PwC Becomes OpenAI’s First ChatGPT Enterprise Reseller: What the 2024 Deal Actually Meant

PwC combined an internal ChatGPT Enterprise rollout with consulting and resale rights in its May 29, 2024 agreement with OpenAI. Here is what was confirmed, what remained undisclosed and how the relationship evolved.

On May 29, 2024, PwC’s U.S. and U.K. firms announced an agreement to deploy ChatGPT Enterprise across their workforces and become OpenAI’s first announced reseller of the product. The arrangement combined an internal software rollout, PwC consulting services and a channel for helping clients buy or deploy OpenAI’s enterprise offering. It did not publish a contract value, reseller margin, seat commitment, exclusivity clause or client price.

The short version

PwC was both a customer and a commercial partner. It planned to provide ChatGPT Enterprise to employees in the United States and United Kingdom, develop internal use cases and use that experience in client engagements. OpenAI designated PwC as its first announced ChatGPT Enterprise reseller, meaning PwC could help other organizations acquire the product as part of a broader relationship.

The announcement did not mean PwC created or operated ChatGPT Enterprise. OpenAI remained the product provider. Nor did it establish that every PwC employee had immediate access or that every proposed use case was in production.

PwC called itself the product’s largest corporate user at the time. That was a company claim, not an independently audited ranking. PwC’s U.S. announcement and its U.K. announcement described access for the two national firms but did not state one definitive combined seat count.

PwC linked the agreement to its separate, previously announced $1 billion, three-year U.S. investment in artificial intelligence. That investment predates the OpenAI agreement; it was not presented as the purchase price for ChatGPT Enterprise.

What “reseller” means—and what it does not tell you

In practical terms, a reseller can help a business obtain a vendor’s product and may package that product with consulting, implementation or support. PwC’s announcement leaves the commercial mechanics open.

The public record does not say whether PwC sold standalone licenses, bundled licenses with services, handled procurement or support, or remained the customer’s contracting party in every transaction. It also does not establish exclusive rights by country or industry, a discount or revenue share, or a required purchase volume.

How large was the employee rollout?

TechCrunch reported an approximately 100,000-user deal, commonly described as about 75,000 U.S. workers plus 26,000 U.K. workers. That is a reported estimate, not a definitive global seat count published by PwC. PwC later described its U.S. workforce as 75,000 people in material about firmwide generative-AI adoption. TechCrunch’s report and PwC’s generative-AI overview should therefore be read as context rather than proof that 100,000 seats were activated simultaneously.

“Planned deployment,” employee eligibility, active usage and measured business impact are different milestones. The announcement did not publish adoption rates, utilization, productivity gains or the number of activated accounts.

What employees were expected to receive

PwC described access to the then most powerful business version of ChatGPT, including the newly announced GPT-4o model and voice and image capabilities. GPT-4o belongs to the 2024 launch context; it should not be treated as a promise about the model included in Enterprise today.

PwC cited possible internal custom-GPT applications such as:

  • reviewing tax returns;
  • drafting responses to proposals;
  • assisting software lifecycles; and
  • generating dashboards and reports.

These were examples of work PwC said it was developing. They do not show that every employee received each tool or that the workflows could be used without professional review.

Security and privacy: useful controls, not a guarantee of safe work

PwC and OpenAI used “enterprise-grade security and privacy” language for the rollout. That describes a control environment, not automatic accuracy, regulatory approval or perfect confidentiality.

OpenAI’s current Enterprise materials describe centralized administration, role-based access controls, SCIM, enterprise key management, data-residency options, expanded context, priority support and service-level agreements. Features and terms have changed since 2024; OpenAI’s current pricing page and Enterprise help page are the appropriate current references.

  • “No training on business data by default” is not the same as “data is never processed or retained.”
  • Administrative controls do not make generated answers correct.
  • A security feature only protects the organization when configured and monitored correctly.
  • Enterprise availability does not by itself satisfy every sector-specific legal or contractual requirement.

How PwC positioned the client offer

PwC described itself as a “client zero” organization: use the technology internally, train staff, develop methods and apply that experience to customers. Its likely service work could include:

  • AI-readiness and use-case assessments;
  • responsible-AI governance and policy design;
  • security, privacy and architecture reviews;
  • data preparation and workflow redesign;
  • custom GPT or enterprise-application development;
  • employee training and change management; and
  • deployment and operating-model support.

