Microsoft says the goal is clearer ownership, tighter coordination and a Windows platform capable of supporting its “Agentic OS” strategy. That is an organizational plan—not proof that Windows 11 has already become more reliable or that a new Windows product is imminent.
What changed in September 2025?
According to an internal memo reported on September 29, 2025, Microsoft moved the principal Windows client and Windows Server engineering teams back under a common Windows and Devices structure led by Pavan Davuluri. The change partially reverses the arrangement created in 2018, when core Windows engineering was placed closer to Azure while user-facing Windows features and experiences remained in the Windows organization.
The practical result is a shared management center for most Windows operating-system work. It is more accurate to describe this as reunified leadership than as Microsoft merging every Windows team.

Microsoft’s reported rationale is to reduce organizational boundaries, focus client and server engineering on common priorities, and coordinate hardware, systems, cloud and user experiences more closely. The company also linked the structure to its long-term vision of Windows as an “Agentic OS.” Windows Central’s report on the reorganization details the memo and its exceptions.
What “Windows engineering” includes
“Windows engineering” covers several layers that do not all sit in the same reporting line:
- Windows client operating-system development
- Windows Server engineering
- The Windows shell and other user-facing experiences
- Kernel and other low-level platform components
- Virtualization and Linux/WSL foundations
- Storage, networking and security dependencies
- Hardware, drivers and silicon enablement
- Update, validation and servicing systems
The 2025 change primarily unified the main client and server engineering structure. According to the reported memo, teams associated with the kernel, virtualization and Linux foundations remained with Azure Core, while Windows continued to depend on Azure-linked work in areas such as storage, networking and security. That means Windows and Azure remain technically and organizationally interdependent.

Why were the teams split in 2018?
The available public account identifies 2018 as the key dividing line, when Microsoft placed core Windows work closer to Azure and shared platform engineering while keeping user-facing Windows experiences in the Windows organization. That structure separated the operating system’s foundation from much of the visible product experience.

The safest interpretation of the 2025 reversal is that Microsoft wants fewer boundaries between those layers—not that the earlier structure was proven to have caused any particular Windows bug or delay.
Why reunite the teams now?
Clearer ownership
A single Windows leadership chain can make it easier to assign responsibility for work that crosses the operating-system foundation, the shell, hardware support and servicing.

Common client and server priorities
Client PCs and Windows Server still serve different customers, but they share technologies and security concerns. Microsoft says placing their engineering under one organization should help coordinate those investments without making the products identical.
An AI-oriented platform
Microsoft describes an Agentic OS as Windows that can understand context, accept natural-language or voice instructions and complete multi-step actions through applications and system services. That concept is broader than adding a chatbot: it could involve local and cloud models, permissions, identity, security controls and system APIs.
The reorganization is intended to support that direction. It does not demonstrate that a fully agentic Windows operating system already exists. Questions about privacy, consent, telemetry, reliability and how users undo an agent’s mistake remain product-design issues.

What could improve for users and IT departments?
These are plausible outcomes, not verified results of the org-chart change:
- Fewer handoffs between Windows foundations and visible features
- More consistent prioritization of performance, compatibility, reliability and security
- Closer coordination among Windows, hardware, drivers, silicon and AI services
- More coherent support for Windows 365, WSL, virtualization and enterprise management
- Clearer accountability when an update or feature causes a problem
- Faster response to vulnerabilities and servicing issues
Microsoft’s July 2026 Windows engineering update describes an end-to-end process that uses AI-assisted vulnerability discovery, validation, remediation and deployment controls. It also emphasizes compatibility testing, real-world validation, human review, Known Issue Rollback, Autopatch and Intune. Those efforts are consistent with integrated engineering ownership, but Microsoft has not shown that any one improvement was caused solely by the September 2025 reorganization. - A new reporting structure does not automatically remove Windows bugs or update regressions.
- Consolidation can create a larger bureaucracy and concentrate decisions under one leader.
- Azure dependencies mean Windows is not fully self-contained.
- AI priorities could compete with long-requested reliability or interface work.
- Faster releases can increase regressions unless validation remains disciplined.
- Windows users may see no immediate visible change because organizational decisions take time to affect release schedules.
Windows client and Windows Server also retain different customers, release requirements, licensing arrangements, hardware environments and operational needs. Shared leadership does not turn them into one product.

What changed again in 2026?
On March 12, 2026, Microsoft announced that Rajesh Jha would transition out of the Experiences + Devices leadership role, toward retirement, while remaining an adviser. Pavan Davuluri became one of several executive vice presidents reporting directly to CEO Satya Nadella. Microsoft said operating rhythms, decision ownership and the detailed structure would be finalized ahead of fiscal 2027.
This gives Windows leadership a more direct line to the CEO, but it did not announce a new Windows release, a new kernel or specific consumer features. The announcement is documented in Microsoft’s March 12, 2026 leadership update.
How to judge whether the reorganization worked
The meaningful test is performance over several update and product cycles, not the organization chart itself. Useful indicators include:
- Fewer update regressions and faster rollback when problems occur
- Quicker remediation of high-severity vulnerabilities
- Better compatibility with enterprise applications and hardware
- More consistent client/server APIs and documentation
- Less duplicated work between Windows and Azure platform teams
- Stronger Insider feedback and validation loops
- Clearer ownership when a Windows feature depends on an Azure service
- Improved reliability metrics over multiple update cycles
What this means for Microsoft watchers and investors
The reorganization gives Windows a clearer engineering center of gravity and signals that Microsoft considers the operating system important to its AI, security, cloud-PC and device strategy. It may also improve accountability across products that span local PCs, Windows Server, Windows 365 and Azure services.
However, it is not a standalone financial or product catalyst. There is no evidence in the announcements that it guarantees a Windows 12 release, an immediate Windows 11 turnaround or a finished Agentic OS. Investors should look for measurable execution—quality, security response, enterprise adoption and sustained product improvements—rather than treating the personnel structure as proof of results.
Bottom line
Microsoft has brought most Windows client and server engineering back under unified Windows leadership, partially reversing the 2018 split. The move is strategically significant because it could reduce handoffs and support Microsoft’s AI ambitions, but kernel, virtualization, Linux/WSL and other Azure dependencies remain. As of August 18, 2026, the change is best understood as an organizational strategy whose success still has to be demonstrated in Windows quality, security and customer outcomes.
