ByteDance, TikTok’s parent company, announced on June 7, 2024, that it planned to invest about RM10 billion in artificial-intelligence infrastructure and development in Malaysia. Reuters reported that amount as approximately US$2.13 billion at the exchange rate then. The announcement also described a separate RM1.5 billion plan to expand ByteDance’s data-center facilities at Sedenak Tech Park in Kulai, Johor.
Those figures describe proposed commitments, not proof that the full program has been spent, completed or placed into operation. The public announcement did not provide a final timetable, capacity, job count, technical design or detailed funding structure.
What ByteDance actually announced
Malaysia’s Investment, Trade and Industry Minister Tengku Zafrul Abdul Aziz disclosed the plan after meeting TikTok vice president Helena Lersch. The government-linked account described roughly RM10 billion for artificial-intelligence investment intended to help Malaysia become a regional AI hub. Bernama’s report provides the announcement date and meeting context.
Reuters reported the amount as approximately US$2.13 billion. That dollar figure was a contemporaneous conversion of RM10 billion; a conversion made at a later exchange rate would differ.

The Johor expansion is a separate line item
The minister also said ByteDance intended to spend RM1.5 billion expanding an existing data-center facility at Sedenak Tech Park in Kulai, Johor. The Malaysian Investment Development Authority identifies that location and the planned expansion.
The announcement does not clarify whether the RM1.5 billion is fully additional to the RM10 billion, or whether it is part of the broader AI program. It is therefore inaccurate to present RM11.5 billion as a confirmed total without resolving that accounting relationship.

A ministerial announcement is important evidence of intent, but it is not the same as a binding investment contract, completed financing, construction completion or an operational AI campus. As of the available reporting through August 16, 2026, the cited sources do not verify that the entire RM10 billion program has been deployed.
What “regional AI hub” could mean
The announcement did not specify a model, GPU count, research laboratory or single project design. In practice, a program described this way could include several layers:

- Data processing for recommendation, search, advertising and content-moderation systems.
- Engineering, research and specialist hiring in Malaysia.
These are possible uses, not confirmed components of ByteDance’s Malaysian plan. There is no cited evidence that the site will train a particular large language model or serve as ByteDance’s Southeast Asian headquarters.
Why Johor and Malaysia are competing for this investment
Johor’s Singapore link
Kulai is in Johor, directly north of Singapore. That proximity can support access to regional customers, telecommunications links, suppliers and technical talent while offering a different land and operating-cost profile from Singapore. It does not, by itself, establish the performance or economics of any ByteDance facility.
Malaysia’s national digital strategy
The minister linked the investment to a 2024 government target for the digital economy to reach 22.6% of GDP by 2025. That was a target for a past date, not a current measurement of ByteDance’s impact or proof that Malaysia has achieved regional AI-hub status.
Malaysia continued promoting digital infrastructure after the announcement. MDEC reported RM54.13 billion in approved Malaysia Digital investments in the third quarter of 2025, with projected AI-related employment across the wider ecosystem. These comparisons show Malaysia’s effort to attract hyperscale cloud and AI infrastructure; they do not combine the companies’ spending into one project or guarantee that every announced amount was ultimately deployed.
What the investment could mean for the economy
If delivered, a large data-center and AI program could create construction work and demand for engineers, data scientists, cloud specialists, technicians, power, connectivity, real estate and suppliers. It could also increase Malaysia’s regional computing capacity.
The announcement supplied no ByteDance-specific jobs estimate, tax contribution, electricity requirement or local-spending forecast. MDEC’s broader employment projections cannot fill that gap because they cover Malaysia’s wider digital-investment pipeline.

- Construction or expansion announcements tied to the Sedenak facility.
- Disclosures of power, land, floor space or data-center capacity.
- Malaysia-based hiring specifically linked to AI operations.
- Procurement, construction or infrastructure contracts.
- Proof that AI workloads, rather than only general storage, are operating in Malaysia.
- An updated timetable, revised amount or confirmation from MIDA or Johor authorities.
What the announcement means for businesses
ByteDance’s proposal is a national-scale infrastructure decision, not a retail product that most consumers can buy. Companies evaluating Malaysian AI capacity should verify service availability, data-residency terms, latency, power sourcing and regulatory obligations directly with providers.
Managed alternatives include Google Cloud, Microsoft Azure and Amazon Web Services. Their prices vary by region, instance type, storage, networking, reservations and contract discounts. Organizations considering owned hardware can review NVIDIA’s data-center products. Companies exploring Malaysian investment facilitation can consult MDEC Malaysia Digital. None is a direct substitute for ByteDance’s proposed hyperscale build-out.
Bottom line
ByteDance signaled an intention in June 2024 to deepen its Malaysian infrastructure presence through a roughly RM10 billion AI program, reported at the time as approximately US$2.13 billion, plus a separately described RM1.5 billion Johor data-center expansion.
