AI21 Labs co-founder said “we usually win” against OpenAI in enterprise deals—but that was a sales claim, not a proven win rate

AI21 co-founder Yoav Shoham’s 2023 claim that the startup “usually wins” against OpenAI was a sales assertion, not a published win rate. The company’s current Jamba and Maestro strategy makes the enterprise-control argument more concrete, but buyers still need their own evaluation.

On September 5, 2023, AI21 Labs co-founder Yoav Shoham told VentureBeat that AI21 was “primarily an enterprise business” and that, when invited into enterprise competitions, “we usually win.” He said OpenAI was the rival AI21 encountered most often.

That statement describes Shoham’s experience and positioning—not an independently verified win rate. The interview disclosed no sample size, contract data, customer list, time period, or definition of “win.” AI21’s enterprise strategy has also changed since 2023: its public materials now emphasize Jamba open models, 256K-token context, private deployment and Maestro workflows.

What Yoav Shoham actually claimed

The quote came from a VentureBeat interview published after AI21 announced a $155 million funding round involving investors including Google and Nvidia. Shoham, an AI21 co-founder and Stanford University professor emeritus of computer science, said:

  • AI21 was primarily an enterprise company.
  • It generally had to be invited into a customer’s competitive process.
  • When invited, AI21 “usually” won.
  • OpenAI, rather than open-source models or another commercial provider, was usually the competitor on the other side.

Shoham also acknowledged that AI21 sometimes lost before a detailed technical comparison. OpenAI’s brand recognition, the familiar ChatGPT interface and the confidence associated with choosing a famous vendor could outweigh a model-level evaluation.

The interview is at VentureBeat. It does not establish that AI21 had a higher enterprise win rate than OpenAI.

Why AI21 thought it could compete

Shoham’s thesis was that enterprise buyers need dependable systems for defined workflows, not merely an impressive general-purpose chatbot. He pointed to several proposed advantages.

Reliability and predictability

Language models are stochastic: a system can produce an acceptable answer repeatedly and still fail badly on an edge case. In a casual chat that may be annoying; in a legal, financial, medical or operational workflow it can create material risk. Shoham argued that robustness and predictable behavior mattered more than consumer visibility.

Task-specific models and controls

AI21 positioned specialized models and APIs as a way to tune performance for a particular job. A narrower system may be easier to ground in approved documents, constrain with business rules and evaluate against a known test set than a broad assistant.

Grounded enterprise applications

For business use, the model is only one layer. Retrieval-augmented generation (RAG), source citations, access controls and validation determine whether an answer can be trusted. AI21’s argument was that a customer could build a controlled application around models and APIs rather than hand employees an unconstrained chat box.

Where OpenAI had the practical advantage

Shoham did not present the competition as one-sided. He conceded that AI21 was underbranded relative to OpenAI and that some buyers specifically wanted a ChatGPT-like experience.

  • Recognition: ChatGPT gave OpenAI an unusually familiar name for executives and employees.
  • Procurement confidence: A well-known vendor can create a “nobody got fired for choosing IBM” effect, even before technical testing.
  • User experience: AI21’s 2023 offering was not centered on a universal chat interface.
  • Ecosystem: OpenAI’s APIs, tools and developer community reduced the perceived implementation risk.

These admissions make the quote more nuanced. AI21 believed it was strong once evaluated for a specific job; OpenAI often had an advantage in getting selected for evaluation and in winning buyers who wanted a ready-made assistant.

The 2023 product context

The interview reflected AI21’s portfolio at that time, not its complete current product line.

Shoham also distinguished a foundation model from ChatGPT Enterprise, which had just launched. ChatGPT is an application built around a model, while an enterprise buyer may instead need a model, retrieval system, agent layer, deployment controls and governance.

What AI21 sells now

As of August 2026, AI21’s documentation centers on the Jamba family of open models and enterprise orchestration rather than Jurassic-2.

Jamba models and long context

AI21 describes Jamba as using a hybrid Mamba–Transformer architecture for long-context processing. Its model documentation lists these configurations:

AI21 announced Jamba2 3B and Jamba2 Mini on January 8, 2026, under the Apache 2.0 license, describing them as designed for reliability, steerability and efficiency. Maestro and knowledge agents

AI21’s current documentation describes Maestro as a system for creating and deploying knowledge agents for data-intensive business tasks. It combines retrieval-augmented generation, semantic search, web search, self-validation and output correction. Maestro is part of AI21’s later strategy; it was not part of the September 2023 interview.

Deployment choices

AI21 lists AI21-managed usage, managed private deployments, customer-managed environments, cloud marketplaces and self-hosting. Its availability page lists AI21 SaaS, Hugging Face, Google Cloud Model Garden, Microsoft Azure, AWS SageMaker and AWS Bedrock, with model versions differing by platform. AI21 also describes VPC and on-premises options in its deployment materials.

Does the “usually win” claim still hold?