Those categories describe the normal scope of a consulting-led implementation. PwC’s current OpenAI alliance page now explicitly markets governance, architecture, data strategy, custom applications, enterprise deployment and a ChatGPT Enterprise starter pack. Those current offerings should not be retroactively treated as fully specified components of the May 2024 contract.

PwC also said it was engaged in generative AI with 950 of its top 1,000 U.S. consulting client accounts. That is PwC’s reported figure, not an independently verified market statistic.

Why the arrangement mattered to OpenAI

For OpenAI, PwC supplied several things a software vendor normally has to build itself or obtain through partners:

  • a large, high-profile enterprise reference customer;
  • a distribution route into corporate transformation programs;
  • consultants who could help with governance, integration and adoption; and
  • an example of organization-wide rather than experimental use.

PwC’s audit, tax, deals and consulting relationships also put OpenAI’s product in conversations with companies that might need formal procurement, security review and change management before deployment.

Why the relationship mattered to PwC

PwC could use the agreement to accelerate internal productivity work, train employees on a leading generative-AI platform and build reusable methods for client projects. A visible alliance also differentiated PwC’s technology and transformation services.

The strategic benefit was not limited to chatbot licenses. PwC could sell expertise around selecting use cases, redesigning work, measuring outcomes and governing AI—services that remain necessary even when the underlying model is purchased directly from OpenAI.

Risks that a press release does not resolve

Client confidentiality and data handling

Tax, audit, legal, deals and regulated-industry work can involve highly sensitive information. Risks include accidental uploads, excessive internal permissions, retention or residency conflicts, and generated answers that omit or misstate important facts.

Professional judgment and liability

AI can assist with drafting, summarization and analysis, but it does not replace the professional responsible for an audit, tax position, legal conclusion or consulting recommendation. Firms need documented review, approval and escalation rules.

Audit independence and conflicts

PwC may advise a company on OpenAI deployment, help sell or implement the product and separately audit that company. The public announcement does not explain how PwC handles independence, conflicts or restrictions on combining those services.

Workforce effects

A firmwide rollout may change junior-level work, training pathways, staffing models and billing economics. The announcement emphasized productivity and client value, but did not publish evidence about role changes, compensation or headcount.

Vendor concentration

A large commitment to one model provider can increase switching costs and exposure to changes in pricing, availability, policy and model quality. Buyers should consider portability, fallback models and outage procedures.

Measuring whether it worked

“Largest user” and “client zero” are positioning claims, not outcome measures. A buyer should request baseline and follow-up data on time saved, quality, error rates, adoption, security incidents, client deployments and employee experience.

What changed by 2026?

The relationship has expanded beyond the original 2024 announcement. As of August 18, 2026, OpenAI lists PwC in its Partner Network, a broader program for building, co-selling and delivering AI solutions. PwC’s current alliance page promotes enterprise transformation, custom applications and agentic-AI work.

That later partner relationship should be read chronologically, not as proof that every later service existed in May 2024. The 2024 announcement concerned ChatGPT Enterprise adoption and resale; the later network covers a wider ecosystem role. OpenAI’s Partner Network announcement explains that broader scope.

OpenAI currently lists Enterprise as custom-priced through sales. Its pricing page lists ChatGPT Business at $20 per user per month when billed annually or $25 per user per month when billed monthly, with a two-user minimum; verify the live page because prices and features can change. These current figures do not reveal what PwC paid in 2024 or what a PwC-mediated customer would pay.

Questions the announcement left unanswered

  • How many seats were activated, and how many employees used them regularly?
  • What were the contract value, term, minimum commitment and reseller economics?
  • How many customers bought ChatGPT Enterprise through PwC?
  • What measurable productivity or quality improvements resulted?
  • How were client-data segregation, audit independence and conflicts handled?
  • Did the rollout change staffing, entry-level training or billing practices?

The Bottom Line

PwC’s 2024 agreement was a three-part bet: adopt ChatGPT Enterprise internally, help clients implement it and act as OpenAI’s first announced reseller. It established a significant enterprise channel, but public disclosures do not establish the deal’s price, exact seat count, resale mechanics or business results.
