Sundar Pichai’s 2025 Testimony in Google’s Search Remedies Trial: What He Told the Court

Pichai called the proposed Google search remedies too broad and warned of risks to data, investment and AI. The court later rejected a Chrome breakup but ordered other measures.

Google CEO Sundar Pichai testified on April 30, 2025, in the remedies phase of the U.S. search-antitrust case against Google. He argued that the Justice Department’s proposals—including a possible Chrome divestiture and requirements to share search data—were too broad and could harm privacy, investment and product development. The court later rejected a Chrome breakup but ordered other competition remedies. The testimony was in 2025; the district-court case has since moved into implementation and appeal.

Which Google case was Pichai testifying in?

Pichai appeared in United States and Plaintiff States v. Google LLC, case No. 1:20-cv-03010-APM, in the U.S. District Court for the District of Columbia, before Judge Amit Mehta. It was the remedies phase of the search case, not the separate federal ad-tech antitrust case filed in 2023. The Justice Department’s case page tracks the search litigation.

In August 2024, Mehta found that Google had unlawfully maintained monopolies in general search services and search text advertising. That liability decision was already in place when the remedies trial began. The 2025 proceeding addressed what the court should order to address the conduct it had found unlawful; it was not a new trial on whether Google violated antitrust law. The government’s account of the resulting remedies is summarized in its September 2, 2025 announcement.

When did Pichai testify?

The remedies trial ran from April 21 through May 9, 2025. Pichai took the stand on April 30, with testimony and cross-examination continuing into early May. Closing arguments were held May 29 and 30. What remedies did the Justice Department seek?

The government sought a combination of structural and behavioral changes. Its proposals were intended to reduce the advantages it said Google gained from control over search distribution, data and related products.

  • Chrome divestiture: Require Google to separate and sell its Chrome browser business.
  • Search-data access: Make specified search data and user-interaction information available to rivals, subject to the remedy’s terms.
  • Search syndication: Require Google to offer eligible competitors search results and search-text advertising services.
  • Distribution restrictions: Limit certain exclusive or otherwise restrictive arrangements that made Google Search or related products the default or preferred option on devices and browsers.

These proposals concerned more than whether a user could manually change a default. The dispute involved contracts, payments and revenue sharing, access to users at scale, and whether default placement helped reinforce Google’s position. Companies such as Apple and Samsung were relevant to the distribution debate. Google argued that users could change defaults and chose its search product because of its quality; the government emphasized the competitive effect of the agreements and the reach they secured. What did Pichai argue?

The proposals were unusually broad

Pichai described the government’s demands as extraordinary and argued that requirements to provide rivals with valuable search assets would go beyond a targeted response to the court’s liability findings. Google characterized some data and licensing obligations as a “de facto” spinoff of Search: a functional separation of important parts of the business even if Google remained the formal owner. That was Google’s description of the proposal, not the court’s conclusion. Bloomberg Law reported his argument.

The distinction matters. A corporate divestiture would transfer ownership of a business such as Chrome. A functional remedy could leave ownership unchanged while requiring access to assets, services or data. Pichai’s “de facto” characterization referred to the latter kind of obligation; it should not be read as a claim that the DOJ’s proposals literally ordered all of Google Search sold.

Data access raised privacy, security and investment concerns

Google argued that sharing search and user-interaction data could expose sensitive information, create security risks and give competitors access to assets built through years of investment. Pichai also warned that the proposed requirements could weaken Google’s ability to invest in search, artificial intelligence and new products. Those were Google’s forecasts and objections, not established findings that the remedies would produce those effects.

The opposing question was whether access could be designed with limits, safeguards and oversight that allow competition without disclosing more information than necessary. The remedies debate therefore turned on practical design as well as the general principle of data sharing: which information, which recipients, for what uses, and with what protections. Chrome’s value was tied to continued engineering

Pichai defended Chrome as a product Google had developed over many years and questioned whether a different owner could sustain its security, privacy, performance and engineering investment. The government’s rationale for seeking divestiture was that control of a widely used browser gave Google an important route to distribute search and gather data, reinforcing its position in search and potentially in newer AI products. The hearing thus put the browser’s role as both a product and a distribution channel at issue. A later overview of testimony on Chrome is available from the Indian Express.

Why did AI matter to the remedy debate?

Both sides treated AI as a reason the remedy mattered, but drew opposite lessons from it.

  • The government’s concern: Google could carry existing advantages in search distribution, data and defaults into AI-powered search and answer products, making it harder for new services to reach users.
  • Google’s response: Competition was changing quickly as services such as ChatGPT, Perplexity and Gemini developed, so remedies built around the existing search market could constrain innovation or become outdated.

Pichai said Gemini would become an important part of Google’s search and distribution strategy, while acknowledging a competitive gap between Gemini and ChatGPT at the time of his testimony. That admission did not establish which company would ultimately lead AI search. It underscored the court’s challenge: address the proven search-market conduct without assuming that one current product or market structure would define the next generation of technology. What did the court ultimately order?

On September 2, 2025, Judge Mehta issued the remedies decision; a final judgment followed on December 5. Google was not ordered to sell Chrome, and the court did not impose the full structural breakup sought by the government. Instead, the judgment included restrictions on certain exclusive distribution arrangements, requirements to make specified search index and user-interaction data available to qualified rivals or potential rivals, and an obligation to offer search and search-text advertising syndication to eligible competitors. The operative scope, eligibility conditions and compliance requirements are set out in the court record linked from the Justice Department’s case page.

Those remedies reflect competing considerations rather than a finding that every government proposal was warranted. Data access and syndication may lower some barriers for competing services, but their practical effect depends on the judgment’s limits and implementation. Distribution restrictions may create more routes to users, while changing the terms under which device makers and browsers negotiate. A Chrome sale might have removed one Google-controlled channel, but would also have raised questions about ownership and continued investment; the court did not order that remedy.

What is the status of the case?

As of August 18, 2026, the district-court remedies were in place, but the dispute was not simply over. The Justice Department’s case page lists joint status reports through July 30, 2026, and Google has announced that it is appealing the search decision and remedies. Compliance and appellate proceedings will shape how the obligations operate; the appeal announcement is available from Google.

For investors and businesses affected by search distribution, the distinction between a remedy on paper and its implementation is important. Device makers, browser companies, search rivals, publishers, advertisers and AI services may be affected through different channels, but the record does not establish in advance how each will benefit or bear costs. The final judgment and subsequent court filings, rather than Pichai’s predictions or the government’s preferred proposal, define the obligations.

Why Pichai’s testimony mattered

Pichai’s testimony put Google’s core defense in clear terms: Search, Chrome, distribution and AI are technically and commercially connected, and remedies that separate or open those parts could carry costs for privacy, security and innovation. The government’s case presented the other side of that integration: the same connections could preserve Google’s advantage and make it harder for rivals to compete.

The court accepted the need for remedies but rejected the proposed Chrome breakup, choosing targeted distribution, data-access and syndication requirements instead. The continuing appeal and implementation process—not the force of either side’s rhetoric at trial—will determine how much those measures change competition.
