Donald Trump did not permanently eliminate every federal EV-charging program or strip Tesla of all access to public funding. His administration initially paused money from the National Electric Vehicle Infrastructure (NEVI) and Charging and Fueling Infrastructure (CFI) programs, then withdrew NEVI guidance and state-plan approvals. Courts later forced the release of at least some previously awarded funds, while revised rules, congressional action and a proposed cancellation of unobligated balances kept the broader fight alive.
The short answer
The conflict arose because Tesla benefited from federal charging programs that the Trump administration sought to pause or restructure, even as Elon Musk became one of Trump’s most prominent political allies.
On January 20, 2025, Executive Order 14154 directed agencies to pause disbursement of specified funds from the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act, including EV-charging money. On February 6, the Federal Highway Administration (FHWA) rescinded the NEVI guidance then in effect and withdrew approval of state deployment plans.
That did not repeal the programs. States, charging companies and other plaintiffs challenged the withholding of funds. A federal judge ordered the release of withheld NEVI money in at least 14 states in June 2025, and the Government Accountability Office later concluded that the delay in allowing NEVI expenditures constituted an impoundment inconsistent with the Impoundment Control Act. In January 2026, California said a final court order secured access to $379 million in previously awarded charging funds.

By 2026, the dispute had shifted from a straightforward freeze to a fight over revised rules, domestic-content requirements, state approvals, congressional rescissions and the possible cancellation of unobligated funds.
The GAO’s decision and Congressional Research Service summary explain why the central issue was not simply whether the administration supported or opposed EVs. It was whether the executive branch could withhold money Congress had appropriated and revoke or suspend approvals without following applicable law.
Which EV-charging programs were targeted?
The affected programs are related but not interchangeable.

The IIJA provided approximately $7.5 billion over five years for NEVI and CFI combined: roughly $5 billion for NEVI and $2.5 billion for CFI. That figure describes the programs’ authorized funding, not a single pot of money that was uniformly frozen or paid to Tesla. Executive Order 14154, signed January 20, 2025, directed agencies to pause disbursement of specified IRA and IIJA funds, explicitly including money available through NEVI and CFI.
An executive order did not by itself repeal a program or erase congressional appropriations. The practical question was whether agencies could delay or withhold money that Congress had already authorized and appropriated.

On February 6, FHWA took a more operational step:
- It rescinded the NEVI guidance then in effect.
- It withdrew approvals of state NEVI deployment plans.
- It prevented new NEVI obligations until replacement federal guidance and revised state plans were approved.
The result was uncertainty for state transportation departments, charging companies, utilities, construction contractors and site hosts. However, withdrawing guidance and state-plan approvals was not proof that every previously awarded project had been permanently canceled. The administration described the action as a review and reset; states and plaintiffs argued that it unlawfully blocked congressionally directed spending.
How Tesla benefited—and how much is uncertain
Tesla’s exposure should be separated into awards already received, awards won by Tesla-led groups and applications that were unsuccessful or remained pending.
TechCrunch reported that Tesla had won approximately 13% of NEVI awards by mid-2024. A later report cited approximately 6% and at least $31 million from the program. Those figures should not be treated as contradictory or directly interchangeable without knowing the date, denominator and counting method. They may refer to different award universes, projects, sites, dollar values or stages of funding.
Tesla also belonged to a group that received an approximately $100 million CFI award for heavy-duty electric-truck charging in Illinois. Tesla reportedly sought about $40 million of the group’s original request.
Separately, Tesla repeatedly pursued approximately $100 million in CFI funding for a heavy-duty charging corridor linking Northern California and southern Texas but had been passed over multiple times, according to reporting cited in the dossier.
“Awarded” does not necessarily mean “paid.” A project can be selected, obligated, contracted, approved by a state or reimbursed—each is a different stage. Tesla’s participation may also occur through a consortium, state contract or site partner rather than as a direct federal payment.