There is no public evidence in the cited material that establishes a general AI21 win-rate advantage. The interview does not say:

  • How many deals were included.
  • Which industries, regions or company sizes were represented.
  • Whether “win” meant passing a technical test, being selected as the final vendor or signing a contract.
  • How often AI21 was invited to compete.
  • Whether AI21 and OpenAI were evaluated as equivalent products.

The underlying thesis remains testable. A model optimized for a narrow, high-value workflow may outperform a general assistant on that workflow, while OpenAI may be preferable for broad capabilities, multimodal features, familiar interfaces and minimal operations work. The result is a customer-specific engineering and procurement question, not a universal scoreboard.

How to define “enterprise-ready”

Buyers should translate the reliability argument into measurable requirements:

  • Accuracy: Correct answers on the organization’s own documents and edge cases.
  • Grounding: Citations that actually support each important claim.
  • Consistency: Acceptable results across repeated runs.
  • Latency: Response times suitable for the workflow.
  • Cost: Token charges plus retrieval, GPU, storage, support and operations.
  • Security: Where data is processed, stored and logged.
  • Deployment: SaaS, private cloud, VPC, on-premises or self-hosted options.
  • Governance: Identity integration, access controls, audit logs and retention settings.
  • Integration: Compatibility with existing data, RAG, observability and identity systems.
  • Support: Production assistance, contractual service levels and implementation help.
  • Fallbacks: Routing to another model or a human reviewer when confidence is low.

AI21’s potential fit—and its trade-offs

When it may deserve a pilot

  • Long-context analysis of internal documents.
  • RAG over large, confidential knowledge bases.
  • Private, VPC or on-premises deployment.
  • Open weights, customization or reduced dependence on one API provider.
  • A specialized workflow rather than a general employee chatbot.
  • Data-residency requirements that make a fully external API unsuitable.

AI21’s Jamba materials make these positioning claims. Validate them against your languages, document formats, compliance obligations and workload volumes.

When a hosted general provider may be better

  • You need a mature, recognizable assistant immediately.
  • Broad multimodal or frontier-model capabilities matter more than self-hosting.
  • Your team wants minimal GPU, scaling and model-operations work.
  • Employees expect a familiar chat interface.
  • Your procurement process already supports OpenAI, Anthropic or a major cloud marketplace.

The cost of open-model control

Downloadable weights can improve privacy, customization and vendor independence. They also transfer responsibility to the customer for GPUs, inference scaling, security patches, evaluations, red-teaming, guardrails, monitoring and uptime. “Open” does not mean the complete application stack or production support is free. A private deployment can replace API fees with infrastructure and engineering costs.

A practical comparison plan

  1. Define three to five production-representative workflows and identify what constitutes a critical failure.
  2. Build a labeled test set from your own documents, including ambiguous, incomplete, multilingual and adversarial examples.
  3. Run AI21, OpenAI, Anthropic and relevant open models with comparable prompts, retrieval and guardrails.
  4. Measure factual accuracy, citation correctness, refusal behavior, latency, cost and failure severity.
  5. Test long documents separately from short prompts; a large context window does not guarantee correct retrieval or reasoning.
  6. Compare hosted, VPC and self-hosted total cost, including engineering and support.
  7. Require human review for high-impact decisions and define escalation paths.
  8. Pin dated model versions. AI21 says aliases can move: jamba-large points to jamba-large-1.7-2025-07, while jamba-mini points to jamba-mini-2-2026-01. Use versioned endpoints when stable behavior matters; see the version guidance.
  9. Repeat the evaluation after upgrades and negotiate data handling, uptime, support, indemnity and exit terms before production.

Pricing and buying notes

AI21’s platform uses token-based billing; third-party cloud services may apply their own charges. New accounts receive a $10 trial credit valid for three months according to AI21’s usage documentation. The available materials do not provide a complete public enterprise price card, so private deployment, support, infrastructure and bulk pricing should be treated as sales-quoted items.

For comparison, OpenAI and Anthropic provide hosted model and enterprise services; Amazon Bedrock, Google Cloud Vertex AI and Microsoft Azure AI Foundry add cloud governance and multi-model procurement; Hugging Face supports downloading and operating open models. Each option changes the balance among breadth, control, integration effort and operational responsibility.

Verdict

Shoham’s 2023 “we usually win” line is useful as a description of AI21’s enterprise sales thesis, not as proof that AI21 beats OpenAI. AI21 argued that reliability, specialization, grounding and deployment control could matter more than brand recognition in a carefully evaluated workflow, while admitting that OpenAI often won on familiarity and chat experience.

In 2026, Jamba, private deployment and Maestro give that thesis a more current product form. The sensible decision is to test both vendors on representative data, pin the model versions and include the full cost of governance and operations. Choose AI21 when control and specialized, long-context workloads justify that work; choose a hosted general-purpose provider when breadth, ecosystem and ease of adoption matter more.
