Tesla scraps its plan for a $25,000 Model 2 EV—what happened and what exists now

Tesla’s reported $25,000 human-driven Model 2 was never confirmed as a retail product. Here is the timeline, Musk’s dispute, the Cybercab distinction and what the 2026 smaller-SUV report really means.

Tesla’s all-new, roughly $25,000 human-driven electric car—usually called “Model 2” by investors and fans—was reported canceled in April 2024. Reuters based that account on three people familiar with the matter and internal company messages. Elon Musk disputed the report, writing, “Reuters is lying (again),” but did not identify a specific error. Tesla has not publicly confirmed a released Model 2 or a verified $25,000 retail offer. As of 2026, later Tesla statements and reporting point to several different, less-defined projects rather than a confirmed revival of that original car.

What Tesla’s Model 2 was supposed to be

“Model 2” was an informal name for a proposed affordable family EV, not a finalized consumer model. Reuters reported that Musk had told investors in January 2024 that production was planned for Tesla’s Texas factory in the second half of 2025. The expected starting price was about $25,000, but that was a target for a planned vehicle—not a confirmed sticker price, orderable product or achieved launch.

The proposed car was intended for a human driver. That matters because Tesla’s later $25,000 discussion centered on an autonomous vehicle with no conventional driving controls.

Why Reuters reported the cancellation

On April 5, 2024, Reuters reported that Tesla had scrapped the affordable-car program. Its account cited three people familiar with the decision and company messages reviewed by Reuters.

The internal message and project codes

Reuters said the decision was communicated at an employee meeting in late February or March. In a March 1 message, a Tesla program manager wrote: “suppliers should halt all further activities related to H422/NV91.” Reuters described H422/NV91 as internal and external codes associated with the affordable-car program.

Tesla’s public response

Musk rejected the Reuters story on X, posting, “Reuters is lying (again).” Reuters said he did not specify which fact was inaccurate. The cited material does not include a detailed Tesla announcement naming Model 2 and formally declaring its cancellation, so the strongest precise description is that Reuters reported the plan had been canceled while Musk disputed that account.

What Tesla announced instead in April 2024

On April 23, Tesla said it would accelerate more affordable models by using its current platforms and manufacturing lines. The investor update warned that this approach could produce “less cost reduction than previously expected,” while allowing the company to grow vehicle volume with less capital spending.

That language was materially less specific than the earlier Model 2 plan. It did not identify a model name, confirm an all-new low-cost platform, establish a $25,000 price or prove that the original H422/NV91 vehicle remained active. The Associated Press reported Musk expected production in the second half of 2025, “if not late this year,” but Tesla provided few particulars.

Is the Cybercab the $25,000 Model 2?

No—not on the evidence available. In October 2024, Musk said a conventional $25,000 car for a human driver was “pointless” and “silly.” He described Tesla’s Cybercab autonomous concept differently: “It will cost … roughly 25K, so it is a 25K car,” adding, “It just won’t have a steering wheel and pedals.”

The Cybercab therefore represents a different use case and configuration. The cited reports do not establish that Tesla renamed the canceled human-driven car Cybercab, nor do they show that a retail Cybercab had launched at that price.

What happened to the expected 2025 launch?

The reported second-half-2025 production date was a plan communicated before the cancellation report, not an achieved milestone. No cited source documents a retail launch of the $25,000 Model 2. Tesla’s later references to affordable vehicles using existing platforms did not restore that schedule or supply a replacement date.

Why would Tesla drop an inexpensive EV?

Reuters placed the reported decision in the context of intense competition from lower-priced Chinese electric-vehicle makers and the difficulty of building entry-level cars profitably. Those are reported market and cost pressures, not a complete explanation confirmed by Tesla. Reuters’ sources did not know all the reasons for the decision.

The same Reuters report said the affordable-car work and robotaxi work shared a small-vehicle platform, with robotaxi development continuing after the reported cancellation. Shared engineering does not establish that the human-driven vehicle became the Cybercab; the products have different operating assumptions and equipment.

What the 2026 smaller-SUV report does—and does not—show

The April 10, 2026 Reuters report reprinted by Kuwait Times described supplier discussions about a different, smaller SUV. It characterized the effort as early-stage. Reuters could not determine whether Tesla had approved production or whether the vehicle would be designed for human driving, autonomy or both.

That report is therefore evidence of a possible new low-cost direction, not confirmation of a Model 2 revival. It supplies no verified launch date, price, production approval or driver-control specification.

What this means if you were budgeting for a $25,000 Tesla

  • Do not treat $25,000 as an available Tesla purchase price. For the original car, it was a reported expectation; for Cybercab, it was Musk’s description of an autonomous concept.
  • Do not assume a 2025 launch date survived. The date was an earlier plan and was not documented as achieved.
  • Separate “more affordable models” from “Model 2.” Tesla’s April 2024 wording referred to a strategy using current platforms and lines, without confirming the original new car.
  • Do not count the 2026 smaller SUV in a purchase plan until Tesla confirms its production, configuration, price and availability.

For personal-finance planning, the practical conclusion is simple: there is no verified Tesla Model 2 transaction to price into a budget. Any comparison with currently sold EVs would require separate, up-to-date information on actual prices, incentives, taxes, charging and insurance.