Why public charging money can help Tesla
NEVI-funded sites generally must be publicly accessible and serve corridor needs. That means a Tesla-backed station can support drivers of other EV brands as well as Tesla owners.
The commercial benefits can still be significant:
- Public funding can reduce the capital cost of building or upgrading stations.
- Tesla’s Supercharger network has increasingly opened to non-Tesla vehicles.
- Automakers adopting Tesla’s North American Charging Standard can increase the potential customer base for Superchargers.
- A denser fast-charging network can support EV adoption, benefiting Tesla’s vehicle and charging businesses.
- If rival charging companies lose public support or face longer delays, Tesla may gain a relative competitive advantage even if it loses individual grants.
That does not make NEVI or CFI Tesla subsidy programs. Many awards go to other charging networks, state and local governments, utilities and consortiums. Tesla is one participant in broader infrastructure programs.
The Musk-Trump contradiction
Musk’s political alignment with Trump made the funding dispute unusually conspicuous. Musk joined the administration’s effort to reduce federal spending and became a prominent political ally, while Tesla’s stated corporate mission centers on accelerating the transition to sustainable energy.
At the same time, the administration sought to reduce or restructure federal EV support, including charging infrastructure that Tesla had used or pursued.
The evidence supports a business and political tension, not a definitive claim that Musk personally supported cutting Tesla’s funding or that he directed Tesla’s lobbying strategy. Musk’s political role and Tesla’s commercial interests were not automatically identical.
What the courts and GAO changed
States challenged the administration’s withholding of NEVI funds. In June 2025, a federal judge ordered the release of charging funds in at least 14 states and found that the halt was likely unlawful under the Administrative Procedure Act. The Associated Press reported on that ruling.

Separately, on May 22, 2025, the GAO concluded that DOT’s delay in allowing NEVI spending constituted an impoundment inconsistent with the Impoundment Control Act.
California announced on January 23, 2026, that a final court order secured access to $379 million in previously awarded charging funds. That outcome does not mean every charging dollar was restored or that every program was resolved in the same way.

- Funds already obligated or awarded: These generally have stronger legal and contractual protection, although agencies can still delay approvals and payments.
- Funds appropriated but not obligated: These remained more vulnerable to cancellation, redirection or new conditions.
- Future-year or unobligated balances: These were subject to later congressional and budget decisions.
- New grants not yet selected: These depended on revised guidance, program availability and future agency decisions.
A court order releasing money also does not instantly resolve procurement, permitting, utility interconnection, contractor or construction delays.

The administration moved toward revised program rules rather than simply maintaining the original freeze.
Revised NEVI guidance was presented as a way to reduce administrative requirements, speed construction and emphasize safety, efficiency and innovation. It also removed or changed policies the administration said were not expressly required by statute. Critics argued that reducing safeguards could weaken reliability, accessibility, labor and equity requirements. See USDOT’s revised NEVI guidance announcement.
Domestic sourcing became another major issue. On February 10, 2026, USDOT announced a proposal to increase required domestic content for federally funded EV chargers from 55% to as much as 100%. This was a proposal or updated waiver requirement according to its stated status, not automatically a final rule for every project. Higher domestic-content requirements could support U.S. manufacturing, but they could also reduce supplier availability or raise costs during the transition.

The administration’s FY2027 budget request, released April 3, 2026, proposed canceling remaining unobligated NEVI and CFI funds. Congress also rescinded or redirected some charging money through later legislation. CRS reported that the Consolidated Appropriations Act, 2026 transferred some unobligated NEVI funds.

The result is a mixed status, not a blanket shutdown and not a complete restoration.
What this means for EV drivers
Existing Tesla Superchargers do not disappear because a grant is paused. The immediate consumer effect is therefore unlikely to be a nationwide loss of charging access.
The more plausible effect is slower or less even network growth. Funding delays can postpone new sites, rural corridor coverage, station expansions and heavy-duty truck-charging projects. Projects operating under state contracts may continue, but payment disputes, revised approvals, equipment sourcing and litigation can still cause delays.

Non-Tesla drivers may feel the impact most in regions where public funding was expected to fill gaps that private investment alone might not address. Tesla’s established network gives it more resilience than smaller or newer charging companies, but scale does not prove that every rural or truck-corridor project is commercially viable without public support.
Stricter domestic-content rules could also make some projects more expensive or reduce the pool of eligible suppliers. That is a policy risk and trade-off, not a verified outcome for every station.
What remains unresolved
- Which funds are legally obligated, versus merely appropriated or selected?
- Which projects have final state approvals and enforceable contracts?
- Whether withheld CFI money will be released under the same logic applied to some NEVI funds.
- Whether the proposed domestic-content requirements become final and how they apply to existing projects.
- Whether Congress cancels remaining unobligated balances.
- Whether additional lawsuits change implementation.
For Tesla, the practical conclusion is narrower than “Trump cut Tesla’s charging subsidies.” The administration targeted and delayed programs Tesla had benefited from, but Tesla did not lose all federal charging support as a single, final event. Some previously awarded money was protected or released, some funding was redirected or remains contested, and future access depends on program rules, state plans, project contracts and congressional action.
