions balanced by removals or other accepted mechanisms; it is not the same as zero gross emissions.

Scope 1, 2 and 3: what is being counted?

  • Scope 1: direct emissions from owned or controlled sources.
  • Scope 2: indirect emissions from purchased electricity, steam, heating or cooling.
  • Scope 3: other value-chain emissions, including purchased and capital goods, transportation, travel and use of sold products.

Market-based Scope 2 accounting reflects contractual instruments such as certificates. Location-based Scope 2 reflects the average emissions of the grids where electricity is consumed. A falling market-based number can therefore coexist with a high- or rising-emissions local grid.

Cloud customers also face allocation questions. Google’s published cloud methodology uses measured energy, resource reservations, hourly usage, overhead energy, grid carbon intensity and reallocation of shared services to assign emissions among users (Carbon accounting in the Cloud). Customers should ask whether shared infrastructure is allocated consistently rather than simply excluded.

How to test whether a climate claim is meaningful

  1. Identify the denominator: electricity, revenue, package, query, product or total emissions.
  2. Identify the boundary: a facility, cloud region, operating company, parent group or full value chain.
  3. Determine whether the result is absolute or intensity-based.
  4. Compare market-based and location-based Scope 2 figures.
  5. Check whether matching is annual or hourly.
  6. Check whether procurement is in the same grid region.
  7. Separate operational generation from announced or expected capacity.
  8. List certificate type, location, vintage and retirement status.
  9. Look for independent assurance and methodology changes.
  10. Check for offsets, removals and potential double counting.
  11. Distinguish a current result from a future target.
  12. Ask whether total Scope 1–3 emissions actually fell.

What credible progress looks like

Renewable procurement is not automatically empty. Long-term contracts can finance new wind and solar, support storage and transmission, and improve the economics of emerging clean technologies. Google’s hourly-matching work, Amazon’s project procurement, efficiency programs, storage, electric delivery vehicles and supplier initiatives may all be useful.

The strongest evidence combines additional projects, grid-relevant procurement, time matching, durable contracts, transparent data, independent assurance and falling absolute emissions. Amazon reports more than 52,700 electric delivery vans in 2025 and provides an assurance statement and methodology for its electricity calculation (Amazon 2025 Sustainability Report), but those achievements do not cancel the reported rise in its total footprint.

What customers, investors and regulators should demand next

  • Hourly electricity demand and carbon intensity by grid region.
  • Generation profiles and operating status for contracted projects.
  • Both location-based and market-based Scope 2 emissions.
  • Complete Scope 1–3 totals with consistent year-to-year boundaries.
  • Certificate type, location, vintage and one-time retirement records.
  • Actual generation rather than only expected capacity.
  • Data-center and AI electricity demand where material.
  • Clear disclosure of methodology changes, assurance and allocation of shared cloud services.

Cloud customers can start with workload-specific tools: Google Cloud Carbon Footprint and the AWS Customer Carbon Footprint Tool. These help estimate cloud-use emissions but are not complete Scope 1–3 accounting systems. Enterprise platforms such as Watershed, Persefoni and Normative address broader inventories; pricing and availability are sales-led and should be verified directly. Amazon’s carbon-credit service for eligible organizations, described in its 2025 report, is a residual-emissions option—not a substitute for direct reductions or clean-power procurement.

Verdict

Google and Amazon’s climate claims are not equivalent, and they are not all false. Google’s 24/7 strategy asks a harder hourly question than annual matching; Amazon reports large-scale projects, a 100% annual match and a 2040 target. But Amazon’s 80.85 million-ton footprint and 16% year-on-year increase show why renewable matching cannot stand in for absolute decarbonization. The useful question is always: 100% of what, matched where and when, with which certificates, and alongside what happened to total emissions?
